MONA CITY COUNCIL MEETING MARCH 27, 2018 7:30 PM THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS PRESENT: William M Mills - Mayor Micheal Stringer - Councilmember - Absent Frank Riding - Councilmember Jeffrey Hearty - Councilmember Jonathan Jones -Councilmember Katrina Long - Councilmember GUEST: Jim Orten, Kathie Lowry, Shawna Weaver, David Clark, Amy Taylor, Mike Hansen, Ryan Peters, Cole Peters, Sara Samuelson, Scott Halvorsen, Tyler Olsen, Melinda Matheson, Dayne Linford, Arlene Bassett ALSO PRESENT: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire -Director of Finance, Lyla Spencer -City Recorder OPENING PRAYER: Councilmember Jonathan Jones APPROVAL OF MARCH 13, 2018 MINUTES: Councilmember Jeffrey Hearty moved to make a motion to accept the minutes of March 13, 2018 as corrected. Councilmember Jonathan Jones made a second to that motion. The vote was unanimous, motion carried. (1st Motion) PLANNING AND ZONING: DELEGATIONS: Juab County Attorney Ryan Peters and Victims Advocate Amy Taylor came before the council to present a report for the Fiscal Years 2016-2017 and 2017-2018 for communities in East Juab County, including Nephi, Levan, Mona, Eureka, Rocky Ridge, all of Juab County & Other communities, for Primary Victims and Secondary Victims for each community. The report is attached and will become a permanent part of the minutes for public viewing. MONA CITY COUNCIL MEETING MARCH 27, 2018 7:30 PM Mona City contributed $1,500 for the fiscal year 2017, and was asked if the city could match that amount for fiscal year 2018. All council members that were present agreed to contribute $1,500 to the Victims Advocate Program for fiscal year 2018. Peters and Taylor reported what services the money will bring to the program. Dayne from Peak alarm gave an update on their services and then answered questions in regard to their system & how it can benefit the city. Most questions were asked by Mayor Mills and Councilmember Jonathan Jones. After a lengthy discussion, the council decided to talk further ,make a decision & let Peak Alarm know what their decision is. Melinda Matheson from the Nephi Recreation wants to partner with Mona City in regard to the needs of Mona Citys Youth and Adult recreation needs. Melinda reported their GOAL: Provide 'additional' Recreation programs in Mona; so residents do not have to drive to Nephi for all recreation programs. This is in addition to the 603 youth participants, 86 adult participants already participating in 'current' Nephi Recreation Programs in 2017. Nephi Recreation serves as the umbrella for additional programs within Juab County boundary. June 2018-June 2019. All programs considered Nephi Recreation programs. Mona City pays Nephi City funds that help pay for additional programs. Funds available July 1 with new fiscal budget year for Mona. Administrative/Marketing: (Website, newsletter, social media, online registration, Full time staff program planning) $500.00. PT Staff Pay: (Part time staff planning, program supervision) Hourly pay rate: $15.00 #hours 250 for a total of $3,750. 00. This could pay for multiple staff members at multiple levels of employment. PT Staff Benefits, % of Hourly pay: FICA, Social Security, etc.; $3750.00 0.14 $525.00. Participant Program Fees: Cover cost of equipment, uniforms & supplies. Programs offered: Spring/ Summer: Additional Baseball/Softball games in Mona. Summer: Kickball, wiffleball, 3 on 3 basketball, 4 square. Ball field maintenance for all Nephi Recreation sponsored programs held at Mona City Park. Fall/Winter: TBD, Spring/ Summer 2019: TBD. Mona's Total Financial Commitment: $4,775.00. *Does not include ball field maintenance for private group use at Mona City ball fields. ** does not include concession stand operations at Mona City Park. Melinda said they want to start the program as soon as possible and want to partner with Mona City. Councilmember Jeffrey Hearty suggested charging each Mona participant a $7.00 fee to sign up. 'If there are 700 participants and each paying $7.00 extra that would bring in the money without the city getting involved?' Matheson replied by telling Councilmember Hearty; Nephi Recreation wants to avoid charging Mona a nonresident fee. The proposal was that Mona could have more for its youth to do. MONA CITY COUNCIL MEETING MARCH 27, 2018 7:30 PM The council liked the idea of bringing additional programs to Mona City. David Clark with RealtyPath 'The Way Home', SRS, LLC, wanted to know what will be allowed on the old boy's home property. He has been approached by clients who would like to use it as a truck yard, putting their construction equipment there; he just wants to know what it is zoned as. Councilmember Hearty thought it was zoned as commercial. Michelle Dalton city Secretary/Treasurer said it is not zoned commercial. Clark wants to know what the potential use for the former boy's home can be. 