Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at 7:00 p.m. on Tuesday, February 28, 2017, in the Cottonwood Heights City Council Chambers located at 2277 East Bengal Boulevard, Cottonwood Heights, Utah.

(Please note: In order to be considerate of everyone attending the meeting public comments will typically be limited to three minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed five minutes to speak. 3.0 WELCOME/PLEDGE/ACKNOWLEDGEMENTS
3.1 Recognition of Ms. Sylvia Orton, Ms. Robyn Taylor-Granda and Mr. Stephen K. Harman for their 10 years of volunteer service to Cottonwood Heights
(Ms. Orton, Ms. Taylor-Granda and Mr. Harman will be recognized for their 10 years of volunteer service to Cottonwood Heights.)
3.2 Introduction of new Cottonwood Heights Police Officer Sioape Lautaha
(Chief Russo will introduce to the City Council the newest member of his staff, Officer Lautaha.)
3.3 Proclamation declaring March 4, 2017 as 'Lacrosse Play Day' in Cottonwood Heights
(The Council will recognize the Girl's and Boy's lacrosse organizations for their contribution to health and social activity among the youth in Cottonwood Heights, and declare March 4, 2017 as 'Lacrosse Play Day')

4.1 Amending Chapter 19.82, Signs, of the Cottonwood Heights Code
(The Council invites public input on the revised Sign Ordinance, Chapter 19.82 of the Cottonwood Heights Code.)
5.0 STANDING MONTHLY REPORTS
5.1 Monthly Financial Report - Finance Director, Mr. Dean Lundell
(Finance Director, Mr. Dean Lundell, will provide a report of the city finances for January 2017)
5.2 Unified Fire Report - Assistant Chief Mike Watson
(Report by Assistant Chief Watson on medical and fire calls responded to by Cottonwood Heights' stations during the month of January 2017; as well as other informational items from the UFA.)
6.0 ACTION ITEMS
6.1 Consideration of Ordinance 266 Amending Chapter 19.82, Signs, of the Cottonwood Heights Code.
(By this ordinance, the city council will approve amendments to Chapter 19.82, Signs, of the city's code of ordinances as recommended by the city's planning commission.)
6.2 Consideration of Resolution 2017-09 Amending Listing of Designated Public Works Equipment.
(Pursuant to its Resolution 2016-76 dated 13 September 2016, the city council approved the city's lease-purchase of a listing of public works equipment, including a 'pot-hole patch' apparatus. By this resolution, the city council will approve the purchase of a vibratory roller for asphalt repair and soil compaction work rather than the previously-authorized pot-hole patch.)
6.3 Consideration of Resolution 2017-10 Authorizing Disposal of Unclaimed Property and/or Property No Longer Needed as Evidence.
(From time to time, the city disposes of items of unclaimed property and property no longer needed as evidence as authorized by Utah law. This resolution will approve such disposition for certain items of property in the city's possession.)
6.4 Consideration of Resolution 2017-11 Consenting to a Reappointment to the Historic Committee.
(This resolution will approve the reappointment of Max Evans to the city's historic committee as proposed by the city manager.)
6.5 Consideration of Resolution 2017-12 Approving Interlocal Agreement with Salt Lake County for Municipal Election Services.
(This resolution will approve the city's entry into an interlocal agreement with Salt Lake County whereunder the elections division of the Salt Lake County clerk's office will provide election services for the city's 2017 municipal elections.)
6.6 Consideration of Resolution 2017-13 Approving Consulting Agreement with GSBS Richman Consulting for Evaluation and Update of Housing Element and Affordable Housing Plan.
(By this resolution, the city council will approve the city's entry into a consulting agreement whereunder GSBS Richman Consulting will review, analyze and propose updates to the housing element of the city's general plan and the city's affordable housing plan in compliance with the city's responsibility to periodically update such documents.)
6.7 Consideration of Resolution No. 2017-14 Approving and Ratifying a Bid and Awarding a Construction Contract to DRD Paving, LLC for Construction of Public Works Yard Access Road, Etc.
(After a competitive bidding process, DRD Paving, LLC is recommended for the construction of the access road and related improvements for the city's new public works facility at about 6500 South 3000 East).

PUBLIC COMMENT PROCEDURE
At each City Council Business Meeting any person wishing to comment on any item not otherwise on the agenda for public comment may address the City Council during the Public Comment period. Any person wishing to comment during the citizen comment period shall request recognition by the Mayor and upon recognition, approach the microphone and state their name, state if they are a resident of Cottonwood Heights and either provide their address or their Council district; and then address the body. Any person wishing to comment shall limit their comments to no more than three (3) minutes, unless additional time is authorized by the Mayor. Citizen groups who are present will be asked to appoint a spokesperson, who shall limit their comments to no more than five (5) minutes. All comments shall be directed to the Mayor and City Council. No person addressing the City Council during the comment period shall be allowed to comment more than once during that comment period. Speakers should not expect any debate or dialogue with the Mayor, City Council or City Staff during the meeting.
The Council may choose to limit the amount of time allotted to public comment on a specific issue. In such cases, special procedures for determining who will be allowed to speak and the order of such speakers will be determined by the Council.
On Monday, February 27, 2017, at 5:45 p.m. a copy of the foregoing notice was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agenda was also posted on the City's website at www.ch.utah.gov and the State Public Meeting Notice website at http://pmn.utah.gov
