MONA CITY COUNCIL MEETING APRIL 25, 2017 MEETING CALLED TO ORDER BY MAYOR GREG NEWTON AT 7:30 PRESENT: Greg Newton - Mayor Molli Graham - Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: Kimball Clark, Sara Samuelson ALSO PRESENT: Michelle Dalton Treasurer/Administrative Secretary, Everd Squire, Director of Finance. Lyla R Spencer City Recorder OPENING PRAYER: Jeffrey Hearty APPROVAL OF APRIL 11, 2017 MINUTES: Councilmember Jonathan Jones moved to make a motion to accept the minutes of April 11, 2017 as corrected; a second was made by Councilmember Jeffrey Hearty. The vote was unanimous. (1st Motion) DELEGATIONS: Kimball Clark a representative and president of Municipal Code Online came before the council to explain their business and codification plan and possible encourage Mona City to use them as a codification company. He told the city there are three possibilities the city can use: The first is a plan for a city/town that has never been codified, or is partially codified, the second is a city/town that is already codified who post PDF's online, and third a city or town who is already using another codifier. Clark told the council Mona City will probably fit into the third plan because of the work that has already been done. Councilmember Jeffrey Hearty asked Clark to put together a proposal for the city to get an idea of what the charges will be. PLANNING AND ZONING: MONA CITY COUNCIL MEETING APRIL 25, 2017 COUNCIL BUSINESS: The council approved one business license renewal for Richard Schnurr Juab Inspections. Councilmember Jeffrey Hearty moved to make a motion to approve the business license for Juab Inspections, with a second by councilmember Jeffery Smith. The vote was unanimous. (2nd Motion) An application for a fence permit for Kerry Slaymaker was discussed. Councilmember Jonathan Jones handed out Chapter 2 ALCHOLIC BEVERAGES of the Mona City Code for the council to review. Councilmember Molli Graham: is waiting for pay on the cemetery care keeper. Troy will be turning the water on. Councilmember Graham has concerns in regard to the sprinkling system when she orders her flowers for the risers. Gentle reminder, May 1st through May 15th is Mona City Spring Clean-Up. Councilmember Jeffrey Smith: He and Jared checked all the manholes covers in the city, and found there are 20 that need repaired. They are fixing the asphalt that is sinking. In regard to the sinkholes, he will discuss the issue with Jared. Aaron of Rocky Mountain Power fixed the light poles that were out. He plans to see if additional lights are out in the city, and note the address. Councilmember Jonathan Jones: He and Councilmember Jeffrey Hearty attended the final Economic Development meeting where Councilmember Hearty gave a presentation. There was a lot of good ideas presented, now a committee will be formed, it is exciting with the opportunities they can pursue he told the council. Councilmember Jeffrey Hearty: things are moving right along with the Economic Development planning committee, they attended the last formal meeting now they will form committees. He also thinks they have some good ideas coming in, some exciting things for our community all in our county, which will hopefully provide additional tax revenue. The committee is reviewing different types of business for the county. He added they are moving forward, right now it is a type of preliminary review; they talked about grocery wholesale and different types of manufacturing companies, and some data type industries. They will summarize all the information and get updates to the committee. They will have a data base information on companies that want to come to Utah, Juab County will be able to access that information. Councilmember Hearty talked with Commissioner Byran Woodland, with the possibility of providing a potential crosswalk to provide safety for the community and our children , he will get with Lynn Ingram in regard to that issue, and the council can discuss it further. In regard to the Journey situation, the youth contract has expired and terminated and it doesn't appear to be a state contract, so they may be privately funded. The Mona City Second Ward Young Men would like to put a scrap metal bin by the maintenance shed for a fund raiser. The council was okay with the suggestion. MONA CITY COUNCIL MEETING APRIL 25, 2017 Councilmember Katrina Long: would like some feedback if the council wants her to get some bids for the sprinkling system, and if so, she would like to have some type of RFP that is consistent so we are not getting random bids for random items. Her questions for the