PANGUITCH CITY COUNCIL MINUTES NOVEMEBER 10, 2015 CITY COUNCIL - 6:30 P.M. LIBRARY CONFERENCE ROOM 25 SOUTH 200 EAST PANGUITCH, UTAH 84759 _______________________________________________________ Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, Council Members Lloyd Brinkerhoff, Trudi Owens, Kim Soper, Rick Miller and Alan Johnson. City Attorney Barry Huntington was absent. Others present were Mike Johnson, Andy Black, Robert Burns, Officer Kevin Moore, Randy and Becky Yard. The meeting was called to order at 6:30 pm. OPENING CEREMONY Council Member Lloyd Brinkerhoff conducted the opening ceremony. ADOPTION OF THE AGENDA Trudi Owens moved, seconded by Kim Soper to adopt the agenda as outlined. The motion passed with all in favor. APPROVAL OF MINUTES Lloyd Brinkerhoff moved, seconded by Alan Johnson to approve the minutes as corrected. The motion passed with all in favor. POLICE REPORT Officer Kevin Moore reported to the City Council. There have been some complaints about kids on 4 wheelers. Officers will be watching to be sure rules are being followed. The fire truck and police escort for the PHS volleyball team after winning the State Championships had some safety issues. ELECTION CANVAS Kim Soper moved, seconded by Lloyd Brinkerhoff to accept the Election Canvas. The motion passed with all in favor. FIREFIGHTER AWARDS- MIKE JOHNSON Mike Johnson and Andy Black stated to the City Council that they would like to hand out years of service awards to help with retention of firemen. They would like to present awards at 5 years and pins every 5 years thereafter. Currently there are twelve firemen that have volunteered for more than five years. Trudi Owens moved, seconded by Alan Johnson to approve the donation of $970 for firemen awards. The motion passed with all in favor. WATER BILL-ROBERT BURNS Robert Burns asked if he could pay $100 on his water bill Dec. 4, Jan. 4 and Feb. 4; then March 4 pay off the remaining balance. Lloyd Brinkerhoff moved, seconded by Rick Miller to approve the payment plan for Robert Burns, if any payment is missed water will be shut off. The motion passed with all in favor. LIGHTING PROJECT/DEBT REDUCTION Council Member Trudi Owens passed around a proposal to pay off the City's debt faster by increasing the sewer bill $2 and applying the savings from the lighting project to the GOP bonds. The options were discussed. Trudi Owens moved, seconded by Alan Johnson to table lighting project/debt reduction. The motion passed with all in favor. PENDING BUSINESS No changes to pending business at this time. DEPARTMENT REPORTS Triple C-The Triple C roof has been repaired. The roping chute has arrived and the loading chute should be here soon. Concessions-One proposal for the Triple C concessions has come in. the Triple C committee is currently reviewing it. Ice Fishing Derby-Garfield County also donated money to help with the Panguitch Fishing Derby. Water Shed Signs-Signs have been ordered. BIC-The leak from the air conditioner in the BIC building has been fixed. Capital Improvement-City Manager Lori Talbot passed around a Capital Improvement list. Which contains a one year plan and a five year plan. The City Council will review the list and make changes as needed. CURRENT BILLS The council reviewed the current bills to be paid. Trudi Owens moved, seconded by Alan Johnson to pay the current bills. The motion passed with all in favor EXECUTIVE SESSION The executive session was not needed.
