NOTICE is hereby given that the WASATCH COUNTY PLANNING COMMISSION will hold a Public Hearing on April 13, 2017 at 7:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items:
1. Paul Linford, representative for Western States Ventures LLC, is requesting Final Plat approval for lot 7 of a mixed-use project known as Wasatch Springs. The project is primarily located on lot 7 (9.43 acres) of the Iroquois Phase 5 Amended subdivision along with an additional parcel (1.79 acres) adjacent to lot 7, totaling 11.22 acres. The proposal consists of 58 attached town house units and 33,500 SF (gross) of commercial office space. Lot 7 and the additional parcel are located on the east side of Jordanelle Parkway at approximately 13750 North Jordanelle Parkway in Section 6, Township 2 South, Range 5 East in the JBOZ (Jordanelle Basin Overlay Zone). 2. Update and discussion by Mike Bradshaw representative for RE Investment Holdings and Momentum Development who is requesting an amendment to the master plan for a project referred to as Jordanelle Ridge. The master plan encompasses two planning areas; one in the North Village overlay zone (NVOZ) and the other in the Jordanelle Basin Overlay Zone (JBOZ). The proposal contains a total of 8,942 acres (8,288 developable) and a revised proposal for 5,778 units which is an increase of 480 units from the original approved master plan. The location of the proposed Jordanelle Ridge Master Plan is south of Jordanelle Reservoir on the south side of Highway 32 and east of highway 40 above the Utah Valley University campus in Sections 4, 5, 6, 7, 8-16, 18, 20, 21-23 and 29 of Township 3 South, Range 5 East, in the Jordanelle Basin Overlay Zone (JBOZ). *The proposal was discussed at the March 9th Planning Commission meeting and at the April 12th County Council meeting. The applicant would like to discuss comments and questions brought up by the Planning Commission and any comments from the County Council. No decision will be made.
3. Presentation and discussion regarding amendments to Title 16 of the Wasatch County Code specifically regarding sections 16.27.11(D) regarding density bonuses for developments in the RA-1 zone, North Village code density bonuses, 16.29.15 which is the density bonus chart in the Planned Performance section of the code that allows density bonuses in the Strawberry Recreation Zone (SRZ), Transitional Overlay Zone (TROZ) and Mountain zone (M) and 16.41 section 2.1.6 of the JSPA code. No motion will be made.
4. Discussion, consideration and possible motion by the Planning Commission regarding the County Resource Management Plan (CRMP). Adoption of a CRMP is required for counties to be in compliance with House Bill 323 passed in the 2015 Utah Legislative Session and House Bill 219 passed in the 2016 Utah Legislative Session. The two bills require that County general plans contain a resource management plan for public lands. The resource management plan contains recommendation on how public lands, according to the County, should be managed. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on April 19, 2017.
5. Epic Engineering, representative for Charles Knecht, is requesting a plat amendment to Timber Lakes Plat 13 Amended, to combine lots 1385 and 1386 into one 2.4 acre lot. The proposal is located at 1537 S. Westview Drive (Lot 1385) and 1511 S. Westview Drive (Lot 1386) in Section 8, Township 4 South, Range 6 East in the M (Mountain) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on April 19, 2017.
6. Alan Sibson, representative for Jamie and Terry Evans, is requesting a plat amendment to Timber Lakes Plat 9, to combine lots 956 and 957 into one 2.367 acre lot. The proposal is located at 9222 E. Acorn Way (Lot 956) and 9194 E. Acorn Way (Lot 957) in Section 9, Township 4 South, Range 6 East in the M (Mountain) zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on April 19, 2017.
7. Eric Anderson is requesting a conditional use permit for a Guest Accessory Dwelling Unit. The request would allow the applicant to construct a guest dwelling on his 13.55 acre parcel (parcel #00-0012-2023). The proposal is located at 1546 E. Hidden Creek Lane in Section 9, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.
8. Summit Engineering, representative for Terry and Mary Pitts, is requesting an amended conditional use permit to adjust the driveway for a previously approved Caretaker Accessory Dwelling Unit. The previous approval specifically required that the driveway for the caretaker dwelling tie into the existing driveway for the main dwelling. When the caretaker dwelling was constructed, the driveway was connected directly to 1400 East and not to the existing driveway as originally approved. This amendment seeks to amend the driveway requirement so that the existing driveway as built is approved. The property is located at 1440 N. 1400 E. in Section 28, Township 3 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.
9. Josh Green is requesting approval of a conditional use permit for an Accessory Residential Unit (basement mother in-law apartment) on his 1.01 acre property (lot 10) located in the Eden Valley Subdivision. The property is located at 1850 S. 3600 E. in Section 10, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.
10. Jeff Graham, representative for VR Acquisitions LLC, is requesting final plat approval for Plat R-1 at Victory Ranch, which contains 21 lots on 81.73 acres. This plat was part of an amended preliminary plan for phases 1B, 1C, and 1D that was approved May 1, 2013. This plat is located on the east side of Evening Star Drive in Sections 5 and 6, Township 3 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone).
11. Summit Engineering, representative for My Investment LLC, is requesting final plat approval for Phase 1 of a large scale subdivision known as The Lights at Lake Creek. Phase 1 will consist of 12 lots and an open space park parcel on approximately 13.301 acres. The property is located on the north side of 1200 South at approximately 4400 East in Section 2, Township 4 South, Range 5 East in the RA-1 (Residential Agricultural 1-acre) zone.
