Notice is hereby given that the Planning Commission of the City of St. George, Washington County, Utah, will hold a Planning Commission meeting in the City Council Chambers, 175 East 200 North, St George, Utah, on Tuesday, September 13, 2016, commencing at 5:00 p.m.

1. ZONE CHANGE (ZC) (Public Hearing)
Consider a zone change from A-20 (Agricultural) to R-1-10 (Single Family Residential 10,000 sq. ft. minimum lot size) on approximately 47.41 acres. The property is generally located east and west of the logical extension of 2780 east and approximately 900 south. The project is called 'Moorland Park.' 2. ZONE CHANGE AMENDMENT (ZCA) (Public Hearing)
Consider a zone change amendment to the 'Dinosaur Crossing' commercial center (Smith's shopping center) Pads B, D, & K' to develop three (3) separate retail buildings. This property is generally located at the southeast corner of the intersection of Mall Drive and Riverside Drive. The applicant is Dino X, LLC and the representative is Mr. Andy Spencer. 3. CONDITIONAL USE PERMITS (CUP)
A. Consider a conditional use permit for a 60 foot tall cell tower for Verizon Wireless. This project is called 'UT-4 Sugarloaf.' The property is zoned C-3 (General Commercial) and is located at 592 N Bluff Street. The representative is Mr. Jared White. Case No. 2016-CUP-019 (Staff - John Willis)
B. Consider a conditional use permit for a 67 foot tall cell tower for Verizon Wireless. This project is called 'UT-4 Turtle.' The property is zoned OS (Open Space) and is located at 2040 W 2000 N. The representative is Mr. Jared White. Case No. 2016-CUP-020 (Staff - John Willis)
C. Consider a conditional use permit to construct a 240 sq. ft. addition to an existing detached RV garage with a maximum midpoint height of approximately seventeen feet (17') for personal use ( RV garage). The property is zoned RE-12.5 (Residential Estate 12,500 sq. ft. minimum lot size) and is located at 2591 S 2310 E in the Red Butte Phase 4 residential subdivision. 4. CONDITIONAL USE PERMIT & BUILDING DESIGN CONCEPTUAL SITE PLAN (CUP & BDCSP)
Consider a conditional use permit (CUP) and a building design conceptual site plan (BDCSP) for 'City View.' This is an urban infill redevelopment 'mixed-use' project. It will consist of approx. 10,000 sq. ft. of retail and office (commercial) space, 110 multi-family housing units, a mid-block pedestrian corridor, a 60 room boutique hotel, and structured parking. It will consist of three (3) buildings at four (4) stories each which will exceed 35 feet in height. Two (2) of the buildings will be mixed use and one (1) will be all commercial (boutique hotel). The Boutique Hotel will be approx. sixty-two feet (62') high, the North Apartment/Mixed Use building would be fifty-four feet (54') high, and the South Apartment/Mixed Use building would be fifty-two feet (52') high. Nearly all parking will be underground. This project is on approx. 3 acres. PEG Development is the applicant. The property is zoned C-4 (Central District Business Zone) and is bounded by St George Boulevard, Tabernacle Street, Main Street, and 100 West Street. 5. HISTORICAL PRESERVATION COMMITTEE (HPC)
Consider a request to demolish the 'George Worthen House' located at 32 West Tabernacle Street. The applicant is Mr. Matt Hansen. Case No. 2016-HPC-004 (Staff - John Willis).
6. FINAL PLAT AMENDMENTS (FPA)
A. Consider amending two residential final subdivision plats. Lot 35 of Entrada at Snow Canyon 'Chaco West' Phase 3 and Lot 37 of Entrada at Snow Canyon 'Chaco West' Phase 3A. Located at the intersection of Tacheene Drive and Kiva Circle (at approx. 2910 West and 2530 North). The property is zoned PD-R (Planned development Residential). B. Consider amending a residential final subdivision plat. The purpose is to merge Lot 63 and 64 of Bloomington Hills No. 2 subdivision. Located at 3073 South Nineback Circle. Consider a twenty-one (21) lot residential final subdivision plat for 'Hawthorn Estates Phase 5.' Located at approx. 3100 East and 3370 South (Little Valley area). 8. PRELIMINARY PLAT (PP)
