1. Call to Order; Opening Remarks or Invocation; Pledge of Allegiance 2. Consent Calendar Be it hereby moved that the following general consent calendar items stand approved: a. Agenda for the 13 September 2016 City Council Regular Meeting b. Warrants c. Minutes of the 24 August 2016 City Council Regular Meeting d. Release the Warranty Bond for Phase 9 of the Valais PUD Located at Approximately 1455 North Montchapel Lane e. Nancy O'Toole as a Full Member of the Midway City Planning Commission f. William Ream as a Full Member of the Midway City Planning Commission 3. Public Comment - Comments will be Taken on Any Item Not Listed on the Agenda, as Well as on Any Other City Business. Comments are Limited to Two Minutes per Speaker. The Council Cannot Act on Items Not Listed on the Agenda, and Therefore, the Council may or may not Respond to Non-Agenda Issues Brought up Under Public Comment. Those Wishing to Comment Should use the Podium, State Their Full Name and Address, Whom They Represent and the Subject Matter to be Addressed. Total Time Allocated to Public Comments will be no More than 10 Minutes. 4. Tarahumara Restaurant/Local Consent for Liquor License (Andrew Hillier) - Discuss and Possible Grant Local Consent for a Liquor License for the Tarahumara Restaurant Located at 380 East Main Street. 5. Meadows at Dutch Canyon Subdivision/Preliminary and Final Approval (Berg Engineering) - A Request for Preliminary and Final Approval for the Meadows at Dutch Canyon Subdivision Located at 1600 North Dutch Canyon Road (Zoning is RA-1-43). Recommended without Conditions by the Midway City Planning Commission. a. Presentation - Receive Presentations on the Request from Staff and the Applicant b. Public Hearing - Receive Public Comment on the Request c. Action - Discuss and Possibly Approve the Request 6. Resolution 2016-20/Meadows at Dutch Canyon Development Agreement (City Attorney) - Proposed Resolution 2016-20 Adopting a Development Agreement for the Meadows at Dutch Canyon Subdivision Located at 1600 North Dutch Canyon Road (Zoning is RA-1-43). 7. Zone Boundary Determination (Paul Berg) - Discuss and Possibly Determine a Zone Boundary, Located at 250 East 200 South, in Accordance with Section 16.13.30 of the Midway City Municipal Code. 8. Indian Summer Subdivision/Preliminary Approval (Gardner and Associates) - A Request for Preliminary Approval for the Indian Summer Subdivision Located at 300 East and 200 North River Road (Zoning is R-1-9 and R-1-15). Recommended with Conditions by the Midway City Planning Commission. a. Presentation - Receive Presentations on the Request from Staff and the Applicant b. Public Hearing - Receive Public Comment on the Request c. Action - Discuss and Possibly Approve the Request 9. Ordinance 2016-15/Commercial Setbacks and Uses (City Planner) - Proposed Ordinance 2016-15 Amending Section 16.5 (Commercial C-2 and C-3 Zones) of the Midway City Municipal Code Regarding Setbacks, Uses and Other Regulations. Recommended without Conditions by the Midway City Planning Commission. a. Presentation - Receive a Presentation on the Ordinance from Staff b. Public Hearing - Receive Public Comment on the Ordinance c. Action - Discuss and Possibly Adopt the Ordinance 10. IT Services/Award Contract (Mayor Bonner) - Discuss and Possibly Award a Contract for IT Services. 11. 2016 Trip Hazard Removal/Change Order #1 (City Engineer) - Discuss and Possibly Approve a Change Order to Extend the 2016 Trip Hazard Removal Contract to 2021. 12.
