NOTICE is hereby given that the WASATCH COUNTY PLANNING COMMISSION will hold a Public Hearing on October 12, 2017 at 7:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items:
1. Discussion and possible motion on an amendment to code section 16.21.46 regarding Accessory Residential Dwelling Units (ADU's) including what is typically referred to as mother in-law units also including Caretaker and Guest ADUs. The Planning Commission in their July 13th meeting directed the planning staff to look at possible amendments to the code to limit these uses. This item was continued from the August 10th meeting to the October meeting. If forwarded, the recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 18, 2017.
2. A proposed amendment to the Wasatch County Trails Plan which is 16.38 appendix 3 of the County Code. The proposal updates the map and updates portions of the code to provide more specific regulations on trail types, trailhead locations and improvements. The updated map is intended to provide connections between County, municipalities and State parks. *This item was discussed at the September 14th Planning Commission meeting and continued to the October meeting. Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 18, 2017.
3. Paul Watson, representative for Jim Lamon, is requesting a plat amendment to Lot 31 of Wolf Creek Ranch Plat 2-B to reduce the west setback from 125' to 30'. The parcel (parcel #00-0017-6409) is 160 acres in size and is located at 1975 North Westward HO Road in Sections 19 and 30, Township 3 South, Range 6 East in the P-160 (Preservation 160 Acre) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 18, 2017.
4. Alan Sibson, representative for Jamie Jardine (1733, 1735) and Brent Westergard (1734), is requesting a plat amendment to Timber Lakes Plat 16 'A' to combine lots 1733, 1734 and 1735 into two lots. The amended lots will be 0.791 acres and 0.836 acres in size. The lots being amended are located at 9904 E. (1733), 9888 E. (1734) and 9870 E. (1735) Deer Creek Drive in Section 15, Township 4 South, Range 6 East in the M (Mountain) zone.
5. Summit Engineering, representative for Allan and Diana Karras, is requesting an amendment to Timber Lakes Plat 19, to combine lots 1909 and 1910 into one 0.836 acre lot. The lots are located at 3819 S. (1909) and 3829 S. (1910) Badger Court in Section 23, Township 4 South, Range 6 East in the M (Mountain) zone.
6. Ryan Bybee is requesting a plat amendment to Timber Lakes Plat 4, to combine lots 478, 479 and 480 into one 3.21 acre lot. The proposal is located at 11104 E Cottonwood Ln. (478), 11130 E Cottonwood Ln. (479) and 11156 E Cottonwood Ln. (480) in Section 14, Township 4 South, Range 6 East in the M (Mountain) zone.
7. Tig Brown, representative for Beaufontaine Partners LLC., is requesting an amendment to Beaufontaine PUD Phase 3 plat to amend plat note #3 which addresses groundwater. This phase contains 22 building pads (parcels 00-0021-1591 through 00-0021-1612), common area and limited common area on 22.91 acres. The phase is located in Section 4, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1 Acre) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 18, 2017.
8. Jeff Graham, representative for VR Acquisitions LLC, is requesting final plat and site plan approval of the Juniper Draw Cabin plat at Victory Ranch, which contains 3 lots on 1.865 acres. This plat was part of an amended preliminary plan for phases 1B, 1C, and 1D that was approved May 1, 2013. This plat is located on the south side of Victory Ranch Drive, adjacent to Victory Club Drive, in Sections 31, Township 2 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).
9. Mike McCarthy, representative for LRSR LLC, is requesting a one year extension to a plat amendment approval for the Deer Pointe Lot 3 Townhome Condominium Plat that was approved October 19, 2016 by the County Council. The plat amendment added four townhome units (two buildings) to the existing plat, across the road from the 8 existing units in the Deer Pointe development. The applicant received Final approval for the proposed units in February 2005 and they are noted on the current plat as future plan. The units are located at approximately 2350 West Harmony Drive in Section 14, Township 2 South, Range 4 East in the JBOZ (Jordanelle Basin Overlay Zone).
10. Travis Grob, representative for Josh Coates, is requesting a conditional use permit for a detached garage with a footprint that exceeds 1,500 square feet. The proposed garage has a footprint of 1,728 square feet and would be located on Lot 2120 (1.53 acres) of the Timber Lakes Subdivision. The property is located at 4749 South Falcon Circle in Section 24, Township 4 South, Range 6 East in the M (Mountain) Zone. If no objections are received this item will be handled administratively.
11. Paul Feser, representative for Joseph Sorenson and DD Buffalo LLC, is requesting a conditional use permit for a detached garage with a footprint that exceeds 1,500 square feet. The proposed garage has a footprint of 1,584 square feet and would be located on 44.50 acres (parcel # 00-0008-3795). The property is located at 5051 East Bench Creek Road in Section 18, Township 3 South, Range 7 East in the RA-5 (Residential Agricultural 5 Acre) zone. If no objections are received this item will be handled administratively.
12. Terry Wieser, representative for Timber Lakes Property Owners Association, is requesting conditional use approval of a new gate house which will replace the existing one and will be moved north of the existing location. The new location will also allow for a second car lane into the development, allowing for quicker access for property owners with passes. The proposed gate house will be located on Lake Pines Drive approximately 500' north of the existing gate house in Section 5, Township 4 South, Range 6 East in the M (Mountain) zone.
13. Megan Probst is requesting a rezone of 20.50 acres from A-20 (Agricultural 20-acre lots) to RA-5 (Residential Agricultural 5-acre lots). The proposal is located at approximately 1555 West 650 South in Section 1, Township 4 South, Range 4 East in the South Fields area. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 18, 2017.
