Public Comment-None 4. Swearing in of David Nutzman-By Judge Ronald Powell 5. Reports of Municipal Officers, Departments, and Committees a. Tooele County Sheriff Department-Sheriff Wimmer-Excused b. Stockton Police Department-Chief Romney See Attachment A for the monthly Police Reports. The Police Department is part of the Major Crime Force. We did a presentation to three day care centers, Boy Scouts, and Girl Scouts in Tooele City. We try to help out and in turn, they help us. It has an amazing affect on us. c. Stockton Fire Department-Chief Huffman/Assistant Chief Thatcher (1) We had nine calls, four fires, four rescues and one other. On Walk Street, there was a chimney fire. It was mostly smoke damage because of a clogged flue. At South Rim, there was a fire outside where someone was burning a big pile and it got away from them. They did not have a burn permit. Also we had a garage fire in Town that was caused by a chicken coop heat lamp. (2) We have a new firefighter, Libby Bowden who lives in Stockton. Amy Lyman is in Fire School in Grantsville. There is a Regional Fire School in April that is free. (3) Nick Nash repaired our heater and got a discount on our parts and he volunteered his time. 6. Action Items a. Jaws of Life Training will use the old Charger or the Lumina-Some of the old vehicles may be worth more if they are parted out. Cliff Voss wondered what the Charger would cost to buy. The Charger has been a money pit. We should use the Lumina for Jaws of Life training. Training can also be done at the Winter Fire School. Sometimes junk yards have old cars or sometimes people like to donate cars. Councilman Nutzman asked how many people are certified on the Jaws of Life Training. It would be fun to have a Jaws of Life demonstration at Stockton Days. There will be joint training with the Police Department on tasers. Motion to table this discussion on the Jaws of Life Training-Councilman Meli Seconded Councilwoman Bori Unanimous Approval Motion Passed b. Councilwoman, Judy Bori, is working on a surplus property policy. The policy is ready to go and will be discussed at the next meeting in April. c. Approval of Minutes from February 8, 2018 Motion to approve the minutes from February 8, 2018, with the change from Vicki Nash to change charge to charged-Councilwoman Nash Seconded-Councilwoman Bori Unanimous approval Motion Passed d. Approval of Invoices over $1,000 Motion to pay Invoice No. 8680, dated 2/28/2018 for $1,800 to Hayes Godfrey and Bell-Councilman Meli Seconded-Councilman Nutzman Unanimous Approval Motion Passed e. There was a discussion about how much we should use the Attorney. Councilman Nutzman stated that we need to be careful and not make a mistake and not get advice from the Attorney and then a lawsuit could be filed and cost us $60,000. Maybe we could have the Attorney here three or four times a year. We can research subjects and use the Utah League of Cities and Towns (ULCT) reference manual and their staff. 7. Mayor's Report a. Recreation (Parks)-Alissa Perez is finishing up the grant request for the ballpark to get the infield redone. When there are teams playing there, we could have concessions and maybe make some money. Otherwise people stop at the General Store. b. The Easter Egg Hunt is March 31st at noon. We will still do the tree lighting at Christmas and the Stockton Day Celebration will still be done each August. c. Roads and Grounds- We have been researching Class C Road. The Mayor has found maps showing Silver Ave. is a Tooele County B Road. Mayor Karjola emailed Commissioner Shawn Milne to see if they would donate the hot pot and materials so we could do our part. The Plow truck's turbo is having a problem. The price will be $1,500 and David Wright and Rod Wheeler will do the labor. d. Solid Waste-To drive the garbage truck, you have to have a Commercial Driver's License (CDL). David is the only one who is certified to drive it. You must read the book and take a test. It costs $107, plus medical certification and on the road training. However, the Town does need the on the road training. e. Water-Nothing to report. f. Sewer-Our third pond has water in it. We need to keep water in it so the liner does not dry out. 8. Town Council Report a. Councilwoman Bori- Nothing to report b. Councilman Meli- We should contact a Real Estate Agent about the sod farm. c. Councilwoman Nash-Naomi Perry will go down and get the books from the basement. We need to have the room where the Soldier Canyon Water Board meets cleared of all the books and other things that are stored in there. d. Councilman Nutzman-Nothing to report 9. Planning Commission Report - Robyn Robbins reported that Duane Shields has resigned. The Building Permit procedure is in place. Once we have a full crew, we will have a work meeting and go over the General Plan. The Planning Commission is trying to get the Planning Engineers from Tooele County to help us. We need expertise and need to figure out how to move forward. 10. Home Based Business Licenses a. Discussion to temporarily negate the fee for Home Based Licenses until a cost analysis is completed-The Attorney recommends we do a Resolution and drop the fee this year. We can still issue the licenses. Each business has to have an individual business cost analysis. b. Decision to temporarily negate the Home Based Business Licenses for 2018 has been sent it to the Attorney, but he has not gotten back to us. We are going to return the fees to all the Home Based Businesses that have already paid this year. Motion to negate the fee for Home Based Businesses for 2018-Councilwoman Bori Seconded-Councilwoman Nash Unanimous Approval Motion Carried 11. Appointment to represent Town of Stockton's Water Shares a. Discussion-At the last Town Council Mayor Karjola was appointed to represent the Town. Since we have a full Council now, the Mayor would like to appoint Councilman Meli. He knows a lot about irrigation. Councilwoman Bori said the Mayor has always been the one to go to the meetings. Nando Meli is in favor of leasing the shares, but not selling them. He is only representing the people of the Town. Mike Christensen is the newest member of the Irrigation Water Board. b. Decision- Motion to have Councilman Nando Meli represent the Town's Water Shares-Councilwoman Nash Seconded-Councilman Nutzman Approval by four members, but Councilwoman Bori opposed the motion Motion Passed 12. Appointment of Justin Huffman as Stockton Fire Chief-Chief Huffman has been the Chief for two years. Chief of Police Travis Romney spoke and said he has witnessed how Chief Huffman commands fires and it has been a pleasure to work with him. A motion was made to officially accept Justin Huffman as the Stockton Fire Chief-Councilwoman Bori Seconded-Councilwoman Nash Unanimous Approval Motion Passed 13. Assignment of Nando Meli as Mayor pro tem for March 9, 2018 through March 16, 2018 while Mayor Karjola is on vacation. Mayor Karjola may have some Wifi in his hotel room. Councilman Meli will have all the powers of the Mayor. Mayor Karjola will develop a policy for times of his absence for future use. Motion to assign Councilman Meli as the Mayor pro tem -Councilman Nutzman Seconded-Councilwoman Nash Unanimous Approval Motion Passed 14. Dispatch Service Agreement a. Discussion-The rates have slowly been going up for three years. There was a $2,000 increase this year. We have had 450 to 600 calls a year and with the traffic stops, over a 1,000. If the Town grows more, there will be more calls and more traffic. b. Decision-Motion to sign the Dispatch Service Agreement-Councilman Meli Seconded-Councilman Nutzman Unanimous Approval Motion Passed 15. Unfinished Business-None 16.
