Torrey Town Minutes Torrey Town Hall 75 E. 100 No. November 10, 2016, 6:30pm Mayor Scott Chesnut Absent Council Members Present Dustin Oyler Bronson Oyler Doug Robinson Pat Kearney Welcome: Mayor Pro Temp Pat Kearney welcomed the people and called the meeting of November 10, 2016 to order at 6:30 pm. She stated that this was the regular scheduled monthly meeting. We would follow the agenda as presented. Approve minutes Motion: To approve the minutes of October 13, 2016 Made by Dustin Oyler Seconded by Doug Robinson All voted in favor Motion passed. Financial Report Colleen Duddleston: Colleen Dudlston. Explained how the PETA accounts work. Colleen said we have a Bond reserve account, which will be very helpful when applying for grants. Our Rainy Day account was somewhat depleted from the flood. At the Mayors request, we will begin to build it back up with a $5000 a month deposit beginning in December. She asked the council members to re-sign the water connection approval for Red Sands as their name was not stated on the paper and their attorney felt that it is needed. The audit went well and the only thing they asked is that every council member have training each year. The book the town receives from the Utah League of Cities and Towns would work, if the council could get together at a meeting and go over the information in the book. Council Member Pat Kearney and Doug Robinson asked how the insurance for the flood was coming. Clerk Paula Pace reported all of the invoices have been send. Jeri Johnson is still working on trying to get federal money for the town for the flood damage, now that they know we have a rainy day fund. Council Member Pat Kearney asked that this be an ongoing item on the agenda so they can be up to date as information come to the office. The money for Ensign Engineering has finally been paid to the town and Ensign has received their $40,000. That will show up on the check register. Motion: To approve and pay the bills Made by Pat Kearney Seconded by Doug Robinson All were in favor Motion passed Variance Ordinance. The council went over this at their work meeting and found it to be acceptable with an adjusted wording change; Adding to the ordinance 'when the appeal authority has made its determination on the appeal that a report of acceptance or denial will be sent to the town council.' Motion: To approve the variance ordinance with the adjusted wording change. Made by Doug Robinson Seconded by Bronson Oyler All were in favor, Motion passes. Maintenance Report. Dustin Oyler. Jacksons got the entire oil base down in the potholes. The road was fixed by the tater hole. The Moosman house is winterized. South Central said they are not going to fix the road by Tulin's because it was a rough road to begin with and they did the best they could to repair. The repair may fall on the town. It was suggested that Mike Savage should come and meet with the town council and review the repair work that needs to be done. Dustin should get in touch with him and set up a time when he could meet with the council. We now have a security camera installed and it works. The guardrail is up. Water Permit. Lacy and Alan Grundy presented the council with a water connection request, and a building permit to build a house that will be used as a rental. Located at 350 W300 No. The town will cut the road and the Grundy's will have to do the flow cement that will be needed after the cut and for the repair for the installation of the water line The Grundy's agreed to abide by the AIR BnB rules of the town. Motion: To give water hook up to Alan and Lacy Grundy. The Air BnB rules will apply to the new residence. Made by: Doug Robinson Seconded by: Pat Kearney All were in favor motion passed. Alan asked how much the connection will be and how much the meter is. The new impact fee will go into effect January 2017. Depending when they install the water connection the cost will be either $2500 or $3500. Colleen said the meter, parts and labor typically run about $1300.00. Doug Robinson asked how many water permits have been given this year. Colleen said we had not given twelve this year. Discussion was heard about the Garson Baker property, the water, location, and size. Motion To go ahead and allow the split of the property Made by Doug Robinson Seconded by Bronson Oyler. The council unanimously approved the Garson Baker split Motion Passed Old Business Torrey Building Permit Process: Clerk Paula Pace gave the town council a checklist of how to obtain a building permit. If the town approves the process then we can put it on the website and give the steps to people wanting a permit. Dustin Oyler will meet with the clerk and we will get it ready to be on the town website and available in the office. The clerk will present this to the council work