SPECIAL MEETING MINUTES
DECEMBER 29, 2015
The Special Meeting of the Board of the Washington County Commission was called to order by Chairman Alan D. Gardner at 4:00 p.m. on December 29, 2015, in the Washington County Commission Chambers, 197 East Tabernacle St. George, Utah. Those in attendance were Chairman Alan D. Gardner, Commissioner Victor Iverson, Commissioner Zachary Renstrom, County Administrator Dean Cox, Deputy County Attorney Jodi Borgeson, and Deputy County Clerk Nicholle M. Felshaw.

CONSENT AGENDA:
The Consent Agenda is a means of expediting routine matters which come before the Commission for approval. The Consent Portion of the agenda is approved by one (1) non-debatable motion. If any Commissioner wishes to remove an item from the Consent Portion of the agenda, then that item becomes the first order of business on the Regular Agenda.
- Consideration of Amendment to Agreement between The State of Utah Division of Parks and Recreation and Washington County for a Three Month Extension on the Recreation Non-Motorized Trail Matching Fund Program to Complete the Confluence Park Entry Points
- Consideration of Approval to Addendum to the Pictometry Contract
MOTION: Motion by Commissioner Renstrom to Approve the Consent Agenda as presented. Motion seconded by Commissioner Iverson and carried by unanimous vote, with Commissioners Gardner, Iverson and Renstrom voting aye.
REGULAR AGENDA ITEMS FOR CONSIDERATION:

Clerk/Auditor's Office, 20 laptop computers for elections ($10,626.48)
Convention & Tourism Office, Smart Bldg. conversion for Dixie Center ($205,000.00)
Sheriff's Office, 2016 Mirage 6'X12' Trailer ($2,690.00)
Sheriff's Office, 2016 Mirage 8.5'X16' Trailer ($5,400.00)
Sheriff's Office, 2016 Mirage 20' Trailer ($5,500.00)
St. George Convention & Tourism Director Roxie Sherwin stated that the Smart Building conversion will be allocated from the Tourism Related Projects budget. This purchase request will allow an upgrade to the Dixie Center to convert it to a 'Smart Building' that enables all of the meeting rooms to link together with computers, monitors and live streaming. This will make it possible for larger groups to meet in different rooms yet communicate, hear and see the same message. In addition, this will allow the capacity of the Dixie Center to expand without adding to the construction of the building. If approved, the project should be completed by February.
Purchasing Agent Mark Blanch clarified that the Sheriff's Office has three (3) purchase requests for trailers from the same vendor, totaling $13,590.00.
MOTION: Motion by Commissioner Iverson to Approve the Purchase Requests as Presented. Motion seconded by Commissioner Renstrom and carried by unanimous vote, with Commissioners Gardner, Iverson and Renstrom voting aye.
CONSIDERATION OF RESOLUTION NO. R-2015-1980, A RESOLUTION APPROVING THE INTERLOCAL COOPERATION AGREEMENT FOR JOINT AND COOPERATIVE ACTION FOR EXPLOSIVE DEVICES RESPONSE AND RATIFYING EXECUTION THEREOF
Washington County Sheriff Cory Pulsipher stated that this Resolution allows Washington County and Washington City to contribute personnel and equipment towards special training in identifying, investigating and rendering safe suspected explosive devices. The additional training takes approximately two (2) years to become fully certified on the specialized team. The team size is determined by Federal regulations and currently Washington County has a team of five (5) consisting of: two (2) members from St George, two (2) from Washington County and one (1) from Washington City.
MOTION: Motion by Commissioner Renstrom to Adopt Resolution No. R-2015-1980, a Resolution Approving the Interlocal Cooperation Agreement for Joint and Cooperative Action for Explosive Devices Response and Ratifying Execution Thereof. Motion seconded by Commissioner Iverson and carried by unanimous vote, with Commissioners Gardner, Iverson and Renstrom voting aye.
CONSIDERATION OF PUBLIC DEFENDER AGREEMENTS FOR 2016
Washington County Administrator Dean Cox stated that Washington County is currently in the process of filling two (2) public defender vacancies that were properly advertised. Ariel Taylor submitted an application, has experience representing indigent defendants and has been actively involved with the County's public defense efforts which includes meeting regularly with the public defender team. Mr. Cox recommends that Mr. Taylor be awarded one (1) of the public defender contracts.
MOTION: Motion by Commissioner Iverson to Approve the Public Defender Agreement with Ariel Taylor. Motion seconded by Commissioner Renstrom and carried by unanimous vote, with Commissioners Gardner, Iverson and Renstrom voting aye.
There being nothing further to come before the Commission, the meeting was adjourned at 4:14 p.m.
