Torrey Town Minutes Torrey Town Hall 75 E. 100 No. July 14, 2016, 6:30pm Mayor Scott Chesnut Council Members Present Dustin Oyler Bronson Oyler Doug Robinson Pat Kearney Welcome: Mayor Scott Chesnut welcomed the people and called the meeting of July 14, 2016 to order at 6:30 pm. He stated that this was the regular scheduled monthly meeting. We would follow the agenda as presented. Approve minutes Motion: To approve the minutes of June 7, 2016 Made by Doug Robinson Seconded by Bronson Oyler All voted in favor Motion passed. Financial Report Colleen Duddleston: Collen presented the reports of reconciliation cash summary, checks and department reports. Councilmember Doug Robinson requested that colleen print a year-end budget report. Colleen will do this a put them in their boxes. Doug also questioned the Ensign engineering expense, which was for filing and extension on the spring. Next week Ensign will come to Torrey and they will go up on the mountain and do a reading that needs doing at peak capacity. Doug Robinson as question Garkane meter locations with reference to the billing. Doug suggested selling the tractor, and Dustin said he will take photos to Colleen and she will list it on KSL at $4000.00 Doug asked about the city clean up expense and said it was money well spent. Motion To approve the financial report and pay the bills Made by Doug Robinson Seconded by Dustin Oyler All were in for motion passed. Maintenance Report Dustin Oyler: The prices for the new big Detour sign are $216 each and we need two. They are made of high-density wood with all reflection material. They are 36X96. Current road signs are too small and are no longer in compliance and need replacing. New regulations are the 30x30 with reflection materials and breakaway posts. They must be 6 feet off the road and a minimum of 7 feet tall. If someone knows, the signs are not in compliance and an accident occurs the town is liable. The new posts and bases are $124 /$138 per sign, we need 13 signs just to cover Main Street, and next year, we would change out the remaining signs. The County is changing all of theirs out, as they know that they would be accountable as we would be if an accident occurs. The council said to order new detour signs and street signs. There was a leak at Raymond's Trailer Park, and Bart from Jackson's Excavation will not charge the town because they did not tighten the nut from an earlier repair. Fence: Larry Estridge. Larry's fence was removed as directed by the Mayor. Attorney David Vandyke came and then the Sheriff's Deputy Came and several heated words were exchanged. Mayor Scott spoke to LeEllen McCartney the county attorney, and she suggested that Torrey file suit rather than wait for Larry to be because it puts Torrey on the defense. Sheriff said it was a civil suit. Doug said we should be proactive and file charges. Scott said he would call Richard Chamberlain on Monday. Permits/Licenses/Connections Craig Boswell requested a water permit, via his contractor David Moosman Motion to give a water hookup to Craig Boswell Made by Doug Robinson Seconded by Dustin Oyler All were in favor Motion passed. Mary Bedingfield Smith requested that we give a lighting ordinance to anyone requesting a water hookup that is building in the county. Mr. Harpers approved water hookup is past the time frame for getting a building permit. Mayor Chesnut said we should return his money and have him reapply when he is ready to begin building. Doug suggested we send him a letter letting him know that he is past the period when he was to begin building with a copy of the water ordinance. We will highlight the reason for return of the application and fee. The Babbitt house plans were approved The building permit for Bill Dudleston's garage was approved. Motion made by Doug Robinson Seconded by Bronson Oyler All were in favor Motion passes. Old Business: The council discussed water rate increases. This increase will become effective September 1, 2016. The rates will increase to 28.00 for 30,000 gallons for in town residents and 40 dollars for out of town usage. The overage usage will be $2, $4,and $6. This the recommendation of Ensgin Engineering scenario #2 with modifications. Motion to raise the water rates as discussed Made by Doug Robinson Seconded by Bronson Oyler All were in favor Motion passes Notification will be on the water bills with an explanation. We have expenses incurred on the water system that need to be covered thus the increase. TOU report. Leigh was not present a report was given by Colleen. Life Flight will Land on the Lawn in the park and will be roped off for the people to view. The LDS Church house will be open for people to use the restroom. There will be free activities and refreshments for the kids at the Torrey park. Everyone is encouraged to join in and celebrate the Tour Of UTAH Letters to Paul Dixon and Connie Hickman The letter to Paul Dixon will be sent to him. Connie Hickman letter, the council would like to rerwrite it as a warning and possible fine could be issured. The fine amount must be posted before we can actually issue the fine. The clerk will rewrite the letter to Connie Hickman. The letter to Christine Thayer will be sent. It was signed by the council. Lighting ordinance change will be changed to read that the building inspector will be the one that determines if the outside lighting is in compliance with the ordinance rather than having a light inspection committee. All council member were in agreement with the change. Motion to rewrite the one section Made by Doug Robinson Seconded by Dustin Oyler. The clerk will rework the wording and present it to the council Shawn Saunders: The Letter needs to rewritten and inform Shawn to have his light directed to the building rather outward. Send him a copy of the lighting ordinance and ask him to come into compliance with the regulations. Also in the letter let him know that he will need a business license for his coffee shop separate from his Outfitters. The clerk will make sure that he gets copies of the sign and lighting ordinance and the lights can only be on during the hours of operation. Apple Days Report. Colleen said the Apple Days paid for itself and made a little extra money. It was a success. It was suggested that we put water and power down at the west end of the park. Grass was also considered for part of the park. It was mentioned that it would be fun to decorate the park for Christmas. The ULCT is working on a ordinance for Short Term rentals. It should be ready by the end of the month. The town should look at the ordinance and see if it something they might want to adopt or work on their own. They would need a business license and a commercial water hookup. Council reports; Bronson Oyler: Raised $710.00 for the Cemetery veterans memorial. Good job Bronson Doug Robinson: Water Doug is working on the water, and hopefully we can get a some kind of commitment from Gaylan to help the town tie up the water from his property. Gaylan is getting a test is done, on water quality and will let us know when it is done. Doug will continue to work with him and keep the town updated. Dustin Oyler Roads. The John Deere mower is falling apart and the town will soon be in need of a new one. The purchase of a new is on the capital projects list. He has two price quotes. One grasshopper Gas $13,000.00 and one Diesel/ grasshopper $15,000 Scott asked Dustin to get a couple of other prices for a lawnmower and present them to the council next month with 3 bids for a new mower. It will make it to end of the season. But questionable for next summer. There is money available from several funds, as well as from the state. P&Z Mary Bedingfield Smith, wanted to know if the council has put anything on the website the steps to acquiring a building permit. Mary also gave a report about the lighting for becoming a dark skies city. She outlined the steps they would do to educating the community. She would like the council's approval to contact the Dark Sky Org and learn the requirements are to become a Dark Sky community. Torrey could become Utah 1st Dark Sky Community. John Holland gave update report on The Scenic Byway. Talked a little about the funding for the Byway and the legislation that has been passed concerning business signs. Meetings are held in Feb. April, June, Aug, and Oct. Discussion was heard on the upcoming bike/walking path. There was concern about pedestrian traffic in Torrey.
