WELCOME AND REVIEW OF STANDARDS OF CONDUCT A. OPENING CEREMONY: 1. Council Member Charlie Luke will conduct the formal council meetings in October. 2. Pledge of Allegiance. 3. Welcome and Review of Standards of Conduct. 4. Approval of Council Meeting Minutes: The Council will approve: the Work Session meeting minutes of Tuesday, September 13, 2016; Tuesday, September 20, 2016; Tuesday, October 4, 2016; the Formal Meeting minutes of Tuesday, October 4, 2016; as well as the Special Meeting minutes of Thursday, October 13, 2016. B. PUBLIC HEARINGS: Continued public hearing note: Council policy allows individuals to speak once per public hearing topic, however written comments are always accepted. Individuals who did not speak to the issue at previous hearings may address the Council at the podium. The City Council will consider a motion to recess as the City Council and to convene as the Board of Directors of the Redevelopment Agency. 1. Amendment No. 2 to the FY 2017 Budget, including plans for Housing Funds Amendment No. 2 to the FY 2017 Budget, including plans for Housing Funds - The RDA Board will accept public comment regarding the Second Amendment to the 2016-2017 RDA Budget, including a proposal for Housing Funds as discussed by the Board at the July Board meeting, as well as a review of Agency funds budgeted in previous years. FYI - Project Timeline: (subject to change per Chair direction or Council discussion) Briefing - Set Public Hearing Date - Hold hearing to accept public comment - Tuesday, October 18, 2016 and Tuesday, October 25, 2016. TENTATIVE Council Action - Staff Recommendation: Continue hearing to November 15, 2016. The Board of Directors will consider a motion to adjourn as the Board of Directors of the Redevelopment Agency and reconvene as the City Council. 2. Alley Closure - 700 West at approximately 723 W Pacific Avenue Legislative Sponsor: Not Required - Petition from Applicant(s) Alley Closure - 723 and 745 West Pacific Avenue: an ordinance that would close and vacate a City-owned alley adjacent to properties at 723 West Pacific Avenue, 745 West Pacific Avenue and 470 South 700 West Street. The property no longer functions as a residential alleyway, serving instead as additional parking for adjacent commercial businesses. The property would be sold to the adjacent property owners at fair market value. Petitioner: Jim Lewis, Petition No. PLNPCM2015-00935. C. POTENTIAL ACTION ITEMS: The Council will consider the following items: 1. Fine Tuning of Local Historic District (LHD) Designation Process Legislative Sponsor: Not Required - Petition from Applicant(s) Fine Tuning of Local Historic District (LHD) Designation Process - an ordinance amending various sections of Salt Lake City Code pertaining to the local historic designation process (amending various sections of Title 21A Zoning). Under the proposal, changes would be made to align the process with State code. Specifically, signatures would be needed from at least 33 percent of residents in a proposed district before an application could be initiated (currently only 15 percent are required), and additional informative outreach efforts would be required, among other changes. Petitioner: Former Mayor Ralph Becker, Petition No. PLNHLC2015-00149. Video Services Ordinance Amendments Video Services Ordinance Amendments - an ordinance amending Salt Lake City Code relating to franchise agreements granted to video services providers. (amending Chapters 5.20, 5.20A, 5.21). Comcast Franchise Agreement Comcast Franchise Agreement - an ordinance granting Comcast of Utah II, Inc. a cable television franchise governing access to the City's public right of way. Redline Phone Inc. Franchise Agreement Redline Phone Inc. Franchise Agreement - An ordinance granting Redline Phone, Inc a telecommunication franchise. The agreement allows Redline Phone, Inc. to place its facilities within the City rights-of-way. Under the agreement, the company would be governed by certain conditions, would need to secure appropriate permits and pay the telecommunications tax under state law. FirstDigital Telecom Franchise Agreement FirstDigital Telecom Franchise Agreement - An ordinance granting a telecommunication franchise to FirstDigital Telecom LLC. The franchise agreement allows FirstDigital Telecom LLC to maintain and place its facilities within the City rights-of-way. Under the agreement, the company would be governed by certain conditions, would need to secure appropriate permits and pay the telecommunications tax under state law. G. CONSENT: The Council will consider the following items: 1. Budget Amendment No. 2 FY 2016-17 Budget Amendment No. 2 FY 2016-17 - an ordinance amending the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2016-2017. Under the proposal, funding would be allocated for several items. Highlights include: - funding for Police fleet purchases; - funding for Police de-escalation training and community oriented policing; - funding for pickleball courts; - and many other budget amendments. The Council may also discuss plans regarding the economic development department.
