MONA CITY COUNCIL MEETING JUNE 27, 2017 MEETING CALLED TO ORDER BY MAYOR GREG NEWTON AT 7:30 P.M. COUNCIL: Greg Newton - Mayor - Molli Graham - Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: Sara Samuelson, Aaron Gibson of the Rocky Mountain Power Foundation ALSO PRESENT: Michelle Dalton Treasurer/Administrative Secretary, Everd Squire, Director of Finance. Lyla R Spencer City Recorder OPENING PRAYER: Molli Graham APPROVAL OF JUNE 13, 2017 MINUTES: Councilmember Molli Graham moved to make a motion to accept the minutes of June 13, 2017 as corrected; a second was made by Councilmember Jonathan Jones. All in favor, the minutes of June 13 were approved as corrected (1st Motion) DELEGATIONS: Not on the agenda was Aaron Gibson representing the Rocky Mountain Power Foundation. Aaron presented a check for $5,001 and congratulated Mona City for being selected for a Rocky Mountain Power foundation grant. This grant will support the construction of a new 5,600 square feet outdoor basketball court with 6 adjustable basketball goals and court lighting around the perimeter. Gibson told the council The Rocky Mountain Power Foundation is committed to strengthening the vitality of communities through grants like this, and we appreciate your commitment to recognize the foundation's support in the community, as detailed in your application. Gibson also asked the council to provide a brief report on their program's results, including a description of publicity and recognition of the grant, such as news releases, media coverage, name/logo on brochures/newsletters, website, social media, plaque, ect. MONA CITY COUNCIL MEETING JUNE 27, 2017 Mayor Newton advised the council the 2017 budget needs to be amended again, the floor was then given to Director of Finance Everd Squire to explain the amended changes on the revised budget for 2017. Everd had some concerns in regard to the monthly bills. He talked with the city auditor Greg Ogden in regard to this. Everd would like to make changes so it will be in line with the purchasing policy, and pointed out the Disbursement Listing Checking sheet he hands out each council meeting, bills over $2,000 should be approved by the council, Everd would like it turned around where each individual is responsible for the cost of their projects. Items costing more than $2,000, try and get an appraisal on it, an estimate as to what it is going to cost bring that cost to the council for approval before the project is completed, instead of approving the checks and amount after they are completed. He also pointed out it is not his responsibility to explain the bill amount, it is the person who is responsible in the first place, and he would like to have each individual department be responsible to explain the cost of the project. There was a discussion on the repair of city roads; Everd was wondering if a band-aid could be used at time instead of the costly repair projects. Everd then went over the figures and changes on the 2017 budget. Mayor Newton asked for a motion to amend the 2017 budget with the suggested changes. Councilmember Jonathan Jones moved to make a motion to amend the 2017 budget with the suggested changes. A second was made by councilmember Jeffrey Hearty. Motion was approved. (2nd Motion) PLANNING AND ZONING: LANGUAGE CLARIFICATION FOR MONA CITY JUSTICE COURT SYSTEM AND ADOPTION OF RESOLUTION #06-27-2017: Rescind former resolution 06-13-2017 which was incorrect language for the Justice Court System and adopt the correct Resolution # 6-27-2017 with the correct language clarification. Councilmember Katrina Long moved to make a motion to rescind Resolution #6-13-2017 with minor language correction and adopt Resolution #6-27-2017 with the correct language as discussed. A second was made my Councilmember Jeffrey Hearty. Motion passed. (3rd Motion) SECRETARY REPORT: One new business license was presented to the council from Dog Gone Good-Lookin located at 27 South 650 East RECORDERS REPORT An application for CMC Designation was presented to the council showing credits and hours earned for her CMC (Certified Municipal Clerk) and an application for MONA CITY COUNCIL MEETING JUNE 27, 2017 Membership to the IIMC (International Institute of Municipal Clerks) for a total approval from the council in the amount of $275.00 for application and membership fees. DIRECTOR OF FINANCE: Director of Finance Everd Squire presented the council members with the Bank Register for Checking-dated 6/14/2017 to 6/27/2017. Everd went over the figures with the council and asked if there were questions in reference to this report. He noted checks over $2,000 must have an underline and initial by all the council members, there were six 6) checks over the amount of $2,000. Councilmember's agreed with the report. A copy of the report is attached and will become a permanent part of the minutes for public viewing. COUNCIL BUSINESS: The council approved one new business license for DOG GONE GOOD LOOKIN at 27 South 650 East. Councilmember Katrina Long moved to make a motion to approve the business license for DOG GONE GOOD LOOKIN, with a second by councilmember Jonathan Jones. The vote was unanimous. (4th Motion) Mayor Newton asked that Title 4 of