Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Treasurer Carla Farnsworth, City Attorney Barry Huntington, Council Members Kim Soper, Rick Miller, Trudi Owens, Lloyd Brinkerhoff and Alan Johnson.
Others present were Indiana Houston, Casey Charles, Sidney Mecham, Ross Cape, Randy and Becky Yard.
The meeting was called to order at 6:30 pm.
OPENING CEREMONY
Council member Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Lloyd Brinkerhoff moved, seconded by Rick Miller to adopt the agenda. The motion passed with all in favor.
APPROVAL OF MINUTES
Trudi Owens moved, seconded by Alan Johnson to approve the minutes as corrected. The motion passed with all in favor.
VIVINT TOWER
Vivint has purchased the tower by the city water tanks located on City property. Vivint would like to set up an agreement with the City.
Kim Soper moved, seconded by Lloyd Brinkerhoff to approve a 5 year lease at $1200 a year for the tower located on city property. The motion passed with all in favor.
MAINSTREET
The Main Street Committee Director Sydney Mecham asked if the City would like to sponsor any flower pots this year.
Alan Johnson moved, seconded by Trudi Owens to sponsor 3 flower pots for the Main Street Committee. The motion passed with all in favor.
BASEBALL COMMITTEE
The Baseball Committee would like the chain link taken off the batting cages. Council Member Lloyd Brinkerhoff said he will schedule the inmates to take the chain link down. Council Member Alan Johnson voiced concern for the safety of younger kids playing by the nets.
GARFIELD MEMORIAL HOSPITAL FOUNDATION FUNDRAISER
Trudi Owens moved, seconded by Kim Soper to donate $500 to the Garfield Memorial Hospital Foundation Fundraiser. The Motion passed with all in favor.
PUBLIC HEARING 2017-2018 APPROVED BUDGET
Rick Miller moved, seconded by Alan Johnson to enter a public hearing for the 2017-2018 approved budget. The motion passed with all in favor.
Those in attendance were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Treasurer Carla Farnsworth, City Attorney Barry Huntington, Council Members Kim Soper, Rick Miller, Trudi Owens, Lloyd Brinkerhoff and Alan Johnson. Others present were Indiana Houston, Casey Charles, Randy Yard and Becky Yard.
Council Member Kim Soper asked if the debt reduction plan is still on track. City Treasurer Carla Farnsworth replied that it is. The council discussed the budget and commended Carla and Lori on a job well done.
Alan Johnson moved, seconded by Kim Soper to exit the public hearing. The motion passed with all in favor.
ADOPT THE 2017-2018 APPROVED BUDGET
Kim Soper moved, seconded by Rick Miller to adopt the approved 2017-2018 budget. The motion passed with all in favor.
ORIDINANCE 2017-6 VAPE SHOP
Lloyd Brinkerhoff moved, seconded by Alan Johnson to hold a public hearing for Ordinance 2017-6. The motion passed with all in favor.
BECKY DALTON
There was discussion on a petition for Becky Dalton, Carl Henrie, Burdell Henrie and Delin Roundy to annex their properties into the city.
Rick Miller moved, seconded by Trudi Owens to table Becky Dalton's request. The motion passed with all in favor.
ZONING ANNEXATION
The Planning and Zoning committee recommendations are as follows:
State Road Shed- Industrial
Property between the south subdivisions- Agricultural
Kaibab Piece- Industrial
Water Tanks-Industrial
Subdivision- Residential
Sewer- Industrial
Farms- remain agriculture
Lloyd Brinkerhoff moved, seconded by Rick Miller to move forward with zoning from the last annexation into a public hearing. The motion passed with all in favor.
VACATION RENTAL GUIDELINES
Ordinance 2016-6 needs to be amended with the new guidelines for vacation rentals.
Alan Johnson moved, seconded by Trudi Owens to hold a public hearing to amend Ordinance 2016-6. The motion passed with all in favor.
BUSINESS LICENSE- AMERICAN ATV RENTALS/DAVID WALKER
Rick Miller moved, seconded by Alan Johnson to approve the business license for American ATV Rentals. The motion passed with all in favor.
BUSINESS LICENSE- PANGUITCH GEM THEATER/BRIAN BRILL
Trudi Owens moved, seconded by Alan Johnson to approve the business license for the Panguitch GEM Theater. The motion passed with all in favor.
VACATION RENTAL- HEATHER RYAN AT 159 E BLUE MEADOW LANE, LAURIE BARNSON'S VACATION RENTAL AT 69 W CENTER & BREEZY'S PLACE AT 257 E 500 N
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve the business licenses for Heather Ryan's Vacation Rental, Laurie Barnson's Vacation Rental and Breezy's Place Vacation Rental. The motion passed with all in favor.
PENDING BUSINESS
There were no changes to the pending business list at this time.
DEPARTMENT REPORTS
Senior Pro Rodeo-The Senior Pro Rodeo went good.
Prevention Coalition-In the last legislative session medical use marijuana almost passed. History has shown once medical use passes it become fully legalized. Cities can pass ordinances to make marijuana illegal in the city limits.
ATV training-There will be an ATV training class May 30.
ATV signs-Stop signs and Speed limit signs have been ordered for ATV routes within city limits.
Preliminary Trial-A preliminary murder trial will begin next week.
Delong and Indian Hollow-Council member Kim Soper walked the proposed fence line that would enclose all 5 springs.
Dozer-A justification letter needs to be issued explaining why the City needs the Dozer that was received last year.
Wildland Fire-It is time to put together the in-kind hours to show the Wildland Fire Protection paid.
Secondary Water-The secondary water schedule begins Monday June 5.
DUP Museum- The DUP Museum does not have the funds to pay for insurance. City Manager Lori Talbot will be going to Highway 89 to ask for some money to help.
Triple C Arena-Lance Miller traded labor and time to build a new road at the Triple C. He also put in a water drain at the City Park.
EXECUTIVE SESSION
The executive session was not needed at this time.
CURRENT BILLS
The council reviewed the current bills to be paid.
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve the bills. The motion passed with all in favor.
ADJOURNMENT
Kim Soper moved, seconded by Trudi Owens to adjourn at 7:30 pm. The motion passed with all in favor.
