Minutes of Elmo Town Council 01 July 2015 Attending: Casey Lofley, Stoney Jensen, Seth Allred, Dallen Skelley, Brent Hadfield and Delena Fish Citizens Attending: Jerald Schard, Deana Daley, Molly Skelley Others: Cindy and Jimy Schwegbil Mayor Lofley called the meeting to order and welcomed those in attendance. Citizens Concerns: None were presented. Town Employee Report: Jerald asked the council to determine the length of time decorations can be displayed at the cemetery before they are cleared for maintenance. The council agreed two weeks. Seth will order a sign to be placed at the cemetery. Jerald stated that as soon as Sutherlands gets more sod in he will be obtaining to care for the recent graves. He also asked about possible replacement of the sprinkler system at the cemetery. The system is old and continues to cause problems. The town discussed the possibility of grant to replace it. Dallen stated that Hobby Tractor's service person will be down on July 7th to work on the brush hog, sprayer or pick it up if repairs can't be done and take back. Seth said he should be around if needed. Animal Control Officer Report: Before Deana's report, Delena asked the council to review the flyer and ask if there were changes or additions wanted prior to being send out. Deana stated that she would like some language about the care of animals to ensure they have adequate food and water, especially during the summer month. She told of an instance where a dog was obviously in need of water. Dallen stated that he had been contacted by the household mentioned and they were extremely upset over the incident. Deana was told that her main responsibility is to pick up animals not on property. She is not to go on private property. Deana stated she still is in need of equipment. Dallen explained that due to budget year, equipment couldn't be ordered until after July 1st. Deana requested to be allowed to job shadow Carbon County Animal Control Officer to learn about scanning, etc. The council didn't feel that would be necessary due to the town not being able to purchase scanner and would not be sheltering any animals.. They also mentioned that if a tranquilizer gun is obtained, they could contact Emery County Sheriff's Department to do some training. Deana stated that she had set up a facebook page where citizens could contact her for appointments, etc. She also stated that she will go to residences homes sell licenses if they will contact her to set up a time. This is needed for those that are disabled and homebound. The council approved the flyer. Delena told council that it would cost approximately $65.00 in postage. Stoney motioned to approve the expense for the postage, Dallen seconded. Motion carried by roll call. All present voting yes. Sidewalk Project 2016: Brent reported that the design fee charged by CVSSD was $3400. Since it was previously approved if around $4000 that he told them to go ahead and design. Cemetery Markers: Stoney stated that he had not been able to get with Ben Grimes. He also mentioned this would be a great Eagle Project. The entire cemetery lots need to be realigned. Stoney mentioned when graves are being dug, it is a crap shoot when the graves are marked is it in the correct place. All council agreed that new markers to be laid, even if it means that current lot owners would need to be offered other grave sited to compensate for sites that may be lot in the remapping. Horse & Buggy Days: Molly stated that all plans are moving ahead. She wanted to know if the town council would serve dinner as last year. Stoney said he would. Others weren't sure if they would be available, but would if plans didn't hamper. She stated that she could put Deana on alert that servers may be needed. Fire Department confirmed they would head the foam pit. Brent said he is on top of the Bingo games. Show-d-o will be headed by Jessica Wright and Stephanie Andrus, but needs some help. Stoney said he would be available. Concessions will be the High School Soccer team. She asked the council if they wanted the movie, if so the screen that they have used in the past isn't available again this year. The council agreed the movie was a good idea. They gave permission for a portable screen to be purchased. Stoney said that he would get the screen. They also discussed the purchase of a popcorn maker as well. Stoney also said the fire trucks will be available for the Glow Run. Dumpster location follow up: Stoney stated after speaking with an individual on the CIB Board, that the project would need to be larger than the town anticipated. It would be best to have a design that would include not only an RV Dump, but bathrooms, grass, benches, etc. To turn it into the park like facility that travels could stop and rest. The council discussed this being a good thing to discuss with Todd Thorn when he comes in the fall. Brent stated redesigning and fixing the current ADA curb cuts to ADA new standards would also be a good project for the CIBG funding. Board Members Reports: Stoney reported that the LED lights being provided by Rocky Mountain Power are smaller than the current building lights. They are currently reviewing other possibilities. He also stated that the fire department will get the state fire grant again this year. The department is also in need of members. The council discussed ways to recruit. Stoney said that he would put up a flyers requesting volunteers. He also reported that the ISO classification was received. It is the same rating as in previous years. Delena's Items: Delena presented the June check and deposit report. Also asked who the town would like for grand marshal should the fair board request them as last year. The council agreed on asking Carolyn and Larry Randall. Dallen motioned to pay the following bills with the addition of Southwest Plumbing - $22.69 and KFJ-C Store - $54.02. Stoney seconded.
