ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST
Mayor Jerry A. Taylor called the work meeting to order at 5:00 p.m. in the Escalante City Council Chambers.
Present at said work meeting were Mayor Taylor, Council members Greg Allen, Marlene Stowe, Guy Graham, and City Recorder Stephanie Steed. Council member Louise Barnes arrived at
5:30 p.m. Council member Melani Torgersen and City Attorney Barry Huntington were excused.
Also present were Karen Munson, Ron Rogers, Elaine Lott, Emilee L. Woolsey and Drew Parkin.
The work meeting was with the Escalante Emergency Committee.
The work meeting was adjourned at 6:00 p.m.
Mayor Taylor called the regular meeting to order at 6:00 p.m.
Present at said regular meeting were Mayor Taylor, Council members Barnes, Stowe, Torgersen, Graham, Allen, City Attorney Huntington and City Recorder Steed.

Mayor Taylor led the Pledge of Allegiance.
PERSONAL COMMENTS
EMILEE L. WOOLSEY
Ms. Woolsey thanked the City for providing the City Building for the Vet Clinic. Ms. Woolsey thanked City Recorder Steed for her professionalism and help with an issue she had. Ms. Woolsey presented a formal complaint letter to Mayor Taylor.
ELAINE LOTT
Ms. Lott thanked the City, County, State and Citizens for clearing the snow off the streets.
APPROVAL OF MINUTES
MINUTES OF THE JANUARY 19, 2016 MEETING
Council member Barnes made a motion to approve the minutes of the January 19, 2016 meeting as written. Council member Torgersen seconded the motion. Motion carried with Council members Stowe, Torgersen, Allen, Graham and Barnes voting aye.
PLANNING AND ZONING ITEMS
PLANNING AND ZONING UPDATES
APPROVING SMALL PROJECTS THROUGH THE CITY OFFICE
Council member Stowe gave the City Council a list of small projects the Planning and Zoning Commission would like to approve through the City Office (attached). Council member Barnes said she has read through the list and feels it can be approved by the office staff. Elaine Lott said she feels a Planning and Zoning representative needs to be part of the approval process. This item was discussed at length. Council member Stowe made a motion to approve small projects through the City Office with the approval being signed by the City Recorder, Planning and Zoning Liaison and the Planning and Zoning Chair or Chair Pro-Temp. Council member Torgersen seconded the motion. Motion carried with Council member Graham, Stowe, Allen, Torgersen and Barnes voting aye.
SINGLE PARCEL LOT SPLIT, RENOVATION, CONSTRUCTION, ELECTRICAL
BOB AND LISA HARTMAN - 220 S. CENTER
Mr. Hartman explained his project and gave the history of the cabin he is working on. Mr. Hartman said his lot requires the single parcel lot split because he will need a new water and sewer connection. This project meets all requirements and Planning and Zoning has approved it.
Council member Stowe made a motion to approve the Municipal Project Approval Form
for Mr. and Mrs. Hartman. Council member Graham seconded the motion. Motion carried with Council member Barnes, Stowe, Graham, Allen and Torgersen voting aye.
CONDITIONAL USE PERMIT - BOB AND LISA HARTMAN 220 S. CENTER
Council member Stowe explained the Conditional Use Permit. All requirements have been met and Planning and Zoning has approved it. Council member Barnes made a motion to approve the Conditional Use Permit for Mr. and Mrs. Hartman. Council member Stowe seconded the motion. Motion carried with Council member Torgersen, Stowe, Barnes, Graham and Allen voting aye.
BUSINESS LICENSE - BOB AND LISA HARTMAN 220 S. CENTER
Council member Stowe explained this Business License goes with Mr. and Mrs. Hartman's Conditional Use Permit. Mr. and Mrs. Hartman's Business License meets all requirements and Planning and Zoning has approved it. Council member Stowe made a motion to approve the Business License for Mr. and Mrs. Hartman. Council member Graham seconded the motion. Motion carried with Council member Stowe, Torgersen, Barnes, Allen and Graham voting aye.
HOUSE ADDITION - JOHN AND PEGGY MEISENBACH - 425 W. 475 S.
Council member Stowe explained this project. This project meets all requirements and Planning and Zoning has approved it. Council member Stowe made a motion to approve the Municipal Project Approval Form for Mr. and Mrs. Meisenbach. Council member Torgersen seconded the motion. Motion carried with Council member Barnes, Allen, Torgersen, Graham and Stowe voting aye.
BUSINESS LICENSE - JAMES AND CAITLIN CLERY - 325 W. MAIN ST.
Mrs. Clery explained their Business to the Council. Mr. and Mrs. Clery's Business License meets all requirements and Planning and Zoning has approved it. Council member Stowe made a motion to approve the Business License for Mr. and Mrs. Clery. Council member Graham seconded the motion. Motion carried with Council member Barnes, Allen, Stowe, Torgersen and Graham voting aye.