meeting. South Central Previously discussed. Torrey Canal. Bronson talked to Phillip Pace to see if the canal company has any obligation to helping with repairs on the culvert. Phillip said no, we have no money. Pat asked Bronson to follow up and see if he could find something that would give the town something where they could legally ask the canal company to help with the repairs. Bronson said he would follow up and do some research. Resolution Fee List. The dog late fee and the Farmers Market fee were removed. The town policy is to licensed dogs as a means to identify the dogs in case the dog is lost, hurt or has hurt someone else. The farmer markets and the events fee will be revisited at the annual budget. Motion: Approve resolution to set the fees with the annual budget. To approve the accompanying fee list with the removal of the Farmers Market fee and dog license late fee. Made by Doug Robinson Seconded by Pat Kearney All were in favor Motion passed Town Lights: Pat Kearney and Mary Bedingfield Smith took Survey of Town Lights. They recommended that three existing lights, can be removed because there is no need to pay on excessive lighting. Every light on Center Street will be retained because it is a safety issue. After discussion the council made the: Motion: to remove one light and change out the two others. Made by Doug Robinson Seconded by Pat Kearney All were in favor and motion passes. . Southey Swede: Southey had concerns about his water bill, and why it doubled. He asked if the town intentionally did that. Mayor Pro Temp Pat explained that the state said we needed to raise our rates so we would be compatible with the state, and with the tier change, the water rates changed. The council did not knowingly know his bill would double, but based on the amount of water used and the tier change, his water bill would go up. Other people's bill went up also. The council will continue to monitor the new rates, take under consideration any concerns. Carrie Torrey. Carrie presented to the council and the audience the reasons the Torrey Post office may be closed. The contract is up for renewal and they will be asking for a raise in the contract fees. Carrie also explained some of the consequences of closing the post office here. She also said some of the Fed Ex and UPS services would be cut. She also said she would get a template of a letter that townspeople could write and send to the appropriate post office personnel. A member of the audience asks how we could fight to keep the post office. Carrie said letters could be written and sent to the necessary people. Barry an audience member, said letters should be sent to Chris Stewart, our representative, constituent services. Barry would be more than happy to find out who in his office handles this kind of correspondence, and then have everyone in town prepare letters to send to him. Individual letters should be sent to the constituents services. Torrey Town will come on board and support the cause. It is important to know that TU Enterprises are the one negotiating to renew the contract. A sample letter could be prepared for the people to submit to help retain the post office. Mayor Business Rentals already discussed Town has had several inquiries on the sale of the house. Water usage: Motion: No further expansion on our existing water system, for out of town commercial business until more water becomes available. Roll Vote Doug Robinson AYE Bronson Oyler, AYE Dustin Oyler,AYE Pat Kearney AYE Dustin needs to get the Christmas lights ready go for the Christmas Hoe Down. Shaun Saunders Outfitters Sign Permit. The planning and zoning decided a letter would be written to Shaun explaining to him how he can come into compliance with the sign ordinance. If there are any items in the letter, he does not understand he needs to come before the council. If he accepts one change, he accepts them all. The council supports this and asks that the letter be written and sent to Shaun. Any changes that are made to the existing sign or acquiring new signs, will require Shaun to get a sign permit. Council Reports. Bronson Oyler Cemetery Nothing Dustin Oyler Road report already given, Pat Kearney: Tree City recertification has been submitted for next year. The Hoe Down will be December 1st at 6:30 at the DUP. Gifts are needed for the children to go under the tree. We need to start advertising for it. P&Z They are going make a little language change in the lighting ordinance. Mary will get the wording to the council, Paula will get it to the codifiers, and they will add it to the ordinances. A Work meeting scheduled for the Wednesday the 30th of November at 6:30 No community comments. Motion to adjourned was made by Bronson Oyler and seconded by Pat Kearney. All were in favor and meeting adjourned at 8:05 .
