- Public Hearing The Francis City Council will hold a public hearing on Thursday, June 14th, 2018 at 7:00 p.m. in the Francis City Community Building 2319 So. Spring Hollow Rd., Francis. The Francis City Council hereby gives notice that the City intends to adopt a new Jake Brake Ordinance. Published in the Summit County News May 25th, 2018.
