NOTICE is hereby given that the WASATCH COUNTY PLANNING COMMISSION will hold a Public Hearing on October 13, 2016 at 7:00 p.m. in the Wasatch County Council Chambers, located at 25 North Main Street, Heber City, to consider the following items:
1. Ken Probst is requesting a zoning map amendment to rezone approximately 4-acres of property located at 850 South 200 East. The rezone is from A-20 to RA-1 and encompasses approximately 4-acres around an existing house. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
2. Amendment to Section 16.01.11 regarding certificates of occupancy permits and the process for issuing them. Current code requires a signature from the property owner prior to issuance of the certificate. Most owners will not come back to the building department to sign after the home is completed. Therefore the building department has 100's of certificates of occupancy and building permits that cannot be closed out. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
3. Presentation, discussion and possible motion on the North Village Code. The staff and consultant, Greg Haws from PSOMAS, have been working on a re-write of the North Village Code. The new proposal does not change densities or land uses but does clarify architecture and other items in the existing code that are either not addressed or difficult to interpret. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
4. Presentation by Scott Loomis, consultant to the County on moderate income housing, regarding updates to the Moderate Income Housing Ordinance which is section 16.30 of the Wasatch County Code. Continued from the Sept. 15, 2016 Mtg. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
5. Mike McCarthy, representative for LRSR LLC, is proposing an amendment to the Deer Pointe Lot 3 Townhome Condominium Plat to add four townhome units (two buildings) to the existing plat, across the road from the 8 existing units. The applicant received Final approval for the proposed units in February 2005 and they are noted on the current plat as future plan. The units are located at approximately 2350 West Harmony Drive in Section 14, Township 2 South, Range 4 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
6. Paul Berg, representative for Wayne Carlson, is requesting a plat amendment to Cheri Lane Farm Preservation Subdivision (5 lots) to reconfigure lot layouts and allow for the inclusion of a caretaker dwelling on lot 2 in the future. The subdivision is located at approximately 1420 West Main Canyon Road in Sections 1 and 12, Township 5 South, Range 4 East in the RA-5 (Residential Agricultural 5 acre) Zone. *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
7. VR Acquisitions LLC, Jeff and Lauren Osher and Jerome and Marisol Hall are requesting a plat amendment to Plat P of Victory Ranch to combine three lots into two lots (206-208) on 3.723 acres. The proposal is located at approximately 7199 North Starlight Circle in Section 5, Township 3 South, Range 6 East and in Section 32, Township 2 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
8. VR Acquisitions LLC and Crane and Kelly Kenney are requesting a plat amendment to Plat N of Victory Ranch to combine three lots into two lots (193-195) on 2.826 acres. The proposal is located at approximately 7319 East Moon Light Drive in Section 32, Township 2 South, Range 6 East in the JBOZ (Jordanelle Basin Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
9. Public hearing to consider a request by Strawberry Highlands LLC for conditional use, site plan and final plat approval of Phase 1A. Phase 1A consists of 8 acres and 12.80 ERU's. The proposal contains a 2,820 square foot welcome center, 10 cabins, 58 storage units and several pavilions. Strawberry Ranch Resort is a Master Planned Development on 7,010 acres. The project is located on the east side of Strawberry Reservoir in all or part of Sections 17, 19, 20, 21, 25-29, 32-36, Township 4 South, Range 10 West, in the SRZ (Strawberry Recreation Zone).
10. Bruce Barrett, representative for North Village Resort, LLC (formerly River's Edge), is requesting overall preliminary approval of a large scale development known as North Village Resort, a 38.93-acre mixed use development consisting of 370 ERUs (436 residential units and approximately 253,960 square feet of commercial/retail). The proposal is located at the southwest corner of River Road and Highway 40 in Section 18, Township 3 South, Range 5 East in the NVOZ (North Village Overlay Zone). *Recommendation by the Planning Commission on this item will be considered by the County Council as the Land Use Authority, at a Public Hearing on October 19, 2016.
