Meeting was called to order at 7:00 PM and the Pledge of Allegiance was recited. Chair Syme presiding.
2. Discussion/action on minutes.
Motion by Vice-chair Meyerhoffer, seconded by Mr. Schofield, to approve the minutes with one correction. All in favor.
3. Public hearing on Stanger Subdivision in various phases totaling 32 lot at 1200 West and 700 South.
Prior to opening the Public Hearing, Chair Syme stated the expected rules of conduct during a Public Hearing.
Motion by Vice-chair Meyerhoffer that we close the Public Meeting and open a Public Hearing. Seconded by Chair Syme. All in favor.
Chair Syme reminded those present of the process to be followed when taking comments from the public during a Public Hearing.
Mr. Morris presented the Staff Report on this subdivision. There are three phases proposed for this subdivision. This Public Hearing will relate to all Phases. Approval is requested for Phase 1 tonight. Phase 1 consists of 4 lots on the north side of 700 South. Phase 2 will be an additional 8 lots, followed by Phase 3 with 18 lots for a total of 32 lots in all 3 Phases. This will be a 'rural residential subdivision' where clustering of homes on smaller lots is allowed in order to maintain a larger open space area in perpetuity.
Shane Taggart, City Engineer from Jones & Associates, explained the subdivision plat and some proposed changed. It was mentioned that the lateral irrigation ditch along 1200 W is not to be filled in or piped, but is to remain open. He said the City Engineers recommend approval of all the proposed changes.
Chair Syme asked for comments from the public.
Dale Thompsen said he understood that there were going to be two traffic signals, but staff clarified they will be street lights. He also asked for clarification about the secondary water, curb, gutter and sidewalk on the north side of 700 South.
Jerry Stanger was concerned about the size of the sewer pipe, because he doesn't think that a 3-inch line can support 32 homes. He feels it will not have enough capacity to operate with a grinder, which each home will have.
Lance George asked for an explanation of the minimum one acre lot size. He asked what the city is getting in return for the reduced lot sizes. He stated he is opposed to any development. He also asked if Bona Vista is able to provide enough culinary water for this subdivision.
Jason Sjostrom asked how the Open Space will be utilized.
Curb, gutter and sidewalk will exist only on the north side of 700 S.
A 14' area is reserved along 1200 W for future widening of that road.
There will be some exceptions to the 1 acre lot sizes. The frontage lots along 700 S will all be 1/2 acre. Everything behind those 4 lots will be 1 acre. Rural residential areas allow the lots to be smaller than 1 acre. The remaining 1/2 acre is placed into Open Space for the future.
The Open Space in Spencer Subdivision is currently being leased and farmed. The money received from the lease is then placed into a special service district. Leon Stanger, owner of the Stanger Subdivision property said this will not be an issue in Phase I, but it will be eventually.
Motion by Vice-Chair that we leave the Public Hearing and return to a Public Meeting. All in favor.
4. Discussion/action on public hearing.
We now have a Dark Sky Ordnance, which is the new City standard for street lights.
The sewer depth is 5 feet.
Secondary water for the City is generally provided through flood irrigation.
Bona Vista has to approve all water connections. They will not approve new culinary water connections unless secondary water is provided. The secondary water pond in the Quail Meadows Subdivision is the system which will be used to provide water on 700 S to feed the 4 lots. An additional stub will be provided in the future for the rest of the homes in the subdivision. The City Engineer will calculate future water availability for the rest of the subdivision.
The time line for Phase II is at least one year.
Once designated as such, Open Space will always remain as open space.
Mr. George stated that is opposed to development, but the city tries to balance that out with property rights.
Chair Syme thanked the audience for their comments.
Motion made by Chair Syme that we give preliminary approval to the 4 lots Phase I of the Stanger Subdivision subject to:
- Compliance with affected entity and agency requirements.
- Compliance with requirements of City Engineer.
- Development must conform to Municipal Code requirements.
Motion seconded by Mr. Schofield. All in favor, none opposed.
- Commission and staff follow-up.
Mr. Morris introduced Elijah Brandley who will be helping with Zoning and Code Enforcement, and Dana Spencer as the new City Recorder, replacing Becky Kendell who recently retired.
Jerry Stanger commented that he feels the Heritage Park should remain as is without restrooms because the people who use it keep it very clean.
Kevin Holmes commented that the city needs to finish the 17th street park. Mr. Morris responded that there are many things the City needs to do, given time and money.
6. Adjourn.
Meeting adjourned at 8:10 pm.
