'No Parking' signs have been posted by the City, and the illegal parking is blocking or impeding access to adjoining properties making the towing of illegally parked vehicles a necessitate, that illegally parked vehicles throughout the City constitute a nuisance and the City desires to implement towing regulations. Mr. Morris explained that the following Ordinance would allow towing of illegal parked vehicles in a towing zone. Mr. Smout asked if there is a problem with a car that is not causing a problem does the city tow or give them a notice to remove car.
