- The Utah Educational Savings Plan (UESP) has a proprietary imaging application suite that consists of multiple applications and is used by its staff in UESP's internal operations. UESP seeks to enter into a new contract for consulting services associated with its proprietary imaging workflow product. UESP has determined that there are adequate grounds to issue a sole source contract pursuant to Utah Procurement Code section 63G-6a-802(3). The UESP Imaging Application Suite consists of multiple applications. Functionality and customized features of the applications include: -Functionality developed within the application suite to monitor and control the ability to enter forms based on the time of day forms are received by UESP. -Assignment of attributes to imaged documents including dates and times an employee completes a document. -Review of attributes by supervisory staff with recorded date and time stamp when the review occurred. -Management of documents received by fax, mail, or scanned into a network folder. -Organization of documents into folders to be entered into UESP's record keeping system in a specific order. -Archival of documents with attributes that can be referenced by UESP staff. -Ability to view and record imaged contribution check transactional information into the UESP record keeping system. This public notice is being provided pursuant to Utah Code section 63G-6a-406. UESP is both the conducting procurement unit and the procurement unit acquiring the procurement item. The opening date for this solicitation is August 11, 2015 and it will close on August 17, 2015. A person may contest this sole source request prior to the closing of the solicitation period by submitting the following information in writing to UESP: (a) the name of the contesting person; and (b) a detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. No action is required if you agree this proposed purchase is a valid sole source request.
