NOTICE AND AGENDA OF A MEETING OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF IRON STATE OF UTAH ************************** PUBLIC NOTICE IS HEREBY GIVEN that the Board of Commissioners of the County of Iron, State of Utah, will hold a Public Meeting Parowan City Council Chambers at the Parowan City Offices, 35 East 100 North, Parowan Utah (temporary location) on Monday, the 26th Day of June, 2017 at the hour of 9:00 o'clock a.m. AGENDA 9:00 A.M. OPENING, PLEDGE OF ALLEGIANCE, REPORTS, APPROVE MINUTES, APPROVE WARRANTS, REVIEW BOARD APPOINTMENTS, DEPARTMENTAL REPORTS, (Building/Zoning/Planning, Engineer, Road, Landfill), ETC. 10:00 A.M. PUBLIC APPOINTMENTS 1. ORDINANCE 2017-3 PROVIDING FOR AMENDMENTS TO THE GENERAL PLAN OF IRON COUNTY, UTAH (the 'General Plan'); INCORPORATING THE IRON COUNTY RESOURCE MANAGEMENT PLAN INTO THE GENERAL PLAN; ESTABLISHING POLICY; AND PROVIDING FOR AN EFFECTIVE DATE. 2. RESOLUTION 2017-10, WILDFIRE EMERGENCY DECLARATION FOR THE TOWN OF BRIAN HEAD AND SURROUNDING UNINCORPORATED AREAS. 3. RESOLUTION 2017-11, PROVIDING FOR THE ISSUANCE BY IRON COUNTY, UTAH OF ITS FACILITIIES REVENUE BONDS (THE DIXIE AND ANNE LEAVITT FOUNDATION) IN AN AGGREGATE PRINCIPAL AMOUNT OF $14,070,000, WHICH WILL BE PAYABLE SOLELY FROM THE REVENUES PLEDGED THEREFOR UNDER AN INDENTURE OF TRUST. 4. PUBLIC COMMENTS Three (3) Minute Time Limit per Speaker for Public Comment Participants. Should Not Repeat Others Comments. Only for Items Not on the Agenda. No Items Related to Commission's Role as an Appeal Board. Comments Should Be Directed to the Commission. No Attacks on Other Peoples Character. 5. REQUESTING APPROVAL FOR A TEMPORARY BEER LICENSE FOR A MOUNTAIN BIKE RACE & FESTIVAL TO BE HELD AT THREE PEAKS RECREATIONAL AREA ON SEPTEMBER 22 THROUGH SEPTEMBER 24, 2017. Requested by Margaret Gibson. Representing Revival at Three Peaks MT Bike Race/Red Rock Bicycle CO. 6. APPROVAL OF THE CONTINUED LINKAGE AGREEMENT BETWEEN THE IRON COUNTY CHILDREN'S JUSTICE CENTER AND SOUTHWEST BEHAVIORAL HEALTH CENTER. 7. APPROVAL OF CONTINUED STATE OF UTAH CONTRACT FOR BAILIFF & PERIMETER SECURITY FOR THE FIFTH DISTRICT AND JUVENILE COURTS, 40 N 100 EAST, CEDAR CITY. 8. RESOLUTION 2017-12, ADOPTION OF CERTIFIED TAX RATES & BUDGETS FOR TAX YEAR 2017. CONVENE AS THE IRON COUNTY UNINCORPORATED AREA SERVICE DISTRICT #2 9. UASD #2 RESOLUTION 2017-2 TO ADOPT CERTIFIED TAX RATES AND BUDGETS FOR TAX YEAR 2017. RECONVENE AS THE IRON COUNTY COMMISSION 10. DISCUSSION REGARDING TITLE 15 OF THE IRON COUNTY CODE OF ORDINANCES, BUILDING AND CONSTRUCTION, SPECIFICALLY SECTION 15.06.030. Requested by Lance Haynie. Representing Lance Haynie, Axis Investment Properties LLC, Southern Utah Firefighter Investments LLC, Lance Haynie LLC, Haynie Research & Development LLC, Ryan D'Ambrosio of St. George, Brandt Madesen of St. George, Christopher Barela of Santa Clara, Kurt Deissenberger of La Verkin, and Tony Thayer of Hurricane. 11. APPROVAL TO SELL SURPLUS LOTS AND APPROVE MINIMUM BID AMOUNTS FOR PROPERTIES WHICH WERE RETURNED TO THE COUNTY FROM THE MAY 2017 TAX SALE. 12. DISCUSSION AND POSSIBLE APPROVAL TO APPROVE APN: E-685-2-1, LOT 1, BLOCK 2, FAR WEST SUBDIVISION FOR INCLUSION ON THE SURPLUS PROPERTY LIST, AS WELL AS A MINIMUM BID AMOUNT. 13. RESOLUTION 2017-13, SUPPORTING BLM FIRE RESTRICTIONS AND LIMITING FIREWORKS TO DESIGNATED AREAS. 14. LETTER SUPPORTING A CONSERVATION EASEMENT FOR PROPERTY OWNED BY CLARK AND RUTHANN WEBSTER NEAR KANARRAVILLE TOWN, LOCATED IN SECTION 6, TOWNSHIP 38 SOUTH, RANGE 11 WEST, SALT LAKE BASE AND MERIDIAN. 15. PERSONNEL A. Corrections 1) Approval of New Hire Robert Hunt as Full Time Medical Technician/Deputy, effective 6/19/2017. Backfill of vacant position. 2) Approval of Status Change, Joanna Cuthers as Corrections Lieutenant, effective 6/18/2017. Backfill of vacant position. B. Sheriff 1) Approval of New Hire Gary Orton as Part Time Evidence Technician, effective (TBD). Backfill of vacant position. C. Children's Justice Center 1) Approval of Status Change for Stephanie Rainey, from Part-Time to full Time Office Coordinator, effective July 2, 2017.
