- MONA CITY COUNCIL MEETING JANUARY 12, 2016 7:00 PM THE MEETING CALLED TO ORDER BY MAYOR GREG NEWTON PRESENT: Gregory A Newton - Mayor Molli Graham- Council Member Jeffrey Hearty - Council Member Jonathan Jones - Council Member Katrina Long - Council Member Jeffrey Smith - Council Member GUEST: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Everd Squire -Director of Finance, Allen Pay Water Superintendent, Lyla Spencer, City Recorder, Frank Riding, Bill Mills, Steve Ewing Susan Gubler, Lisa Woodland, Dan Woodland, Mike Stinger, Brayden Kay, Bailie Kay, Kasey Wright (City Attorney)Sara Samuelson OPENING PRAYER: Councilmember Jonathan Jones PUBLIC HEARING: Mayor Greg Newton called to order, following a motion by the council to meet as a board of the LBA, (Local Building Authority). This is the second and final meeting on the proposed community center, which is required by the CIB. The CIB will meet on February 4, at that time the city will know whether the project is approved or not, if it is not approved, there will not be a new community center. 'We are not going to raise taxes, utilities or fees to pay for the building' said Newton, and added, 'We are able to take monies from any budget source to make yearly payments.' Mayor Newton then opened the floor for comments and questions for those present to voice their opinions. Mayor Newton reminded those in attendance to come forward and state their name so that the hearing can be recorded properly. 'I have prepared a handout of questions I have heard from our constituents,' Mayor Newton told those in attendance. (Hand out it attached and will become a permanent part of the minutes for public viewing.) 'We will try and answer them the best we can.' Said Mayor Newton Bill Mills had a question on the location, asking if it is being proposed to be built by the maintenance building. Mills had concern in regard to the hard ground in that area and asked if the engineers that performed the measurements/testing had taken that into consideration? Mayor Newton told him that has been taken into consideration, certain specification will have to be made before the project begins, and they will have to dig down into virgin ground. Councilmember Jeffrey Hearty said, 'If we can find another acceptable place, we may take that into consideration, but right now this is the location we favor.' Mayor Newton said, 'That is the only piece of ground the city owns, and if the city has to spend another $90,000 to $100,000 to build the building, the project won't fly, it is too expensive.' MONA CITY COUNCIL MEETING JANUARY 12, 2016 7:00 PM Mike Stringer then addressed the council by saying, it was his understanding they were not going to have a meeting until the 4th, and wished there was more time so it could have been on the ballot. He also thought there was not enough time to give the people the opportunity to voice their opinion. Stringer said he doesn't feel real good about the prospect of a new community center and is not certain it is needed. He said he just has a bad feeling about it. Councilmember Hearty told him, 'Until a short time ago, I would have agreed,' Hearty continued, by telling him, 'This building is not safe and this edifice has outlived its usefulness.' Mayor Newton said, 'Our building is 60 years old and does not comply with either ADA or Life Safety requirements.' Newton continued, 'We are so very limited in space to do city business and give the public access for public hearings and council meetings.' Councilmember Jonathan Jones told those in attendance, 'This building could be used, interior framing could be used but that would make the building even smaller. Perhaps it could house a little library, but I am very much in favor of building a new facility.' Dan Woodland addressed the council by asking, 'Who deemed this building unsafe?' Bill Mills asked, 'What will happen to the EMT building attached to the west section of the building?' Mayor Newton responded by saying, 'It was built in the late 90's, so it should have been built according to code, it can be left.' Mayor Newton also told those in attendance, 'We are looking down the road 30 to 40 years, our city is not going to get smaller and the need for an available community center that can be used by all of our citizens grows and becomes more in demand each year.' Dan Woodland said he was present to learn but wondered as a contractor if the city had looked at adding on or remolding, there are some pretty creative ways to do that. 'I am a big fan of making do with what we have.' Said Woodland. 'It will not be a fancy building, but is very conservative.' Said Newton. Councilmember Graham asked, 'Can we take just the grant money?' No they cannot, it is a packaged deal and any change would require the city resubmit.' Said Mayor Newton. Finance Director Everd Squire said, 'This project has been on the CIB list for the past 20 years, it was on the list when I was mayor, this is as good a deal as you can get, it is quite doable.' One of the requirements is, the city needs to be on the list of proposed projects before they can apply. Everd concluded by saying, 'We do not have to earmark a revenue stream so we will not have to raise water fees, etc.' Mayor Newton then closed the public hearing at 7:30 p.m. thanking those in attendance for their comments, questions and opinions and reminded them that the council will continue to work on this, come up with the best solution, and the final decision will not be made that night. Mayor Newton asked for a motion to end the public hearing for the proposed community center and move into the regular council agenda. Councilmember Jeffrey Hearty made a motion to adjourn the public hearing and move into the regular council meeting. Councilmember Jeffery Smith made a second to that motion. The vote was unanimous. (1st Motion) APPROVAL OF DECEMBER 8, 2015 MINUTES: Councilmember Jonathan Jones made a motion to accept the minutes of December 8, 2015 as written. Councilmember Molli Graham made a second to that motion. The vote was unanimous. (2nd