COTTONWOOD HEIGHTS CITY COUNCIL AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at 7:00 p.m. on Tuesday, February 27, 2018, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah. 7:00 p.m. 1.0 WELCOME/PLEDGE 2.0 CITIZEN COMMENTS (Please note: In order to be considerate of everyone attending the meeting public comments will typically be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. Comments which cannot be made within these limits should be submitted in writing to the City Recorder prior to noon the day of the meeting.) 3.0 PUBLIC HEARING 3.1 Public Hearing to Receive Input on the Proposed Amendment for the 2017-2018 Cottonwood Heights Budget (Occasionally it is necessary to amend the city budget due to changes that occur from the time of original adoption. This Hearing is to give the public an opportunity to comment on proposed budget adjustments) 4.0 STANDING MONTHLY REPORTS 4.1 Monthly Financial Report - City Treasurer, Mr. David Muir (City Treasurer, Mr. David Muir, will report the city finances for January 2018.) 4.2 Unified Fire Report - Assistant Chief Mike Watson (Report by Assistant Chief Watson on medical and fire calls responded by Cottonwood Heights' stations during the month of January 2018; as well as other informational items from UFA.) 5.0 ACTION ITEMS 5.1 Consideration of Ordinance 290-A Approving Rezone of Realty at 6672 and 6690 South Highland Drive from R-1-8 to RO. (By this ordinance the council will approve rezoning the realty at 6672 and 6690 South Highland Drive from R-1-8 [Residential Single Family] to RO [Residential Office]). 5.2 Consideration of Ordinance 290-D Denying Rezone of Realty at 6672 and 6690 South Highland Drive from R-1-8 to RO. (As an alternative to Ordinance 290-A, by this ordinance the council will deny rezoning the realty at 6672 and 6690 South Highland Drive from R-1-8 [Residential Single Family] to RO [Residential Office]). 5.3 Consideration of Ordinance 291 Approving Amendment and Restatement of Chapter 19.92, COTTONWOOD HEIGHTS CODE, Regarding the City's Land Use Appeal Authority. (By this ordinance, the council will approve amending and restating Chapter 19.92 of the city's code of ordinances to allow use of a land use hearing officer in place of the city's board of adjustment to hear variance requests and appeals of city land use decisions, as authorized by state law). 5.4 Consideration of Ordinance 292 Approving Amendment to the City's Budget for 2017-2018 Fiscal Year. (This ordinance will approve the typical quarterly amendment to the city's budget for the current fiscal year). 5.5 Consideration of Resolution 2018-12 Expressing Opposition to House Bill 135. (By this resolution the city council will express its opposition to House Bill 135 currently pending before the Utah Legislature, one practical effect of which likely would be to reduce protections to the watershed areas which provide culinary water to the city's residents). 5.6 Consideration of Resolution 2018-13 Approving Disposal of Unclaimed Property and Former Evidence. (From time to time, the city disposes of items of unclaimed property and property no longer needed as evidence as authorized by Utah law. This resolution will approve such disposition for certain items of property in the city's possession). 6.0 CONSENT CALENDAR 6.1 Approval of Business Meeting minutes for the February 13, 2018 and the Work Session minutes of January 23 and February 6, 2018. 7.0 ADJOURN BUSINESS MEETING AND RECONVENE WORK SESSION NOTICE OF COTTONWOOD HEIGHTS CITY COUNCIL WORK SESSION AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at 5:00 p.m. on Tuesday, February 27, 2018, in the Cottonwood Heights City Council Work Room located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah WORK SESSION 5:00 pm 1. Review of Business Meeting Agenda (Mayor Peterson will review the upcoming Business meeting agenda with the City Council.) 2. Public Relations Report - Dan Metcalf (Public Relations Specialist Dan Metcalf, will provide Cottonwood Heights media reports with Staff follow-up, where needed.) 3. City Council and Staff Reports (Each week City Council and staff provide informational reports from attended meetings and each department to allow for a method of keeping up on the day-to-day activities of the City. This report is available on the internet at www.ch.utah.gov. This agenda item is set aside to allow Council members to ask questions or for staff to bring Council up to date of any changes since the report was made.) 6:00 pm 4. Special Reports a. Legislative Update - Brian Allen (Mr. Brian Allen, Cottonwood Heights' state lobbyist, will review activity at the State Legislature that might affect Cottonwood Heights or that is important to the city) b. Canyon Centre Report Follow-up - Mr. Jason Burningham, with Lewis Young Robertson & Burningham (Mr. Burningham will provide the City Council with follow-up on the Canyon Centre project report from last week.) c. Chapter 19.76 Supplementary and Qualifying Rules and Regulations. (Community and Development Director, Mr. Brian Berndt, will lead a discussion on a proposed text amendment to Chapter 19.76 of the Zoning Ordinance.) d. Strategic Planning Discussion (City Manager, Mr. John Park, will lead a brief discussion on the Strategic Planning Discussion.) e. Sustainability Initiative (City Manager, Mr. John Park, will discuss a sustainability initiative to reduce the energy consumption within the city.) 5. Review of Calendars and Upcoming Events Councilmember Schedules for the next week - 2018 Calendar: a. March 1 through March 31 - Photography Show at City Hall b. March 9 - 3 p.m. - 9 p.m. - Photography Show Open House and Awards Presentation (7 p.m.) at City Hall c. March 30 - 7 p.m. - Teen Ice Party (Ice Skating) d. March 31 - 10 a.m. - Easter Egg Hunt e. April 14 - CH Shakeout f. April 25-27 - ULCT Mid-Year Conference g. May 18-19 - 7:30 p.m. - LINK Dance Festival at Cottonwood Heights Theater (Butler Middle School) 6. Closed Meeting to Discuss Litigation, Property Acquisition and the Character and Professional Competence or Physical or Mental Health of an Individual 7.
