- REQUEST FOR PROPOSALS (RFP) for STORMWATER UTILITY FEE STUDY The City of Holladay, Utah is inviting qualified, licensed, professional firms to submit a proposal for the provision of a Stormwater Utility Fee Study. This work must be performed in accordance with the specifications contained in this Stormwater Utility Fee RFP Consultants are required to submit four (4) hard copies and one (1) electronic copy (single PDF of complete proposal) endorsed Stormwater Utility Fee Study by 12:00 p.m. on Friday, May 11, 2018 to Holladay City Hall,
