APPROVAL OF OCTOBER 24th, 2017 MINUTES:
Councilmember Jeffrey Hearty moved to make a motion to accept the minutes of October 24th 2017, as corrected, a second was made by Councilmember Jeffrey Smith. The vote was unanimous, all in favor, motion carried. (1st Motion)

DELEGATIONS & POSSIBLE ACTION ITEM
No business licenses or fence permits were presented to the council for approval. The Ball field Care/Maintenance Proposal was tabled until spring, along with the Fall Burn Permit, Park and Recreation Impact Fee was also table until a later date.
Jacob Davis came before the council to see if there are possible project that might be available for his Eagle Scout Project. Several suggestions were given to Josh including help with the ball field dugout area and other projects that need attention.
Councilmember Jones told Jacob there is a possibility of another project at their water facility plant, to do some work to clean up that area, check and see if that may work for you, Councilmember Jones said.
Councilmember Jones told Jacob, they have one other person that may be interested in doing their Eagle Project on that facility cleanup, if they don't want to do that cleanup, Jones will work out the details with Josh. Councilmember Jones asked Jacob to get back with him.
The council then thanked Josh for coming to the meeting in his full scout uniform.
Mona City Council was pleased to hear from Juab County Sheriff Doug Anderson, saying it has been sometime since a report has been presented. He told the council they are down on deputies with three (3) resignations and one (1) medical leave. Sheriff Anderson said he has a new Chief Deputy Sheriff; the former Chief Deputy Al Taylor had resigned and accepted a position as a city police chief in a community outside the county.
Lt. Brent Pulver has been promoted to that position and Lt Travis Kennison will take Pulver's place as Homeland Security/Emergency Manager and Grant Manager.
Mayor Greg Newton told Anderson they see his deputies in Mona City quit often, and added; they are doing a good job providing law enforcement for the city.
Sheriff Anderson added, 'Mona makes a huge contribution, the extra money you pay for extra hours is a big help.'
Anderson said he would like to see a collective agreement with all the cities in the county that would agree to do the same that his office has with Mona City.
He has a list of qualified people who are interested in becoming deputies, but many of those seeking employment need to be post trained and the nearest time for training will be February 2018.
Anderson said he has one goal he would like to see happen, and that is to get a local emergency planning committee going. 'We need to get more involved, we need to get more active with that and we need to train for emergencies.'
The Utah Division of Emergency Management requires every city to have a Local Emergency Planning Committee (LEPC) Handbook.

COUNCIL BUSINESS:
Councilmember Jones: Title 8 Utilities Chapter 1 & 2 Cross Connection & Natural Gas was discussed briefly.
Councilmember Jones thanked those councilmember's for their input on the Water System Operator, Marlin Smith is on board and doing well, they will see some changes in the operating of the system with security cameras at the water facility and the proposed Eagle Scout Project clean up in that area. Smith will beef up security.
Smith is putting together a testing plan to monitor the system; there is a crack on the air evacuator valve that needs to be fixed.
Marlin has been good to pick up on a lot of items that needs to be done.
Councilmember Jones brought the council attention in regard to their Commercial Water Requirements which are lacking; He and Sara have been working on this issue. Basically it says 'What we need for a commercial establishment is a half acre foot of culinary water and that will depend on what kind of facility it is', said Jones. They will also need to adjust the irrigation.
We will need to revised and amend those two section of the City Code. A public hearing will be scheduled as soon as they get things worked out in regard to this issue.
Councilmember Jones handed each councilmember a copy of Chapter 3, Sewer Use and Service to be discussed at the November 28th, 2017 council meeting.
Councilmember Jones told the council that he would like to get some cameras at the water facility. He said he would like to include a proposal for some cameras at that facility while getting cameras for the city and community building. Councilmember Graham said she would like to see some cameras on the maintenance building at the cemetery, also mentioned was to install cameras at the cities' maintenance building as well.
Councilmember Jones told the council they have proposal from Mountain Alarm, and Peak Alarm.
Councilmember Jones told the council he will contact the purposed security companies in regard to the cameras and see what they can come up with.
Councilmember Molli Graham: Informed the council the water has been turned off at the cemetery, and everything is ready for the winter season. The lights look beautiful. Councilmember Jeffrey Hearty: gave an update on the application for the General Plan, a public hearing will be scheduled, they will finalize their application to the CIB to find out what exactly they are going to do. They have sent out emails to some of the BYU professors to possible go that route as well. Commissioner Woodland recommended they look into CDBG funds to see if help is available there. He has asked Sara to put together a Moderate Income Housing Plan.
Councilmember Hearty made a recommendation to hold a public hearing so they can finalize the CIB funds, and at least have that part of it completed. Mayor Greg Newton suggested if the cycle ends in December a public hearing is required the first meeting in December (12th)to qualify for funds, and move forward with the required process.

Mayor Greg Newton ended the council session by telling the council and those present they have the broken water line repaired on 60 South.
Sunday previous to that, he received a call that the house on 200 north near the storage shed had a sewer line issue. He said he hasn't heard back from him and hoping everything is okay.
He presented a list of items that need to be done on the snow plow and would like to see repairs completed before the snow comes. He recommended a new company that is willing to do the repairs.
He talked about Shop-Ko Grants.
DIRECTOR OF FINANCES:
Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 10/25/2017 to 11/14/2017; he asked if there were questions on the disbursement. There was one question on the listing for checks, check #2348 in the amount of $135.00, issued to Perry Rentals.
There were two (2) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.

Mona City Recorder Lyla R Spencer presented the final report and total votes cast for the election results for November 2017 as follows: Office of Mayor: William 'Bill' Mills 191, Sterling Kyle Clouse 168, Office of Councilmember: Micheal Stringer 201, Jeffrey Smith 57, Lori Elbert 154, Frank Riding 243. Provisional Ballot Count was 7, Provisional Ballots Not Counted 4.
Mayor Greg Newton recommended to Lyla R Spencer City Recorder to hold the Provisional Ballots as not counted because they would not make a change in the voting outcome.
A copy of the report is attached and will become a permanent part of the minutes for public viewing.
