Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares 2. CALL TO ORDER 3. PLEDGE OF ALLEGIANCE 4. PRESENTATION 5. COMMUNICATIONS a. City Manager comments/Reports b. Staff comments/Reports c. City Council comments/Reports 6. CITIZEN COMMENT Citizens are permitted to address the Council concerning any matter over which the Council has jurisdiction, including comments concerning an item on the agenda. The Council will allow 3 minutes to do so during this period. Written comments may be submitted if a citizen does not wish to speak. Any comments needing or requesting follow-up will be assigned to staff for further action as appropriate after the meeting. Please provide contact information on the sign-up sheet and state your name and phone number when speaking to the Council so later follow-up can take place. Persons who exceed the time or are otherwise disorderly may be expelled by the Council upon a two-thirds majority vote, as provided in Utah Code Annotated 10-3-608. The Council requires that citizens help maintain the decorum of the meeting by not applauding or booing, turning off electronic devices, not engaging in verbal attacks against others or being disrespectful during the proceedings of the meeting. 7. CONSENT ITEMS a. Approve Resolution 18-77, confirming the appointment of members to various City Committees (David Brickey) b. Approve Resolution 18-78, authorizing the Mayor to execute a Right-of-Way Purchase Agreement between the City of West Jordan and Summerfield Senior Care, LLC (Justin Stoker) c. Approve Resolution 18-79, authorizing the Mayor to execute a Right-of-Way Purchase Agreement between the City of West Jordan and Duane Paxman (Justin Stoker) d. Approve Resolution 18-80, authorizing the Mayor to execute a contract with Black Forest Paving LLC for the 2700 West Overlay Project for an amount not to exceed $297,870.00 (Justin Stoker) e. Approve Resolution 18-81, authorizing two separate closures of Hawley Park Road for up to 20 work days at each location starting May 21, 2018 (Justin Stoker) f. Approve Resolution 18-82, authorizing the Mayor to execute an Interlocal Cooperation Agreement between the City of West Jordan and Salt Lake County regarding a Grant for $2 million for construction of the Arts Facility (Justin Stoker) g. Approve the renewals for the health insurance and other benefit plans using PEHP for medical, EMI and Assurant for dental, Opticare for vision, and The Hartford for life, LTD and AD&D for insurance for City Employees (Marlena Murray) h. Approve Ordinance 18-13, amending the 2009 West Jordan Municipal Code Title 1, 'Administration.' Chapter 7 'Officers and Employees.' Article C 'Appointed Officials and Employees.' Regarding 'At-Will' Employees (David Brickey) i. Approve Resolution 18-83, approving and adopting a litigation settlement agreement with the defendants in West Jordan City v. Williamsburg Holding Development Company, LLC and Copper State Mortgage, LLC, resolving and disposing of pending litigation (Robert Wall) j. Approve Resolution 18-84, approving an agreement with West Coast Code Consultants to provide inspection and plan review services in an amount not to exceed $40,000 per year, for a term of three years (Scott Langford) k. Approve Resolution 18-85, declaring items from various Departments that are no longer of any value or use as surplus property, and authorize the disposal (David Brickey) l. Approve Resolution 18-86, authorizing the Mayor to execute a contact with Redoubt Restoration for the Big Ben Restoration Pilot Project in the amount not to exceed $68,437.03 (Charles Tarver) 8. PUBLIC HEARING a. Receive public input and consider for approval Resolution 18-87, regarding funding recommendations of the West Jordan CDBG/HOME Committee for FY 2018-2019 as part of the FY 2018-2019 Annual Action Plan. (Charles Tarver) b. Receive public input and consider for approval Resolution 18-88, regarding a waiver of fees for the Best Buddies Friendship Walk at Veterans Memorial Park, October 13, 2018 (Brian Clegg) c. Receive public input and consider for approval Ordinance 18-14, regarding a Preliminary Development Plan for Copper Rim Development located at approximately NW Corner of 7800 South and 5800 West in the P-C Zoning District; CW Land So./Colin Wright, applicant (Scott Langford) d. Receive public input and consider for approval Ordinance 18-15, amending the 2009 West Jordan Municipal Code, Title 13, 'Zoning Regulations,' regarding allowing vehicle and equipment repair, limited as a Condition Use in the SC-2 (Community Shopping Center) Zone' City-wide, applicability, City of West Jordan, applicant (Scott Langford) e. Receive public input and consider for approval Ordinance 18-16, regarding a General Plan Land Use Map Amendment for 1.15 acres of property from Light Industrial to Public Facilities designation and Rezone 12.56 acres from A-20 (Agricultural 20-Acre lots minimum) Zone to P-F (Public Facilities) Zone for Zone 4 New Bingham Highway 4MG Reservoir located at 6700 West New Bingham highway; City of West Jordan, applicant (Scott Langford) 9. BUSINESS ITEMS a. Discussion and possible action regarding Resolution 18-89, confirming the appointment of Brock Hudson as the Community Preservation Director for the City of West Jordan (David Brickey) b. Discussion and possible action regarding Resolution 18-90, adopting the Tentative Budgets for General Fund, Special Revenue Funds, Capital Projects Funds, Enterprise Funds, and Internal Service Funds for Fiscal Year 2018-2019, and setting June 13, 2018 as the Budget Public Hearing (David Brickey) c. Discussion and possible action regarding the Brenda Thomas Stormwater claim (Councilmember McConnehey) 10. REMARKS 11.
