1. CALL MEETING TO ORDER Mayor Mike Crawford called the meeting to order at 6:30pm 2. ROLL CALL PRESENT: Mayor Mike Crawford Councilmember Dale Higley Councilmember Dennis Sweat Councilmember Gordon Stewart Councilmember Manny Carrillo City Administrator Glenn Wadsworth City Treasurer Lori Palafox City Clerk/Recorder Devan Clevenger EXCUSED: Councilmember Radine Murphy Audience; Mike Young, Heather Castagno, Aurora Tangaro, Tarin Ratliff, Alejandro Sanchez, Sacorro Sanchez, Kamerin Tangaro, Deanna Stewart, Gloria Gonzales, Jackie Ratliff, Marissa R, Juan Perez, Claudia Perez, Irma Mendoza, Jaime Rojas, Mike, Pahr 3. PLEDGE OF ALLEGIANCE Pledge of Allegiance was lead by Councilmember Dale Higley 4. MAYOR'S YOUTH RECOGNITION AWARDS. Councilmember Dale Higley announced this year's recipients of the youth awards. 5. APPROVE OR AMEND THE PUBLIC BUDGET HEARING MEETING MINUTES OF FEBRUARY 16, 2017. Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dale Higley to approve the public budget hearing meeting minutes of February 16th, 2017. All in favor, motion passed. 6. APPROVE OR AMEND THE REGULAR CITY COUNCIL MEETING MINUTES OF FEBRUARY 16, 2017 Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dale Higley to approve the regular city council meeting minutes of February 16th, 2017. All in favor, motion passed. 7. COMMENTS FROM THE AUDIENCE - LIMIT OF TWO (2) MINUTES PER INDIVIDUAL None 8. APPROVE OR DISAPPROVE RESOLUTION 2017-01,A RESOLUTION TO AUGMENT THE CITY OF WENDOVER 2016-2017 ANNUAL BUDGET. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve resolution 2017-01, a resolution to augment the City of Wendover 2016-2017 annual budget. All in favor, roll call Councilmember Dennis Sweat aye, Councilmember Manny Carrillo aye, Councilmember Gordon Stewart aye, Councilmember Dale Higley aye. Motion passed. 9. APPROVE OR DISAPPROVE WENDOVER CITY 2017 MUNICIPAL ELECTION AGREEMENT AND DEVAN CLEVENGER TO EXECUTE SAME. Motion made by Councilmember Dennis Sweat , seconded by Councilmember Gordon Stewart to approve the Wendover City 2017 municipal election agreement and Devan Clevenger to execute same. All in favor, motion passed. 10. APPROVE OR DISAPPROVE TOOELE COUNTY DISPATCH SERVICES AGREEMENT BEGINNING JULY 01, 2017 AND MAYOR TO EXECUTE SAME. After brief discussion, Councilmember Dennis Sweat made a motion to table the agenda item. Motion seconded by Councilmember Dale Higley, all in favor, motion passed. 11. MAYOR MIKE CRAWFORD UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Mike Crawford asked the Wendover Fire Chief Mike Young what the status on the ladder truck was. Mr. Young informed the mayor and the council that the ladder truck was sold for $7,000. Mike informed the council that this was a lesson learned from the beginning. The City paid over $15,000 for the vehicle and getting to Utah, just to have it not be able to be used and sold for only $7,000. Mike asked the council what they would like to do about the 4th of July this year. He said some how West Wendover is under the assumption we are to take turns however, the city hasn't ever been in charge of the event, a committee is. After brief discussion, the council decided to have Councilmember Radine Murphy look into possibly getting a committee together. City Administrator Glenn Wadsworth informed the council that he received the cemetery pricing from City Attorney Joel Linares and will have that available at the next council meeting. Mike informed the council that he has been looking into the rock siding for the community building and it looks to be around $14,000 to rock the entire bottom of the building. He asked Glenn what the status was on the metal shop building, Glenn informed him that he added the insulation to the order but they should be sending the engineer prints soon. 12. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. City Administrator Glenn Wadsworth told the Council that City Treasurer Lori Palafox would like to attend the URS retirement system meeting on March 16th. Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dale Higley to approve Lori Palafox to attend the URS meeting in Salt lake City. All in favor, motion passed. Glenn also informed the council that he will have some paperwork from the City of West Wendover annual budget report on the Johnson Springs transmission system of price increases next council meeting. He and Mayor Mike Crawford also mentioned that the City crews will now be on a fuel rotation between the Wendover gas stations to equally support the businesses. 13. CITY ATTORNEY JOEL LINARES UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. None 14. UNFINISHED BUSINESS: Mayor Mike Crawford informed the council that City Attorney Joel Linares is no longer the city prosecutor, but will however remain the city attorney. The City will be posting for bids for a new prosecutor and will have it on the agenda at the next council meeting to select one. 15. NEW BUSINESS: None 16. EXECUTIVE MEETING: None 17. NEXT CITY COUNCIL MEETING THURSDAY, MARCH 16, 2017 @ 6:30 P.M. 18. ADJOURNMENT: Motion made by Councilmember Dennis Sweat, seconded by Councilmember Dale Higley to adjourn the city council meeting. All in favor, motion passed.
