Call to Order/Pledge of Allegiance. Meeting called to order at 7:02 pm and the Pledge of Allegiance was recited. Vice-Chair Meyerhoffer presiding. 2. Discussion/action on minutes. Motion by Vice-Chair Meyerhoffer, seconded by Mr. Schofield, to approve the minutes dated December 19, 2017. Motion passed unanimously. 3. Ceremony for the Oath of Office. The Oath of Office was administered to Kent Schofield, Justin Tobias, Dale Neal, and Maurice Pitcher. 4. Election of 2018 Chair and Vice-Chair. Nominations were accepted for Chair and Vice-Chair. Mr. Pitcher nominated Les Syme as Chair, and Kent Meyerhoffer as Vice-Chair. Seconded by Mr. Neal. Being no other nominations they were declared elected by acclamation followed by a unanimous vote. 5. Discussion/action on site plan amendment at 509 North 2000 West by Maverik, Inc. Staff presented that the property is zoned C-2P and the developer operates an existing gas station on the site. Applicant desires to amend the Site Plan by constructing a new fueling canopy, fueling stations, and fueling tank, with an RV Dump to be installed behind the existing store. Applicant wants to add to the already existing fueling stations in front of the store by extending the canopy and adding five (5) additional fuel pumps. The proposed use does conform to the General Plan. The applicant informed us that the site plan is going to be slightly different than the one that was submitted in the packet. Mr. Morris explained the new additions of future rest rooms on the site plan. Todd Meyers representing Maverik said they are currently expanding several of the restrooms at Maverik up and down the Wasatch Front. There are currently two accesses on Pioneer Road and with this plan both of them will remain. The western access will be pushed further to the west and the one on the east entering 2000 W will remain where it is. The fence against the residential side will be a six (6) foot privacy vinyl fence. Mr. Hunsaker asked if the entrance and exits on Pioneer Road can be signed to be one-way for each one. Applicant agreed but expressed concern for enforcement. Vice-Chair Meyerhoffer suggested that the canopy and RV Dump be moved farther to the north to provide more room for vehicles entering the station. Motion by Vice-Chair Meyerhoffer to approve the amended site plan subject to the following: - Compliance with affected entity and agency requirements. - Compliance with requirements of the City Engineer. - Construction to comply with all required architecture, landscaping and screening regulations. - Earth-tone building materials and colors to be used. - Development must conform to Municipal Code requirements. - No animated sign - signs must comply with sign ordinance. - All water shares to be turned over to the City. - The new canopy and additional island RV Dump station are to be moved farther to the north if approved by City Staff - Future restroom expansion is also included. Motion seconded by Mr. Schofield. Vote called with all in favor, none opposed. 6. Discussion/action on one (1) lot subdivision for a three (3) acre parcel at 850 West 1700 South by Corey Combe. This property is zoned Manufacturing and the developer proposes a minor lot subdivision with one (1) new lot. The proposed use does not conform to the General Plan, but it is grand-fathered. Mr. Schofield felt he did not have to recuse himself due to possible conflicts of interest living adjacent to the site, and no one objected. Motion by Mr. Pitcher to grant preliminary and final approval for this one (1) lot subdivision subject to the following: - Submission of a final plat that meets code requirements. - Compliance with City Engineer's memo. - Subject to staff and agency requirements. - Letters of approval from affected entities. - Deferral agreement addressing the road in planning for future development and improvements. - Water shares must be turned over to the City. Seconded by Vice-Chair Meyerhoffer. Vote called and passed with all in favor, none opposed. The commission also stipulated that if staff has any issues with this development in the future, Mr. Combe can be required to appear before the Planning Commission again for resolution. 7. Training: - Rules of Procedure for Open and Public Meetings. - Non-discrimination. - The General Plan. Mr. Morris presented training on each of the above items. 8. Commission and staff follow-up. Mr. Schofield commented on a rock crushing business on 17th Street where it appears someone is doing some rock crushing at the Diversion Dam. Mr. Morris believes that it is the state or county doing a river flood improvement project and we have no jurisdiction over them. Elijah can check into this further. Staff reported that High Country Inn is now under construction for their expansion. The City Engineer is putting together the bid for Phase 1 of Pioneer Road realignment. 9. Adjourn. Meeting adjourned at 8:30 p.m.
