Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Attorney Barry Huntington, Council Members Rick Miller, Trudi Owens, Alan Johnson and Kim Soper. Council Member Lloyd Brinkerhoff was absent.
Others present were Art Cooper, Darren Cottam, Jodi Pilout, and Rick Funk.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council Member Alan Johnson conducted the opening ceremony.
ADOPTION OF THE AGENDA
Trudi Owens moved, seconded by Alan Johnson to adopt the agenda. The motion passed with all in favor.
APPROVAL OF MINUTES
Alan Johnson moved, seconded by Kim Soper to approve the minutes as corrected. The motion passed with all in favor.
ROADS- DARRIN COTTAM
Darrin Cottam reviewed with the City Council why all the potholes around town have not been filled, stating he underestimated how much asphalt it would take to fill the potholes. He also indicated that he would put $500 towards filling the remaining potholes and that Boyd Spencer from Spencer Asphalt likewise offered to put in $500 towards finishing the roads.
Kim Soper moved, seconded by Trudi Owens to approve $10,000 to finish up the pothole work in town. Darrin Cottam will meet with a council member or the City Manager to prioritize the work that needs to be finished. The motion passed with all in favor.
SPLASH PAD-RICK FUNK
Rick Funk from Splash Pad USA was present to answer any questions the City Council had about the splash pad being built for the city. Area's that were discussed were the water storage tanks, water line, water pump, power, chemicals used, start up and end of year training, winterizing, concrete, acrylic top coat, and the location of the splash pad.
OFFICER REPORT
Sherriff Danny Perkins was not present for a report.
DONATION-SHOOTING RANGE
Rick Miller moved, seconded by Trudi Owens to donate $200 to the Gun Range. The motion passed with all in favor.
PANGUITCH CITY SPRINGS
Panguitch City received a full grant of $887,000 from CIB to drill a new well.
Mayor Eric Houston and Council Member Kim Soper visited with the Engineers and Hydrologist today to pick a location for the new well.
BOARD OF ADJUSTMENTS MEMBERS
The City Council brought forth names for the Board of Adjustments Committee. City Manager Lori Talbot will ask if they are willing to serve on the board.
JP FINES
Trudi Owens moved, Seconded by Rick Miller to approve the JP Fines Report. The motion passed with all in favor.
PENDING BUSINESS
There were no changes to the pending business at this time.
CURRENT BILLS
Kim Soper moved, seconded by Trudi Owens to approve the bills. The motion passed with all in favor.
EXECUTIVE SESSION
The executive session was not needed at this time.
DEPARTMENT REPORTS
Fire rehab-Council Member Kim Soper reported more straw will be added to the reseed area at the springs.
Splash pad donation-Garfield County will be invoiced for the $22,000 they donated to help with the splash pad.
Thank you-The Council thanked Rick Miller for all his time spent helping at the National Senior Pro Rodeo this last weekend.
National Senior Pro Rodeo-The Senior Pro Rodeo went well. The entertainment was excellent.
Forrest Service-Panguitch City is planning on filing a claim with the Forest Service for the damage to the City Springs during the Brainhead fire.

Alan Johnson moved, seconded by Trudi Owens to adjourn at 8:00 pm. The motion passed with all in favor.
