Those present at the City Council meeting were Mayor Pro tem Trudi Owens, City Manager Lori Talbot, City Attorney Barry Huntington, City Recorder Tyrissa Howell, City Treasurer Carla Farnsworth, Council Members Lloyd Brinkerhoff, Rick Miller, Alan Johnson and Paul Dastrup. Mayor Kim Soper was in attendance by phone.
Others present were Art Cooper, Nancy Dalton, Dutch Deutschlander, Gaylen Dalton, Becky Dalton, Jamie Veater, Monica Veater, David Frandsen, Cherri Frandsen, Linda Miller, Cade Harland, Kim Harland, Mike Sarles, Casey Charles, and a group of boy scouts.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council Member Rick Miller conducted the opening ceremony.
ADOPTION OF THE AGENDA
Lloyd Brinkerhoff moved, seconded by Alan Johnson to adopt the agenda. The motion passed with all in favor.
APPROVAL OF MINUTES
Alan Johnson moved, seconded by Lloyd Brinkerhoff to approve the minutes. The motion passed with all in favor.
UTAH PATCHWORK HIGHWAY 143
Nancy Dalton reviewed with the City Council a report on the Patchwork Parkway Highway 143. Dutch Deutschlander expressed his thanks to the City Council for allowing City Manager Lori Talbot to attend the Highway 143 committee meetings and Lori for all the help that she provides.
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve the donation of $1500 to Utah Patchwork Parkway Committee Highway 143. The motion passed with all in favor.
GARFIELD COUNTY FAIR- LANCE MILLER AND CALLIE WARD
Callie Ward from the Utah State University Extension office expressed to the City Council her goal for the Garfield County Fair to grow. She also stated that the fair is in need of more volunteers.
KIM HARLAND - ATV ORDINANCE
Kim Harland spoke with the City Council sharing her findings from the research she has done on bikes, golf carts, vehicle poundage and the adolescent brain. According to Utah Legislation Golf Carts are not considered an off highway vehicle or a high speed vehicle. Golf carts are designed to go less than 15 mph. On a bicycle a person travels 10 to 20 mph. It is her hope that the City Council review the information and create a separate ordinance for golf carts.
Paul Dastrup moved, seconded by Rick Miller to table for two weeks. The motion passed with all in favor.
BECKY DALTON - ANNEXATION
Becky Dalton has petitioned for her property to be annexed into the City. She would like to build a house and have City water.
Paul Dastrup moved, seconded by Alan Johnson to accept the petition. The motion passed with all in favor.
JAMIE VEATER
Jamie Veater explained to the council that he would like to build vacation rental cabins at 115 N Main Street. He came to the City Council to verify that the cabins would be permitted. According to Panguitch City Municipal Code it would be a permitted use in a commercial zone.
BUDGET REVIEW
The council reviewed the budget.
SIGNAGE - GARFIELD COUNTY NURSING HOME
Lloyd Brinkerhoff moved, seconded by Alan Johnson to approve the signage at Garfield County Nursing Home. The motion passed with all in favor.
SECURITY CAMERAS - GREEN DUMPSTERS
Alan Johnson moved, seconded by Paul Dastrup to purchase the ARLO security cameras. The motion passed with all in favor.
DONATION - PANGUITCH ELEMENTARY LIBRARY
Paul Dastrup moved, seconded by Lloyd Brinkerhoff to donate $200 to the Panguitch Elementary Library. The motion passed with all in favor.
JP FINES
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve the JP Fines Report. The motion passed with all in favor.
PENDING BUSINESS
Bike Path - UDOT will be here for a meeting April 4, 2018.
DEPARTMENT REPORTS/CALANDAR
Splash pad - Council Member Alan Johnson has talked with a few contractors. He will work on getting the information together for a bid packet to be sent out.
Baseball Fields - Rocky Mountain Power will donate power poles for lights at the baseball field.
Industrial Park Power -Lookout Point Mine needs more power to run their plant. Rocky Mountain Power says the upgrades needed will cost $8-15 million.
At Your Leisure - The At Your Leisure crew will be here July 8, 2018 to tour through the burned area and help get the word out that there is still a lot to see and do after the Brain Head Fire.
EXECUTIVE SESSION
Lloyd Brinkerhoff moved, seconded by Rick Miller to enter an executive session for possible litigation and real estate. Those invited where Mayor Pro-Tem Trudi Owens, City Manager Lori Talbot, City Attorney Barry Huntington, City Recorder Tyrissa Howell, City Council Members Lloyd Brinkerhoff, Rick Miller, Alan Johnson and Paul Dastrup. Mayor Kim Soper by telephone.
Paul Dastup moved, seconded by Alan Johnson to exit the executive session. The motion passed with all in favor.
CURRENT BILLS
Alan Johnson moved, seconded by Lloyd Brinkerhoff to approve the current bills be paid. The motion passed with all in favor.
ADJOURNMENT
Alan Johnson moved to adjourn at 7:58 pm. The motion passed with all in favor.
