Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, Council Members Rick Miller, Lloyd Brinkerhoff, Trudi Owens and Alan Johnson. City Attorney Barry Huntington and Council Member Kim Soper were on speaker phone.
Others present were Randy Yard, Becky Yard, Danny Perkins, Casey Charles, and Paul Dastrup.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council Member Trudi Owens conducted the opening ceremony.
ADOPTION OF THE AGENDA
Lloyd Brinkerhoff moved, seconded by Trudi Owens to adopt the agenda. The motion passed with all in favor.
APPROVAL OF MINUTES
Alan Johnson moved, seconded by Trudi Owens to approve the minutes. The motion passed with all in favor.
OFFICER REPORT
Sheriff Perkins distributed the officer's report to the City Council. The officers just completed red ribbon week. The county inmates were a little overcrowded but now back to a manageable number.
CITY WELL-AWARD BID
Lloyd Brinkerhoff moved, seconded by Trudi Owens to award the bid to Gardner Brothers for $474,177.47. The motion passed. Rick Miller abstained.
ELECTION CANVAS
Mayor
Kim Soper with 421 votes
City Council
Eric Palmer 106 votes
Paul Dastrup 345 votes
Mack Oetting 130 votes
Alan Johnson 328 Votes
Lloyd Brinkerhoff moved, seconded by Alan Johnson to accept the election canvas report. The motion passed with all in favor.
SOCIAL HALL-PICKLE BALL COURT
Lloyd Brinkerhoff moved, seconded by Rick Miller to pay up to $1000 to paint pickle ball lines in the social hall and purchase a net. The motion passed with all in favor.
SOCIAL HALL MONITOR
The social hall monitor job was advertised and no applications were received. The job will be advertised again.
LANDFILL CONTRACT
Trudi Owens moved, seconded by Lloyd Brinkerhoff to approve the contract with Hughes Waste Haulers. The motion passed with all in favor.
SURPLUS
Lloyd Brinkerhoff moved, seconded by Rick Miller to move forward with items on the surplus list. The motion passed with all in favor.
BUSINESS LICENSE-PANGUITCH MERCANTILE AND PAWN SHOP
Rick Miller moved, seconded by Trudi Owens to approve the business license for Panguitch Mercantile and Pawn Shop. The motion passed with all in favor.
PLAYGROUND COVER
Trudi Owens moved, seconded by Lloyd Brinkerhoff to accept the bid from Game Time. The motion passed with all in favor.
ATV'S
Council Member Trudi Owens passed out the current city ordinance on ATV/OHV use. The council reviewed the ordinance and discussed if any changes need to be made or if the current ordinance just needs to be enforced. Council member Trudi Owens will talk with the City Attorney Barry Huntington and Sheriff Perkins to get opinions on this matter and it will be placed on the agenda for November 28, 2017.
CTIY COUNCIL DECEMBER 26, 2017
Trudi Owens moves, seconded by Alan Johnson to cancel the City Council meeting December 26, 2017. The motion passed with all in favor.
JP FINES
Trudi Owens moved seconded by Rick Miller to approve the JP Fines Report. The motion passed with all in favor.
PENDING BUSINESS
There were no changes to the pending business at this time.
DEPARTMENT REPORTS
Green Dumpsters-Council Member Rick Miller has been looking into security cameras and sign options for the green dumpsters.
Grandstands- The roof of the grandstands needs repair.
Library Board-The Library received a $1500 grant and they are issuing replacement library cards to patrons.
Main Street-Council Member Trudi Owens asked who was to order the two covered ash trays that the city agreed to purchase for Main Street. She will follow up on the matter.
Splash Pad- Splash Pad USA will bring everything down and install the remaining equipment for the splash pad. There are covers that need to be purchased for winter months when the equipment is removed from the splash pad.
Pickle Ball Courts-Council Member Alan Johnson will look into a donation from the Bryce Canyon Half Marathon for the pickle ball courts.
Audit-The auditors sent the audit report. Panguitch City was written up for an overage of money and not having the City Council review a financial report. The City Council will begin reviewing a financial report.
CURRENT BILLS
Trudi Owens moved, seconded by Alan Johnson to approve the bills. The motion passed with all in favor.
EXECUTIVE SESSION
Alan Johnson moved, seconded by Trudi to enter an executive session to discuss real estate and legal matters. The motion passed with all in favor.

Rick Miller moved, seconded by Lloyd Brinkerhoff to exit the executive session. The motion passed with all in favor.
ADJOURNMENT
Rick Miller moved, seconded by Lloyd Brinkerhoff to adjourn at 7:45 pm. The motion passed with all in favor.
