November 10, 2015
The Elwood Town Council met at the Elwood Town Hall, 5235 West 8800 North, Elwood, Utah, at 7:00, November 10, 2015. The following members were present consisting of a quorum.

WELCOME
ADMINISTRATION
Councilmember Yates gave the opening prayer.
Councilmember Howard was absent.
Councilmember Nelson was absent.
Minutes for October 13, 2015 town council meetings was presented for approval.
Councilmember Yates made a motion to approve the minutes for October 13, 2015. Councilmember Laurie Nielsen seconded the motion.
Item#1 Water Rate Study-Mayor Nelson stated that Terry Smith completed the water rate study for Elwood and he gave us 2 rate scenarios. Mayor Nelson stated that the water rates now are 0-10,000 gallons $36.00 for a base rate. Mayor Nelson stated that we were planning on growth and in 2008 the market crashed. Mayor stated that we will need to look at the sewer rates as well in the next few months. Mayor Nelson asked the council to look over the rate study and would like to discuss it in the Dec meeting and would like the rate change to take effect in Jan 2016. Steve Woerner stated that on the state of Utah's website the average water bill is 58.70 a month.
Item #2 Youth Council Report- no one was present to report.
Item #3 Planning Commission report-Councilmember Laurie Nielsen reported that Tom Newman's subdivision plan for one home was approved. Councilmember Laurie Nielsen stated the planning commission thought the trees on Hansen corner might be a safety problem. Mayor Nelson stated that he talked to Kevin Hansen and he was going to take care of the trees.
Mayor Nelson announced that Brady Theurer was no longer on the planning commission and would like Gina Marble to advertise for the opening.
Item #4 Curtis Crouch-Animal Control report-was not present.
Item #5 Deputy Wiggins-Sheriff's Department report-Officer Wiggins reported that Elwood had 28 calls for this month, things are pretty quiet in town.
Item #6 Sewer Connection-Steve Woerner stated that a sewer connection for one house was more than the cost of the impact fee. Steve Woerner stated that in the fee resolution it's $630 for the impact fee or the actual cost whatever is greater. Mayor Nelson asked to address the cost next month. Councilmember Laurie Nielsen don't like the idea if raising everything. Councilmember Yates would like to keep it how it is and just let the people that pull the building permit know it may be more than the impact fee. The council agreed.
Item #7 Ditch & Shoulder work on 4400 west- Mayor Nelson stated that we got the go ahead for Dennis Francom to fix the shoulder but Dennis stated that he is not going to pay for any of it. Mayor Nelson told Dennis that the town will pay for the project because it's a town road and the town will pay to put the ditch back in also. Mayor Nelson asked Steve to go ahead and get the project done.
WATER
Councilmember Yates stated that we replaced the water line on 9600 n. on the frontage road going to the tractor supply. The project is going to coast more then what was expected we had some issues. We had to cross the highway and hook on to the other side of the road. When we fixed the old line we saved 15,000-20,000 gallons of water a day. Steve Woerner stated that Valley Implement will help with some of the cost.
Councilmember Yates stated that we have no signature for the Coldwater springs project yet.
SEWER
Steve reported that we helped a citizen clean his main sewer line to his house and the main line for the system is good.
PARKS AND RECREATION
Councilmember Laurie Nielsen had nothing to report.
ROADS
Councilmember Nelson was absent. Steve Woerner reported that he has P&V paving lined up to do some work repair by Hansen Park and Fridals.
EMERGENCY PREPARDNESS
Councilmember Howard was absent.
OTHER
The Webelos scouts worked on a project, the project was ways to better the town some of the ideas were: a grocery store, bike track, horse riding, skate park and a shooting range. The council thanked them for thinking of Elwood's future.
Mayor Nelson announced NIMS training will be at the Elwood Town Hall on Nov 21 @ 9:00 am
Mayor Nelson announced that the Christmas dinner will be Dec 9 @ 6:00 at Maddox.
Councilmember Laurie Nielsen made a motion to adjourn, Councilmember Yates seconded the motion and the remaining council agreed. Meeting was adjourned at 7:41p.m.
