NOTICE AND AGENDA OF A MEETING OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF IRON STATE OF UTAH ************************** PUBLIC NOTICE IS HEREBY GIVEN that the Board of Commissioners of the County of Iron, State of Utah, will hold a Public Meeting in Commission Chambers at the Iron County Courthouse, 68 South 100 East, Parowan Utah on Monday, the 9th Day of January, 2017 at the hour of 9:00 o'clock a.m. AGENDA 9:00 A.M. OPENING, PLEDGE OF ALLEGIANCE, REPORTS, APPROVE MINUTES, APPROVE WARRANTS, REVIEW BOARD APPOINTMENTS, ETC. 10:00 A.M. PUBLIC APPOINTMENTS 1. PUBLIC COMMENTS Three (3) Minute Time Limit per Speaker for Public Comment Participants. Should Not Repeat Others Comments. Only for Items Not on the Agenda. No Items Related to Commission's Role as an Appeal Board. Comments Should Be Directed to the Commission. No Attacks on Other Peoples Character. 2. REORGANIZATION OF COMMISSION ASSIGNMENTS AND APPOINTMENT OF COMMISSION CHAIR FOR 2017. CONVENE AS THE BOARD OF EQUALIZATION 3. CONSIDERATION OF LATE LOW INCOME TAX ABATEMENT FOR 2016. RECONVENE AS IRON COUNTY COMMISSION 4. AMENDMENT TO THE BRIAN HEAD CDA AGREEMENT TO CORRECT BASE YEAR VALUE TO INCLUDE THE PERSONAL PROPERTY VALUE. MEMORANDUM OF UNDERSTANDING WITH THE CENTRAL IRON COUNTY WATER CONSERVANCY DISTRICT (C1CWCD) TO ASSIST IN THE CONSTRUCTION OF AN AQUIFER RECHARGE PROJECT. 7. UTAH RECYCLING MARKET DEVELOPMENT ZONE APPLICATION FOR DESIGNATION. Presented by Danny Stewart, with Cedar City/Iron County Economic Development. 8. CONSIDER RESOLUTION 2017-1 AUTHORIZING APPLICATION TO THE GOVERNOR'S OFFICE OF ECONOMIC DEVELOPMENT FOR CREATION OF A RECYCLING MARKET DEVELOPMENT ZONE IN IRON COUNTY. 9. OFFICIAL APPLICATION FOR AN ENTERPRISE ZONE. Presented by Danny Stewart, with Cedar City/Iron County Economic Development. 10. CONSIDER RESOLUTION 2017-2 AUTHORIZING THE APPLICATION TO THE GOVERNOR'S OFFICE OF ECONOMIC DEVELOPMENT FOR CREATION OF AN ENTERPRISE ZONE IN IRON COUNTY. 11. CONSIDER COUNTY MATCH CONTRACT WITH THE UTAH DEPARTMENT OF AGRICULTURE & FOOD (UDAF) - PREDATOR DAMAGE CONTROL FUND (PDCF) FOR FY17. 12. PERSONNEL A. JUSTICE COURT 1) Approval of New Hire, Alisha Esplin, as FT Court clerk, effective date 1/3/2017. B. SHERIFF 1) Approval to transfer Beau Johnson from Corrections to Patrol, effective date 1/15/2017. C. CORRECTIONS 1) Approval of New Hire, Shawn Higgins, as Corrections Maintenance Deputy effective 1/15/2017. 2) Approval of Pay Increase for Danny Christiansen, who has successfully completed) POST and FTO. D. ATTORNEY 1) Request to increase Chad Dotson and Shane Klenk to the mid-point of their retention program grade. E. ASSESSOR 1) Request wage increase for Brady Kelsey for completion of Licensed Appraiser Certification. 2) Request for temporary 5% wage increase for Meliss Houston for supervising Cedar Motor Vehicles. F. Request wages increase for the following selected part-time and/or seasonal employees: Tammy Bosshardt Marcy Griffiths Debra Grimm Elizabeth Zaleski Jamilynn Evans Beverly Landes Donnett Vincent Aislinn Bettridge G. Discussion and possible action regarding Hiring Policy Revision. 13. DISCUSSION OF PENDING LITIGATION OR REASONABLY IMMINENT LITIGATION.