council do they want her to generate the bids or should Michelle do that, she wants to get on it right away. Long is wondering what type of wording should be used in the bid information. Mayor Newton suggested she get a professional designer such as Sprinkler World, Harward Irrigation or a landscaping company to complete the design plan and then put it out to bid. Councilmember Long is wondering if the council would like to go with Shannon Ellsworth from Rural Community Consultants suggestions on the city's General Plan. Mayor Newton feels there are other avenues the city can take in regard to the General Plan. For the entire conversation, listen to the recording at 1:37 minutes. Mayor Greg Newton ended the council session by addressing an article in a Spanish Fork newspaper in regard to an Animal Processing Class which is planned in Mona City in May. He will contact the people responsible for the class and let them know they cannot pursue the class because of licensing regulations in the city. He will have Michelle generate a letter stating the class cannot be held. Mayor Newton received a call from Travelers Insurance the matters has been resolved and the check has been cut. 1:47 minutes. A letter was read to the council from Sterling Codifiers and states in part: at the end of the business day on May 24, 2017 the internet version of the code will be taken offline. Enclosed is a check representing the balance of the unused 2017 hosting fee. Letter is attached and will become a permanent part of the minutes for public viewing. Councilmember Molli Graham had a question in reference to who should be responsible for checking the cities' fire hydrants. The Water Operator or Fire Department? Conversation starts at 1:43 minutes on the recording. SECRETARY REPORT: Michelle told the council she received a call from the Nephi Mammoth Parade Committee asking if the city would like to have an float entry in the parade. The council agreed it would be a good idea. The parade is July 15. Tabatha's Way is asking the community to deposit shoes and clothing only in their collection bins, they are not equipped to take large items for donations. RECORDERS REPORT Working towards Elections MONA CITY COUNCIL MEETING APRIL 25, 2017 DIRECTOR OF FINANCE: Director of Finance Everd Squire presented the council members with the Bank Register for Checking-dated 4/12/2017 to 4/25/2017. Everd went over the figures with the council and asked if there were questions in reference to this report. He noted checks over $2,000 must have an underline and initial by all the council members, there were three (3) checks over the amount of $2,000. There were no questions on the checks. Councilmember's agreed with the report, the report is attached and will become a permanent part of the minutes for public viewing. Everd went over the proposed budget and told the council he will present the tentative budget for 2018 at the next council meeting. FYI: There were three (3) motions voted upon and passed, a motion to approve the April 11, 2017 minutes, a motion to approve a business license for Juab Inspections and a motion to adjourn this meeting of April 25, 2017. There were no other motions voted upon and passed. PAY FINANCES AND ADJOURNMENT: Councilmember Katrina Long moved to make a motion to pay the finances and adjourn and go into executive session; a second was made by Councilmember Jeffrey Hearty. The vote was unanimous. (3rd Motion) The city council meeting then adjourned at 9:22 p.m. with no further comments. Council then went into executive session. EXECUTIVE SESSION, IF NECESSARY: An Executive Session was called at 6:10 pm by Mona City Legal Council and conducted by Mayor Greg Newton. The purpose for the executive session was to hold a strategy session to discuss pending or reasonable imminent litigation. Those present were Mayor Greg Newton, City Recorder Lyla R Spencer, City Attorney Casey Wright, Attorney Jody Barnett, Councilmember's Katrina Long, Jonathan Jones, Jeffrey Hearty, Jeffrey Smith and Molli Graham. Councilmember Jeffrey Hearty moved to make a motion to adjourn the Executive Session at 6:48 p.m. a second was made by Councilmember Molli Graham. There were no further comments. A second Executive Session was called by Councilmember Jeffrey Hearty and conducted by Mayor Greg Newton at 9:25 p.m. The purpose for the session was to hold a strategy session to discuss pending or reasonable imminent litigation. Those present were: Mayor Greg Newton, City Recorder Lyla R Spencer, Councilmember's Katrina Long, Jeffrey Hearty, Jonathan Jones, Jeffrey Smith and Molli Graham.