the city's code be tabled until the next city council meeting due to pending action being taken on that Title. Newton also requested Title 5 be tabled until the next council meeting. Councilmember Jonathan Jones handed out Title 5 PUBLIC SAFETY of the Mona City Code for the council to review and make comments at their next city council meeting, Councilmember Molli Graham: Cemetery roads are completed, people will need to stay off the fresh pavement for awhile. Two cemetery sections will have new grass. She is wondering where the old welcome to Mona sign will be placed. The council took a few moments to decide the location. Councilmember Jeffrey Smith: Jared did a good job on the roads. Discussed rock issue by Cody Adams where Adams put a rock on the corner to keep traffic from cutting the corner and throwing rocks into his yard, He is thinking if the radius of the corner could come in a bit, that may keep people from throwing the rocks onto his yard. Adams was wondering if Jared Winn could put asphalt there to make the grade a little more on the easement to keep people off the corner. Councilmember Jonathan Jones: Air Med wants to do another fly over during the celebration this year. They will need to be directed as they land. Young Living will not be providing wagons this year because of a conflict with The Days of 47 Rodeo parade in SLC. The city will need to find other sources. He received a call from the Nephi Rodeo Parade committee asking if Mona City would like to place an entry in their parade on Saturday the 15th, the council suggested the Mona City fire truck for that entry and maybe having the royalty ride on the truck. MONA CITY COUNCIL MEETING JUNE 27, 2017 (FYI) Money is on its way from Houwlings for water they leased from the city. Councilmember Jeffrey Hearty: has made a request to the county commission to get on the Six County agenda in September for the city's general plan. Dustin Kay would like to trade a quarter share of Mona irrigation water for the three acres down below the sewer plant, Hearty told him he would bring it up in council. Councilmember Jones suggested leasing rather than trade, he would hate to give that ground up if it is needed sometime in the future, and added, a lease might be a better option for the city in the long run. It was suggested Kay get on the agenda if he needs more information from Mona City Council. Councilmember Hearty will let him know. Councilmember Katrina Long: (1:15:48) on July 11 the softball field will have new dirt, the painting on the pavilion eaves will start next week sometime July 6,7,or 8th. She gave a breakdown on the cost the Eagle Scout project for Josiah Barnes will be to paint the eaves on the pavilion. The estimated cost for the city will be approximately $750.00 Councilmember Jones suggested Josiah get donations to help with his Eagle Project, the city may purchase the rest if necessary. The council agreed with that suggestion. She has had numerous positive comments on the park. Mayor Newton ended the council session by letting the council know his concerns in regard to the landscaping on the new center, he asked for help on getting it completed before the celebration. Councilmember's Long and Graham offered to do the work, and councilmember Jones said he is available if they need help. Mayor Newton suggested they call around and get ideas on what to do, he said he has no idea on the cost to landscape the area. Mayor Newton said he would like to have the open house before the celebration if possible. Mayor then moved into discussion on the codifying company for the city. After some discussion, a decision was made to use MCO (Municipal Code Online) as our codifier and use Rural Community Consultants as needed for guidance and council. Councilmember Jonathan Jones moved to make a motion as stated above, with a second by Councilmember Katrina Long. Motion passed. (5th Motion) FYI: There were six (6) motions voted upon and passed, a motion to approve the June 13th, 2017 minutes, a motion to amend and approve the 2017 budget a motion to adopt Resolution #06¬-27-2017 a motion to approve a business license for DOG GONE GOODLOOKIN a motion to approve a codifier for the city, and a motion to adjourn this meeting of June 27, 2017 There were no other motions voted upon and passed. MONA CITY COUNCIL MEETING JUNE 27, 2017 PAY FINANCES AND ADJOURNMENT: Councilmember Jeffrey Hearty moved to make a motion to pay the finances and adjourn; a second was made by Councilmember Jeffrey Smith. The vote was unanimous. (6th Motion) The city council meeting then adjourned at 9:19 p.m. with no further comments. EXECUTIVE SESSION, IF NECESSARY: An Executive Session was called by Mayor Greg Newton and conducted by the mayor. The purpose for the meeting was to hold a strategy session to discuss pending or reasonable imminent litigation. Those present were: Mayor Greg Newton, City Recorder Lyla R. Spencer, Secretary/Treasurer Michelle Dalton, Councilmembers Molli Graham, Jeffrey Smith, Jonathan Jones, Jeffrey Hearty and Katrina Long. The meeting began at 9:20 and adjourned at 9:40 with Councilmember Jeffrey Hearty making a motion to adjourn the session a second was made by Councilmember Jeffrey Smith.