Motion) MONA CITY COUNCIL MEETING JANUARY 12, 2016 7:00 PM OATH OF OFFICE: Three council members were sworn in, and the three took the oath of office at the beginning of the council meeting. Lyla Spencer City Recorder administered the oath of office to incumbents Jeffrey Hearty and Jonathan Jones. Katrina Long also took the oath and will be the newest member of the council, replacing Frank Riding. APPRECIATIN (FRANK RIDING): Mayor Greg Newton presented outgoing councilmember Frank Riding a plaque of appreciation for his eight years of service as a member of Mona City Council. Mayor Newton told Riding, 'You have certainly earned this award.' COUNCIL ASSIGNMENTS: All current council assignments will remain the same; Councilmember Katrina Long will replace Frank Riding, and will take over his assignments. They will divide the responsibilities up so Long will not be responsible for the entire Pioneer Day Celebration. Councilmember Long will remain the chairman of the main celebration, Councilmember Jonathan Jones will be over the parade, Councilmember Molli Graham will be over the dinner and Councilmember's Jeffrey Hearty, Jeffrey Smith and the Mayor Newton will be over the set up and tear down. Councilmember Long will also be over the city and DUP (Daughters of the Utah Pioneers) parks. STAFF APPOINTMENTS FOR 2016: Staff Appointments are as follows: City Recorder: Lyla Spencer, Director of Finance: Everd Squire, Treasurer/Administrative Asst.: Michelle Dalton, Water Master: Allan Pay, City Attorney Kasey Wright, Building Inspector Veryl Wilkey, Planning & Zoning Secretary: Sara Samuelson, Planning Commission, reappoint all (except Ron Beatty) Planning Commission Frank Riding. GREEN WASTE SURVEY RESULTS: 'That was not a successful survey,' Mayor Greg Newton told the council with the following results: Newton told the council and those present they had 73 responses and 300 non responses. 21 said they did not want to worry about green waste pickup, 24 wanted the green waste can, and 28 wanted the dumpsters placed in different locations in the city. Councilmember Long told the council, 'A phone survey would be cheaper.' Michelle Dalton Secretary suggested posting the survey on the city's Face book page, Planning & Zoning Secretary Sara Samuelson said she feels an online survey would bring a much greater response. It was agreed the survey would be posted on the city's Face book page so members of the community will be able to response more easily. PLANNING AND ZONING: Planning and Zoning Chair, Lynn Ingram came before the council with a report on their meeting of January 6th, 2016 at 6:00. The meeting went as follows; 1. Discussion and Possible Action Items: Priority Home, Brayden Kay, Lot # 17 Building Permit, location 688 E Center Street, they have meant all their requirements, with shared water right from Ellis Kay. Planning & Zoning recommended a building permit be issued to Priority Homes, Braden Kay, Lot #17 at 688 E Center Street. MONA CITY COUNCIL MEETING JANUARY 12, 2016 7:00 PM Justin Lowry came in for an Accessory Building Permit, address 742 South 50 West the building will measure 18' x 18'. He has meant all the requirements; he will build the structure himself. Planning & Zoning then requested a building permit be approved for Justin Lowery for an Accessory Building. Ingram made a recommendation to issue both building permits, voice vote only. There was no motion called for either building permit. They then went into a work session in regard to the City Code Title 10 Chapter 8, which will be on the agenda January 26. DELEGATIONS: Mayor Newton told the council they need to review and set the fees for the year 2016, to be implemented by the city. Mayor Greg Newton announced the 2016 fee schedule adopted (3rd Motion) COUNCIL BUSINESS: Councilmember Jonathan Jones proposed a State of the City address for their next council meeting. He suggested each council member talk about their area of responsibility and goals they would like to achieve. He would like them to be prepared to share their strength and weakness during that time. Councilmember Jeffrey Hearty told the council two boys escaped from the Boys Home west of the city a few days ago, and suggested an alert be made throughout the city when something like this happens, and added we must be vigilant, smart and be aware as a community of what is going on, and how many people are involved in the incident, do they have relatives in the city, and so forth. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 12/09/2015 to 1/12/2016; he asked if there were questions on the disbursement. There was a question on Taurus Plumbing & Excavating, check #10141in the amount of $395.00 and Sterling Codifiers, check #10188 in the amount of $500.00. Questions were answered sufficiently. There were seven (7) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. FYI: There were four (4) motions voted upon and passed, a motion to close the public hearing, a motion to approve the December 8, 2015 minutes, a motion to approve the 2016 fee schedue, and a motion to adjourn this meeting of January 12, 2016. PAY FINANCES ADJOURNMENT: Councilmember Jeffrey Hearty made a motion to pay the finances and adjourn, council member Jonathan Jones made a second to that motion, all were in favor, the vote was unanimous. (4TH Motion) The city council meeting was then adjourned at 8:30 p.m., with no further comments. EXECUTIVE SESSION, IF NECESSARY An Executive Session was called at 8:35 p.m by Mayor Greg Newton, and conducted by Mayor Greg Newton. The purpose for the session was to discuss pending or reasonable imminent litigation. Those in attendance were Mayor Greg Newton, City Recorder Lyla R Spencer, City Attorney Kasey Wright, Councilmember's, Molli Graham, Jeffery Smith, Jonathan Jones, Jeffrey Hearty and Katrina Long, also present: Lynn Ingram P&Z Chair, and Sara Samuleson P&Z Secretary. A motion was made by Councilmember Jeffrey Hearty, at 9:50 p.m. to adjourn the executive session and a second by Councilmember Jeffrey Smith. The motion carried.
