WELCOME AND REVIEW OF STANDARDS OF CONDUCT A. OPENING CEREMONY: 1. Council Member Charlie Luke will conduct the formal meetings in August. 2. The Salt Lake City Fire Department will conduct the Flag Ceremony and the Pledge of Allegiance. 3. Welcome and Review of Standards of Conduct. 4. The Council will approve the work session and formal meeting minutes of Tuesday, August 8, 2017. 5. The Salt Lake City Fire Department (SLCFD) will formally recognize multiple community members. 1. For their efforts, John Fadel and Alexa Fine will each be awarded the Citizen Medal of Commendation by Fire Chief Lieb on behalf of the SLCFD. 2. For their efforts, Paul Candelaria, Tony Herrera, and Gary Ericson will each be awarded the Citizen Medal of Commendation by Fire Chief Lieb on behalf of the SLCFD. 3. For their efforts, Nelio Taylor and Clint Leek will each be awarded the Citizen Medal of Heroism by Fire Chief Lieb on behalf of the SLCFD. B. PUBLIC HEARINGS: Continued public hearing note: Council policy allows individuals to speak once per public hearing topic. Individuals who did not speak to the issue at previous hearings may address the Council at the podium. 1. Ordinance: Small Scale Food Production Text Amendment The Council will accept public comment and consider adopting an ordinance amending various sections of Title 21A of the Salt Lake City Code pertaining to small scale food production. The current ordinance does not differentiate between large commercial food processors (i.e. cereal manufacturing or national brands) versus smaller home grown companies. The proposal would create two new land uses: commercial food preparation and artisan food production, which would be allowed in the same zoning districts as restaurant uses and retail uses, among other changes. Ordinance: Northwest Quadrant Agricultural (AG) Zoning Text Amendment The Council will accept public comment and consider adopting an ordinance amending various sections of Title 21A of the Salt Lake City Code pertaining to the AG zoning district. The proposal would remove residential uses in the zone, permit the 'Duck Hunting Club' use that is currently an existing use in the area, ensure uses associated with agriculture are identified as permitted uses, such as a caretaker home and accessory retail sales associated with agricultural uses, and require consultation with the Utah State Division of Wildlife Resources for solar panel installation prior to a building permit being issued in order to mitigate impacts on wildlife. The proposed changes are consistent with the Northwest Quadrant Master Plan, which the Council adopted in 2016. C. POTENTIAL ACTION ITEMS: 1. Ordinance: Building Benchmarking and Market Transparency The Council will consider adopting an ordinance regarding commercial building energy benchmarking and market transparency. The proposal would enact a new chapter of Salt Lake City Code: Chapter 18-Building Benchmarking and Transparency, which would require owners of large buildings (City buildings larger than 22,000 square feet and commercial buildings larger than 25,000 square feet, with some exemptions) to annually benchmark energy data, share Energy Star Scores and data with the City, and encourages implementation of improvements to the building's energy systems. The updated proposal requires an evaluation of buildings with Energy Star Scores that are below average but no longer requires the building owners to implement the energy tune-up recommendations. It also provides for exceptions for tax-exempt properties like places of worship, and other buildings and adds an appeals process, among other changes. Ordinance: Fine Tuning of Zoning Code Amendments The Council will consider adopting an ordinance amending various sections of Title 21A (Zoning) of the Salt Lake City Code to provide additional clarity and efficiency in land use regulation. The amendments are designed to make the code easier to use; reduce the need for interpretations; address conflicts in the ordinance; and remove barriers to development. The proposed changes do not create new regulations. Petitioner-Former Mayor Ralph Becker, Petition No. PLNPCM2015-00354. Ordinance: Street Closure at 740 North 800 West The Council will consider adopting an ordinance closing a portion of 800 West Street between approximately 740 North and the terminating cul-de-sac. The section of street is not needed or used for property access, circulation or parking. The proposal would allow for the development of a community center that would serve immigrants and refugees. If adopted, the status of the property would be changed from a public street to a City-owned parcel and the City would lease it to the Good Samaritan Foundation, a non-profit that provides employment counseling, English language courses, citizenship classes, after-school tutoring, and walk-in support on issues ranging from health care to navigating the public transit system. Resolution: 800 North 800 West Informal Public Benefits Analysis The Council will consider adopting a resolution about a Public Benefits Analysis related to leasing an undeveloped City-owned parcel at approximately 800 North 800 West and adjacent City-owned cul-de-sac to the Good Samaritan Foundation. The proposed use of the property is to allow for the development of a community center that would serve the needs of Salt Lake City's refugee and immigrant community. NEW BUSINESS: The City Council will consider a motion to recess as the City Council and convene with the Mayor as the Board of Canvassers. 1. Resolution: Canvass of the Salt Lake City Primary Election 2017 The Board of Canvassers will consider adopting a resolution canvassing, accepting, and approving the results of the municipal primary election held in Salt Lake City, Utah on August 15, 2017. The Board of Canvassers will consider a motion to adjourn as the Board of Canvassers and reconvene as the City Council. F. UNFINISHED BUSINESS: NONE. G. CONSENT: 1. Ordinance: Lincoln Elementary School South Alley Vacation The Council will set the date of Tuesday, September 19, 2017 at 7:00 p.m. to accept public comment and consider adopting an ordinance that would vacate a City-owned alley situated adjacent to properties located between approximately 200 East and 269 East, south of Lincoln elementary School and behind the homes that front onto the north side of Hampton. The alley is currently impassable and has not been used for some time. If the proposal is adopted, the alley would be vacated and the land would be incorporated into the neighboring residential properties along the alley. Ordinance: Transit Master Plan The Council will set the dates of Tuesday, September 19, 2017 and Tuesday, October 3, 2017 at 7:00 p.m. to accept public comment and consider an ordinance adopting the Transit Master Plan, which evaluates the City's travel patterns and transit needs and makes recommendations about transit service, infrastructure, supportive investments and policies for the next 20 years. The plan also includes recommendations, implementation strategies, potential funding sources and a governance model.