'Could the home be used by someone who lives in the house and use the other buildings for rentals?' Clark also wondered if it could be purchased and later separated into different properties. Councilmember Jonathan Jones said, if that were to happen, each home would require 1/2 acre lot, it would be consider a subdivision and they would need to meet specific requirements. Planning & Zoning Secretary Sara Samuelson invited Clark to come to their next Planning & Zoning meeting and talk with the Planning Commission. Mike Hansen from Rural Community Consultants thanked Mona City Council for inviting him to their council meeting to bring the estimated cost that is in the attached schedule he brought to the meeting, based on their assumptions of what Mona City will need for this specific project. In the summary of state planning requirements as well as draft project management plan that includes the following suggested elements of Mona's planning initiative. - A website for the initiative, the website will host basic information as well as an online survey. You can decide whether you want to keep it after the project or not. - A simple and actionable general plan that is based on citizen input and state statute. It will also have an element that discusses Mona's annexation intentions. - All maps required by the general plan. We will gather all the relevant information we can from the County and utility service providers. Our goal is to provide maps for the plan documents as well as in a form that could help with city meetings (i.e. posters). - Catalog of all images collected as part of this project (provided in a digital format). - A brochure-sized 'citizen's guide to Mona' that provides basic community information and summarizes the goals of the plan Hansen stated in his cover letter to the council that most planning initiative have a higher cost, but they can offer this proposal because they are already familiar with Mona's development issues, they anticipate meaningful Planning Commission input, and they won't have their usual travels cost. MONA CITY COUNCIL MEETING MARCH 27, 2018 7:30 PM DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 03/14/2018 to 03/27/2018; Everd asked if there were questions on the disbursement report. There was a question on check #2585 in the amount of $2,532.00 issued to Taurus Plumbing, the question was answered sufficiently. Everd again reminded the council they are three quarters through the fiscal year. There were six checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Secretary/Treasurer Michelle Dalton presented one new business license for Intermountain Crane & Riggin LLC', located at 712 E Center Street. Councilmember Katrina Long moved to make a motion to accept the business license for Intermountain Crane & Riggin LLC, located at 712 E Center Street, a second was made by Councilmember Jonathan Jones. The vote was unanimous, motion carried. (2nd Motion) There were no fence permits presented. Michelle also proposed to the council a 'Wedding Packet', where a 1/2 day participants will pay $75.00 the day before in order to hold the facility. The council was okay with the proposal. No motion was required. City Recorder Lyla R Spencer gave a brief update on the current Stanley Family Annexation, the annexation is now in the protest period, and a required public hearing will be held on April 24, 2018 at 7:30 p.m. Spencer reminded the council she will be in SLC for 3 days to attend university classes to meet her CMC (Certified Municipal Clerk) requirements. COUNCIL BUSINESS: Councilmember Hearty told the council and those present; they will vote on the firm that will contract with the city to assist with their general plan. This will take place at their next council meeting. Councilmember Long suggested a public hearing on making a decision for their general plan, saying that it will be good to have public input rather than the council deciding on the plan. Councilmember Long felt it would be a better choice to choose a professional company who writes general plans everyday to do the general plan rather than the BYU student master program. Councilmember Hearty replied saying, at this point we need to move forward he does not want to make this decision based on suggested criteria, and said he would like to view it side by side as opposed to suggestions. Mayor Mills said we will move forward and decide if a public hearing is necessary for this topic. MONA CITY COUNCIL MEETING MARCH 27, 2018 7:30 PM Councilmember Jones will set up a Water Works Group in a council work session before their city council meeting on Tuesday April 24th at 6:00 p.m. They are also working on how to fix the leak that has been an ongoing concern. Councilmember Katrina Long reported; the Celebration Committee will meet on Wednesday March 28, at 10:00 a.m. the agenda is available for viewing. She will need help at 8:00a.m. with putting eggs in the park on Saturday for the annual Easter Egg Hunt, and added, it shouldn't take too long. Jennifer White has volunteered to assist with the celebration royalty and the Grand Marshall for the parade event. Mayor Mills ended the council session by telling the council he met with Stallings Sheet Metal on installing a 18 Gauge Galvanized Steel Standing Seam Intake Hood for makeup Air/Heating Unit. Mayor Mills said this will help keep the snow from the entering the main intakes from the south. He added, snow is a problem at that location. The cost for the hood is approximately $2508.00. The council approved the purchase, no motion was required. FYI: There were three (3) motions voted upon and passed, a motion to approve the March 13, 2018 minutes, a motion to approve the business license for Intermountain Crane & Riggin, and a motion to adjourn this meeting of March 27, 2018, All motions are recorded and in the cities records. PAY FINANCES ADJOURNMENT: Councilmember Jonathan Jones moved to make a motion to pay the finances and adjourn, Councilmember Jeffrey Hearty made a second to that motion, all were in favor, the vote was unanimous, motion carried. (3rd Motion) The city council meeting was then adjourned at 9:25 p.m., with no further comments.
