APPROVAL OF JUNE 23, 2015 MINUTES:
Councilmember Jonathan Jones made a motion to accept the minutes of June 23, 2015 as written, Councilmember Jeffrey Hearty made a second to that motion. The vote was unanimous. (1st Motion)
PLANNING AND ZONING:
Planning and Zoning Chair Lynn Ingram presented the agenda for their meeting on Wednesday July 1, 2015 as follows; 1. Discussion and possible Action Items: Trevor and Nicole Woods came in for a building permit they are waiting on their paper work from the recorder's office to present to the Zoning Commission for that permit.
Troy Linton came in with plans to build a garage on the north side of his home, it will be partially buried, it will have a slab roof and designed to hold a carport on top and is designed to hold the weight. Veryl has approved the plans and P&Z does not see any issue with it. Troy is building the bottom part of the structure at the present time as the first phase.
Lynn said Planning and Zoning would like to make recommendations to issue a building permit for Troy Linton to build a concrete garage to attach to his existing home at 390 E 300 N. Councilmember Jeffrey Hearty made a motion to issue a building permit to Troy Linton to build a concrete garage attached to his existing home, Councilmember Molli Graham made a second to that motion. The motion carried. (2nd Motion)
Kert Stevens came in with a lot purchase question, letting the council know he is going to build a home across from Cody Adams to the east in the High Meadows Subdivision. Stevens wants to buy the lot connected to the lot he has purchased and wondered if there were issue with that. Ingram said Planning & Zoning could not see any issues; Stevens will be taking two half acre lots and making it into a one acre lot. The councilmembers were okay with it. Ingram said after thinking about it, there was one issue he had and that is Stevens not being a part of the developer/development; in the future he may be required to build a road or help finance a road in that area. Lynn said Stevens is well aware of that issue. Ingram said they will wait until Stevens completes his paperwork to continue with the purchase of that lot.

DISCUSSION ITEMS:
Juab County Sheriff's Department was on the agenda but not present for their report.
SECRETARY REPORT:
No Report Presented
DIRECTOR OF FINANCE:
Director of Finance Everd Squire presented the council members with the Disbursement Listing for Checking-dated 6/24/2015 to 7/14/2015. The council reviewed the report, and then Everd asked if there were questions on the checks in reference to this report.
Everd noted checks over $2,000 must have an initial by each councilmember.
There were seven (7) checks over the allotted amount of $2,000. The report was approved by the council with no further questions or comments.
The report is attached and will become a permanent part of the minutes for public viewing.
RECORDERS REPORT:
City Recorder Lyla Spencer read an affidavit/letter from Councilmember Frank Riding requesting his name be taken off the ballot for November 2015. The letter reads as follows: To whom it may concern: I wish to remove my name from the ballot for the 2015-16 re-election for Mona City Council. Thank You, Frank Riding.
The affidavit/letter was then signed by Councilmember Frank Riding. The council wished him luck and thanked him for a job well done.
Spencer told the council she has not heard from Sterling in a few days, they are reviewing and in the final stages of the cities' ordinances, they will get back with her when that is complete, she will keep the council updated.
She also reminded the council all hard copies of information presented at the council meetings are required to be added to the state website along with the current minutes.
COUNCIL BUSINESS:
Councilmember Molli Graham presented some samples of metal engraving images that can be made and placed on a large rock for the new welcome signs. There were three designs presented; tractor, horse and rider and a field image, they can be cut to any size said Councilmember Graham.
It later was decided by the council to delete the horse and rider and replace it with a Mt. Nebo image. The council will allow the Beautification Committee to choose a design from the three images presented.
Graham said, 'I'll get on it and it will be done.' A report will be given to the council at a later date.
Councilmember Jonathan Jones said he is still getting entries for the July 24 Celebration parade, and added if they know of more entries give him a call.
Jones said there is nothing as far as water rights that they should be concerned about and that will affect the city.
He has the royalty and the Grand Marshall (Mont Yates) all lined up, and added, Jen Christensen will be responsible for that. The entries for the parade will stage on 300 S at 9:00

Councilmember Jones said the tree on the northwest corner of 1st North near Cade Marsh, may need to be removed because of safety issues. Mayor Newton said some of it can be trimmed if necessary rather than moved. The council decided it is on the cities easement, if it is a safety issue the tree should be removed.
Councilmember Jeffrey Smith asked if they are still doing the wagon tours with Young Living to the pioneer cabin. They will be doing those said Councilmember Riding.
Councilmember Smith had a question on throwing candy since it is a county road. It is okay Mayor Newton told him.
He directed his next question to Councilmember Riding; Smith asked if they are to do the same thing with the money as they did last year. Riding told him yes.
Councilmember Smith had a question on the welcome signs for the city which was directed to Councilmember Graham; 'When we decide what we are doing with the welcome signs, are we going to take the old ones down?' He was told they will, the current signs measure 8'X 10'.
Councilmember Jeffrey Hearty will reserve his report for the executive session. Councilmember Frank Riding told the council he is still working on and planning the final phase of the July 24th Celebration, trying to get supplies, volunteers and items organized.
He is working on getting the ATV Class organized and waiting to get the needed information back.
In closing, Mayor Newton asked where the council got as far as getting a meeting set up with the irrigation company in regard to the effluent water. He reminded the council the meeting can be done in a work session.
Mayor Newton said he received a call from the Beehive Drive Auto Show to be held July 30, 2015 in the Mona City Park.
They would like to donate a $1,500 - $2,000 grant to a local college bound student and has asked the council to choose a student from Mona City. The council asked Michelle to write criteria for potential candidates to fill out.
The council would like to post the information on line, Face Book and the Cities Web Site, along with the Times News paper.
Last on the Mayor's report: the architect from Redmond City met with him and Everd in going over the proposed new city building to be built on the NE corner of the park. He said it is called the Design Build where they measured the elevation. The proposed building will measure approximately 100' x 70', with 70,000 square feet. He said he is looking for approval from the council and then he can move forward with the application. They will try and apply for grant money. He also asked the council to be thinking about incentives to get people in the community who have not connected to the sewer to do so. He asked city recorder Lyla Spencer to do some research on grant money and low interest loans that are available, and report back at the next city council meeting. We are looking at the older people who have lower fixed incomes he said.
FYI:
There were, three (3) motions voted upon and passed; a motion to approve the minutes of July 14, 2015, a motion to approve the building permit for Troy Linton to build a garage attached to his existing house, and a motion to pay the finances and close this meeting of July 14, 2015.
There were no further motions voted upon and passed.

PAY FINANCES AND ADJOURNMENT:
Councilmember Jeffrey Hearty made a motion to pay the finances, adjourn and go into executive session. Councilmember Jeff Smith made a second to that motion. The vote was unanimous; the city council meeting was adjourned at 9:34 p.m. with no further comments.
The council then moved into executive session.
The minutes for the regular council meeting will be added to the city records as Corrected.
EXECUTIVE SESSION, IF NECESSARY:
An Executive session was called by Councilmember Jeffrey Hearty and Planning & Zoning Chair Lynn Ingram and conducted by Mayor Greg Newton at 8:45 p.m. The purpose for the meeting: to hold a strategy session to discuss pending litigation, and water issues.
Those in attendance were; Mayor Greg Newton, City Recorder Lyla R. Spencer, Councilmember's Molli Graham, Jeffrey Smith, Jonathan Jones, Jeffrey Hearty, and Frank Riding.
Councilmember Jeffrey Hearty made a motion to close the executive session with councilmember Jonathan Jones making a second to that motion.
The executive session was adjourned at 9:48 p.m., with no further comments.
