Chairwoman Shirley Begay called the meeting to order. Those present were Ed Geary, Comm. Ethan Migliori, Shirley Begay, Ray Peterson & Bernice Payne. Those excused were LaMar Guymon, Jan Peterson, Mervin Miles, Dottie Grimes, Wade Allinson, Vernell Rowley & Comm. Cowley.
Invited guests were: Joel Boomgarden and Val Payne.
Bernice read minutes for August and September, 2015. Ed and Ethan moved that they be accepted, seconded and all approved. There was a meeting in Oct., but miscommunication resulted in only two members attending.
Discussion was held on the completion of the Swinging Bridge job. The State was pleased that we had accomplished so much in one grant. We will think about getting another grant to replace the rotting timbers in the floor. We wondered if the State had paid the grant money to the County. Ethan will check on that.
Joel Boomgarden, a representative from SITLA was invited to join our meeting. He is working with his group to do some signage on the desert. His project is entitled 'The Spirit Railroad.' He brought maps and pages showing their proposal. It looks like a great project and we are excited for help in making other great historical projects known to the general public. A nice pole fence will be installed and a covered kiosk on the ridge near the rock houses and the railroad grade, just south of Cedar Mountain. Val mentioned that he hoped the area would not miss any of the great sites like the rock chimney and a wooden trough. Joel said that if they just let the people explore the area on their own instead of following a designated trail the liability would not be as big a problem. They are hoping to start the project this spring sometime.
Val asked if they might consider adding photos and narrative to their sign. Others have just been a narrative. Shirley made him copies of the other interpretive signs we have done. Val wondered if SITLA might consider doing theirs to match the others that we have done in the past that are in the area. Joel wondered about the durability of the photos on our other signs. We explained that there is a 10 yr. guarantee on the signs.
Joel also asked if there was a way that our citizens might help to keep an eye on these sites. If there is anything that needs repair, that the citizen might take a photo and forward it SITLA so that the quality of the site might be preserved.
Ed said that he would like to see something done like the 'Adopt a Highway' project. Folks could be found that would take it upon themselves to select a spot and 'adopt it' to monitor its safety and durability. We agreed that that was a great idea. We will look at ways to pursue that; 'Site Stewards'. Joel also mentioned that getting people involved always helps in keeping a project protected, as does putting a picture of an American flag somewhere on the sign. Other organizations that might help are the local Rock Art Assoc., & the Biking group etc.
Joel said that if we are aware of other sites that might be on SITLA ground, we could take photos and SITLA would consider adding the site to their 'possible project' list.
We discussed if Summerville was on SITLA ground as that is another area that is worthy of signage. Hidden Splendor was suggested by Comm. Migliori, but then it was decided to wait to see what happens with the proposed new Public Lands Initiative now in Congress. Ethan said that we had about $1500-2000.00 still in our account. If Summerville is not on SITLA ground, we might use that money to do an interpretive project there.
We asked Joel to let us know how we might, as a Preservation Commission, help in any of their projects. We have used in the past, some of the residents at the jail and they are terrific workers. He will let us know when it gets closer and we will coordinate getting some help. He said he'd send an email.
As Joel was finished with his presentation, he left.
We continued for a few minutes talking about those members of our Commission whose terms have expired and will not renew-like Vernell, Shirley Begay and possibly Mervin Miles. Wade and Jan are contemplating resigning. Ethan said he would talk to Wade. Two possible new members might be Val Payne and Jerry Livingston. Val responded favorably and Ed will ask Jerry. As business seemed to be finished we adjourned.
Our next meeting is scheduled for 23 February, 2016. (If we have nothing to discuss, it may be postponed)