GARFIELD COUNTY SHERIFF DANNY PERKINS - UPDATE
This item was tabled.
BOB AND LISA HARTMAN - WATER AND SEWER CONNECTION
Blaine Porter said the sewer line runs down 300 and 200 South so Mr. Hartman will have to run a line to hook into the City line at his cost. This item was discussed at length. Council member Torgersen made a motion to approve the Water and Sewer Connection for Mr. and Mrs. Hartman. Council member Stowe seconded the motion. Motion carried with Council member Stowe, Barnes, Graham, Allen and Torgersen voting aye.
WILD WEST RETREAT & COWBOY COOKOUTS - LIMITED SERVICE LIQUOR LICENSE - 44 W. MAIN
City Recorder Steed explained Wild West Retreat & Cowboy Cookouts is asking for a Limited Service Liquor License for their business located at 44 West Main and needs local consent to go forward for a State Permit. Council member Graham made a motion to approve a Beer License and local consent for the Limited Service Liquor License for the Wild West Retreat and Cowboy Cookouts located at 44 West Main. Council member Torgersen seconded the motion. Motion carried with Council members Graham, Stowe, Allen, Barnes and Torgersen voting aye.
APPOINT PLANNING AND ZONING MEMBERS
City Recorder Steed said Lori Coleman, Elaine Lott and Lawrence Barnes are interested in serving a three year term as a Planning and Zoning member. Council member Barnes stated a conflict of interest because Lawrence Barnes is her husband. Council member Stowe said Elaine Lott has a lot of experience so she would like to see her appointed for another three year term. Council member Stowe made a motion to appoint Elaine Lott to serve a three year term as a Planning and Zoning member. Council member Torgersen seconded the motion. Motion carried with Council members Allen, Graham, Stowe, Barnes and Torgersen voting aye.
Mayor Taylor said he thinks Mr. Barnes has rearranged his schedule to be able to serve as a member of Planning and Zoning. Mayor Taylor said since Mr. Barnes was appointed as an alternate he has been to every meeting. Council member Stowe said Mr. Barnes has also filled in as a member almost every meeting. Council member Torgersen made a motion to appoint
Lawrence Barnes to serve a three year term as a Planning and Zoning member. Council member Graham seconded the motion. Motion carried with Council members Allen, Graham, Stowe and Torgersen voting aye. Council member Barnes abstained because
Mr. Barnes is her husband.
APPOINT PLANNING AND ZONING LIAISON
Mayor Taylor with the advice and consent of the City Council appointed Council member Stowe to serve as the Planning and Zoning Liaison. Council member Torgersen made a motion to appoint Council member Stowe as the Planning and Zoning Liaison. Council member Allen seconded the motion. Motion carried with Council members Graham, Stowe, Barnes, Allen and Torgersen voting aye.
LOUISE BARNES - ASPHALT PATCHING
Council member Barnes said the winter has been hard on the roads and they need to be chip sealed this year. Council member Barnes is asking for two pallets of asphalt patch to repair the roads and get them ready for the chip seal. Council member Barnes said the two pallets of asphalt patch will be $1,186.57 delivered. City Recorder Steed said the money to purchase the asphalt patch is in the budget. Council member Barnes made a motion to purchase asphalt patching up to $1,186.57. Council member Stowe seconded the motion. Motion carried with Council member Barnes, Torgersen, Allen, Graham and Stowe voting aye.
LOUISE BARNES - BROOMS FOR SWEEPER TRUCK
Council member Barnes said we need new brooms for the Sweeper Truck. Council member Barnes said with the Tour of Utah coming this year she would like to make sure we have good brooms to sweep the streets. The new brooms will cost around $1,100.00. Council member Barnes made a motion to purchase new brooms for the Sweeper Truck up to $1,100.00. Council member Allen seconded the motion. Motion carried with Council member Allen, Torgersen, Graham, Stowe and Barnes voting aye.

ADMINISTRATIVE
The Administrative Department had nothing to report.
PUBLIC WORKS DEPARTMENT
The Public Works Department had nothing to report.
FIRE DEPARTMENT
The Fire Department was not present at said meeting.
COUNCIL REPORTS
MAYOR JERRY A. TAYLOR
Mayor Taylor said there will be a Tour of Utah meeting following this meeting and invited everyone to stay. Mayor Taylor said we still need a couple more Committee Directors and volunteers, but things are coming together. Mayor Taylor said next Tuesday, Tori Trice and a few other members of the Tour of Utah, will be meeting here at the City office at 2:00 p.m.
Mayor Taylor said he wants the employees to know how much he appreciates them being up late and early in the morning to plow the roads. Mayor Taylor said he also appreciates the EMT's and their early morning response. Mayor Taylor publicly thanked all the volunteers in this community.
COUNCIL MEMBER GREG ALLEN
Council member Allen asked Blaine Porter if the Airport got plowed. Mr. Porter said yes, twice.
COUNCIL MEMBER MELANI TORGERSEN
Council member Torgersen thanked the employees and citizens for helping with the snow removal.
COUNCIL MEMBER GUY GRAHAM
Council member Graham had nothing to report.
COUNCIL MEMBER MARLENE STOWE
Council member Stowe had nothing to report.
COUNCIL MEMBER LOUISE BARNES
Council member Barnes had nothing to report.
UNPAID BILLS
Council member Barnes made a motion to pay the unpaid bills. Council member Stowe seconded the motion. Motion carried with Council members Barnes, Graham, Allen, Torgersen and Stowe voting aye.
EXECUTIVE SESSION
There was no Executive Session needed at this time.
Council member Torgersen made a motion to adjourn the meeting at 6:37 p.m.
Council member Stowe seconded the motion. Motion carried all in favor.
