Minutes of Elmo Town Council 06 May 2015 Attending: Casey Lofley, Stoney Jensen, Dallen Skelley, Brent Hadfield, Seth Allred and Delena Fish. Citizens: Jerald Schade and Deana Daley. Mayor Lofley called the meeting to order and welcome those in attendance. Citizen Complaints: No one expressed from the audience. Mayor Lofley asked council if they had received any - none were expressed. Todd Thorn - Association of Government: Delena reported that Mr. Thorn had called stating he would be unable to attend this evening due to a meeting. He requested to be placed on next months agenda. Town Employee Report: Jerald wondered about trimming trees. The council suggested several people to contact for bids. All Star Landscaping owned by Kevin Gilbert was recommended by Dallen. Dallen stated that he seems to be cheaper than other around. Jerald was told to get some bids. Also Jerald was reminded that Memorial Day is coming and requested that he ensure that the grass is cut low and ready for that day. Animal Control Officer Report: Deana reported that she will be going door to door to collect licenses. She stated that the Erickson dogs are causing problems, but she hasn't been able to catch them out. They are harassing the Larry Johansen girls on the way to the bus. The council told her to no longer issue warnings, to take directly to the shelter. She told council that she need equipment, ie., a catchpull, crates, heavy long arm gloves. The council suggested a tranquillizer gun. Stoney stated that he had IFA deliver a live trap to his home a few months ago. Dallen stated that he had a catalog that contains this type of equipment. Dallen will order. A motion earlier for purchase of equipment - therefore no need for a new one. Stoney motioned that the council close the regular meeting and open the budget hearing. Seth seconded. Motion carried. Delena reviewed the proposed 2016 budget and the proposed amended to the 2015. No comments were expressed. Seth motioned to adjourn the public hearing and resume the regular meeting/ Dallen seconded. Motion carried. Stoney motioned to accept the 2016 budget of $141,000 (shows on budget of $360,928.67). Seth seconded. Motion carried by roll call - all present voting yes. Stoney motioned to accept the proposed 2015 amended budget of $95,906.17 (shows on the budget as $343,978.65). Dallen seconded. Motion carried by roll call - all present voting yes. Town Hall Lights: Stoney reported that he has been working with Rocky Mt Power on their incentive for replacement of current lights to LED. Seventeen lights are needed to replace the outside lighting. The cost will be $137.00 per light. The cost will be paid back in 5 years via the bills. Seth motioned that Stoney proceed to work with Rocky Mt. Power and move forward with the purchase and installation. Dallen seconded. Motion carried by roll call, all present voting yes. Sand Area Between Ball Fields: Seth asked the council what they were envisioning around the side area. The council said they would like to see some trees, limit the area around the slide of whatever substance needed to provide a safe place for the slide with cement borders, grass the area, put in sprinklers with a faucet for wetting down of the ball fields. Dallen stated that he purchased a type of tree for his business that has grown fast and provides great shade. He will get the name and give to Seth. Sidewalk project 2015: The council reviewed the priority list and decided the following: 3rd East to 4th East on 100 North - South - Cale Jensen Main to 100 North on 4th East - West - Ray Sisneros 1st East to 2nd East on 100 North - North - Willie Pearson 100 N to 50 West to 100 W - Front of Cottages Center to 100 W on South side - ' Main to 100 North on 4th East - Kirk Rasmussen Brent asked if he should contact Johansen & Tuttle for the design since they designed the previous in plans. The council said that as long as their charge is between $3,000 - $5,000. Dallen motioned that the council proceed with the above list and contact Johansen & Tuttle. Stoney seconded. Motion carried by roll call, all present voting yes. Dumpster Location: The council discussed the soil and that been dumped at the site. It needs to be spread out. Stoney said that he would be able to spread with his tractor. Brent was asked about road base. He stated that it would be about $7,000 for hauling and spreading by Nelsons. The council asked about Road Tailings. The amount of $30.00 per ton previously, but not sure what it will be now. Stoney said that Kiahtipes was the owner of the tailings by JB. Prices will be checked and this will be discussed at next meeting. Stoney reported that he had been advised that a dumping site that could house the dumpster area would be a great project for the CIB. The town would have to have plans drawn up and present. The council suggested getting ideas from Jones and Demill as well as Johansen and Tuttle. Tourism Committee: Delena presented a copy of email received from Tina Carter. Delena stated that she is asking that a committee be developed in Elmo that would report back to this main committee. ElRoy and Jan should be incharge of this since they volunteer. Delena will forward email to them. Purchase mounds for ball fields: Seth asked the council if they wanted to purchase pitchers mounds for ball fields. He stated that the Recreation District has purchased several to spread around the county by it has been suggested that each city purchase their own. The cost is around $2000 for the large fields and $800 for the little league mounds. The council felt that since the county is not scheduling games in Elmo, that the town would not purchase. It was highly suggested that Seth take back to the board their concern about not using community fields for games. Seth said he would report back to the board. Cemetery Rates: Cemetery rates haven't been reviewed since the 1980's. The council reviewed the rates and made the following changes. Residents of Elmo Ward Boundaries or former residents of Elmo: Burial Plot (consisting of 8 spaces) - $800 1/2 Burial Plot ( 4 spaces) - $450 1/4 Burial Plot ( 2 spaces) - $230 1 Space - $170 Non Resident: Burial Plot ( consisting of 8 Spaces) - $1000 Single space - $300 The grave service remain - $500 on weekdays and $1000 weekends. Stoney motion to accept the new rates, Seth seconded. Motion carried by roll call, all present voting yes. Stoney said that the markers for the cemetery are none to non existence. It is difficult to know where to dig graves. Each time one is marked it is hoping that other graves are not exposed. The council suggested Ben Grimes be contacted to see if he would be willing to survey and set new markers. Councilmen Reports: All issued have been covered. Delena's items: Delena presented a copy of the check and deposit details for the previous month. Stoney motioned to accept May Bills with the additions: Deana - $258.58, plus 1 dog - $50.00, Jerald - $411.49, Carl Fillmore - $300, JanCo Computer - $50.00, Peaks - $264.95 and 01 April 2015 minutes.
