WASHINGTON COUNTY RAP ADVISORY BOARD
SPECIAL MEETING MINUTES, SEPTEMBER 29, 2015
Chairman Gary Sanders called the RAP Advisory Board to order at 12:00 PM on Tuesday, September 29, 2015, in the Conference Room of the Washington County Administration Building, 197 E. Tabernacle St., St. George, UT 84770. Those in attendance were: RAP Advisory Board; Gary Sanders, Summer Robertson, Todd Jones, Douglas Caputo, Allison Hunt, and Richard Kohler. Others in attendance included; Deputy County Attorney Jodi Borgeson, County Clerk/Auditor Kim Hafen, Internal Clerk/Auditor Trevor Coombs, County Administrator Dean Cox, Deputy County Clerk Cheyenne W. Bentley, Executive Director of Development for Tuacahn Jeff Fisher, Tuacahn CEO Kevin Smith, Tuacahn COO Kevin Warnick, and Tuacahn Center for the Arts Board of Directors: Sue Cox and Nelson Hafen.
RAP Board member Clyde Johnston was excused from the meeting.
WELCOME: CHAIRMAN GARY SANDERS
Chairman Gary Sanders welcomed everyone in attendance and mentioned that the application submission deadline has passed. There have been forty-three (43) applications submitted for the RAP Board to review and consider.
APPROVAL OF MINUTES: JULY 21, 2015, JULY 28, 2015 AND SEPTEMBER 22, 2015
Motion: Motion by Todd Jones to approve the minutes of July 21, July 28 and September 22, 2015 as presented. Motion seconded by Douglas Caputo and carried by a unanimous vote.
REVIEW OF TUACAHN'S RAP APPLICATION
Chairman Sanders read aloud a resolution which included the recommendation of the Board to the County Commission regarding the decision of Tuacahn's potential RAP funding award.

Several of the Board members raised concerns about Tuacahn being closed off to local artists who may wish to use the facility. Item two (2) in the resolution seeks a written plan from Tuacahn addressing ways to enhance and encourage the use of their performance and rehearsal facilities, with reasonable costs and scheduling policies by other Washington County cultural arts organizations.
Tuacahn plans to upgrade the lighting system it currently has, which in the long run will save them money. Another concern raised was if money is being saved over the course of time, will they still need the $125,000 funding being awarded each year.
Despite the Board having several concerns in regards to Tuacahn receiving a significant amount of funding, ultimately, they felt that due to the economic impact Tuacahn has on the community, it is a good investment and Tuacahn has proven itself to be a worthwhile organization.
Motion: Motion by Todd Jones to accept and recommend to the County Commissioners the set forth resolution with the addition of the word 'ongoing' to the last sentence in item number two (2). Motion seconded by Douglas Caputo and carried with a majority vote 5-1.
Executive Director for Tuacahn Jeff Fisher and Tuacahn CEO Kevin Smith, thanked the Board for all the time they have put into reviewing their application and for taking the time to meet with them and understand Tuacahn's needs for the future.
County Administrator Dean Cox also expressed appreciation to the Board for all the work that has been put into starting this new RAP Tax Advisory fund process. He mentioned that he appreciated the diverse views of each Board member and stated that was exactly what the County had hoped for in regards to a functioning Board.
