Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, Council Members Rick Miller, Kim Soper, Trudi Owens, Lloyd Brinkerhoff and Alan Johnson. City Attorney Barry Huntington was absent.
Others present were Paul Dastrup, Art Cooper, Parker Brinkerhoff, Randy Yard, Becky Yard and Casey Charles.
The meeting was called to order at 5:30 pm.
OPENING CEREMONY
Council Member Lloyd Brinkerhoff conducted the opening ceremony.
ADOPTION OF THE AGENDA
Kim Soper moved, seconded by Trudi Owens to adopt the agenda as corrected. The motion passed with all in favor.
APPROVAL OF MINUTES
Lloyd Brinkerhoff moved, seconded by Trudi Owens to approve the minutes as corrected. The motion passed with all in favor.
EAGLE SCOUT REPORT-PARKER BRINKERHOFF
Parker Brinkerhoff reported his Eagle Scout project to the council. For his project he painted the kitchen and bathrooms at the Social Hall, and repaired the weight room ceiling. 15-20 people helped him with his project and it took aproxmently 82 hours to complete.
RESOLUTION 2017-6 TELEPHONIC/ELECTRONIC MEETINGS
Trudi Owens moved, seconded by Kim Soper to approve Resolution 2017-6. The motion passed with all in favor.
BUSINESS LICENSE-LOOKOUT POINT MINE LLC
Lloyd Brinkerhoff moved, seconded by Alan Johnson to approve the business license for Lookout Point Mine. The motion passed with all in favor.
SPLASH PAD PUMP BUILDING
Council Member Alan Johnson talked to Bryce Valley Ready Mix about pouring footings for a pump building at the slash pad. It was decided to wait until spring when the concrete can set up.
CARPET
One bid has come in for new carpet in the City Office Building At $14,500 for carpet tiles. The bid is for square rooms which the areas are not, so the actual cost will be less.
Kim Soper moved, seconded by Rick Miller to approve the bid for new carpet in the council room and library. The motion passed with all in favor.
SOCIAL HALL MONITOR
Urial Zubia Jr bid $144 per week for the Social Hall Monitor job opening. The bid equals out to $8 an hour. The council discussed paying by the hour rather than by the week.
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve offering $8 an hour to Urial Zubia Jr as the new Social Hall Monitor. The motion passed with all in favor.
JP FINES
Trudi Owens moved, seconded by Kim Soper to approve the JP fine report. The motion passed with all in favor.
PENDING BUSINESS
There was no changes to the pending business list at this time.
DEPARTMENT REPORTS
Thanks-Council Member Kim Soper expressed his thanks to Mayor Eric Houston for his thirteen years of service on the City Council and as the Mayor.
Sidewalk Grant-Council Member Trudi Owens meet with Kamry Applegate and Clint Albrecht to organize a safety assembly at the Elementary School. This assembly is to teach the kids walking home how to use the sidewalks and cross walks.
Panguitch Lake-Council Member Lloyd Brinkerhoff reported the conditions of the ice on Panguitch Lake. The lake is not froze over enough to ice fish yet, but hopefully it will before the fishing derby.
Triple C-The Triple C Committee met and went over a financial report and discussed Bonuses for Triple C Director Lance Miller.
Concessions-Ralph Perkins does not plan on running the Triple C concessions another year.
New Well-The new well is being drilled. The surface conductor has been cemented in.
Forrest Service-Panguitch City is making a claim against the Forrest Service because of the Brain Head Fire burning over Panguitch City's Water Shed. The paperwork for the claim has been sent.
Mayor-Mayor Eric Houston expressed his thanks to the City Council.
EXECUTIVE SESSION
The executive session was not needed at this time.
CURRENT BILLS
Trudi Owens moved, seconded by Rick Miller to approve the bills. The motion passed with all in favor.

The executive session was not needed at this time.
ADJOURNMENT
Lloyd Brinkerhoff moved, seconded by Kim Soper to adjourn at 6:15 pm. The motion passed with all in favor.
