NOTICE AND AGENDA OF A MEETING OF THE BOARD OF COMMISSIONERS OF THE COUNTY OF IRON STATE OF UTAH ************************** PUBLIC NOTICE IS HEREBY GIVEN that the Board of Commissioners of the County of Iron, State of Utah, will hold a Public Meeting in Commission Chambers at the Iron County Courthouse, 68 South 100 East, Parowan Utah on Monday, the 8th Day of June, 2015 at the hour of 9:00 o'clock a.m. AGENDA 9:00 A.M. OPENING, PLEDGE OF ALLEGIANCE, REPORTS, APPROVE MINUTES, APPROVE WARRANTS, DEPARTMENT REPORTS, (Tourism/Parks, IT, Sheriff), ETC. 10:00 A.M. PUBLIC APPOINTMENTS 1. PUBLIC COMMENTS Three (3) Minute Time Limit per Speaker for Public Comment Participants. Should Not Repeat Others Comments. Only for Items Not on the Agenda. No Items Related to Commission's Role as an Appeal Board. Comments Should Be Directed to the Commission and No Attacks on Other Peoples Character. 2. PUBLIC HEARING TO CONSIDER ZONING ORDINANCE 2015-4 AMENDING & MODIFYING SECTIONS 17.16.030 TABLES OF USES AND 17.16.020 ZONING DISTRICTS PURPOSE. 3. PRESENT THE RESULTS OF THE TAX SALE HELD MAY 28, 2015 FOR REVIEW, ADJUSTMENTS AND APPROVAL. Requested by Christene Lowder, Iron County Chief Deputy Auditor. CONVENE AS THE IRON COUNTY COMMUNITY DEVELOPMENT AND RENEWAL AGENCY 4. CONSIDER ENGAGEMENT LETTER TO RETAIN SMITH HARTVIGSEN, PLLC TO PROVIDE LEGAL ASSISTANCE AND REPRESENTATION TO THE ICCD&RA IN REGARDS TO CREATING FIVE NEW COMMUNITY DEVELOPMENT PROJECT AREAS, REFERRED TO RESPECTIVELY AS: GRANITE MOUNTAIN WEST, GRANITE MOUNTAIN EAST, IRON SPRINGS SOLAR, FREMONT SOLAR AND RUSH LAKE SOLAR COMMUNITY DEVELOPMENT PROJECT AREAS. 5. CONSIDER ENGAGEMENT LETTER TO RETAIN SMITH HARTVIGSEN, PLLC TO PROVIDE LEGAL ASSISTANCE AND REPRESENTATION TO THE ICCD&RA IN REGARDS TO THE CREATION OF A NEW COMMUNITY DEVELOPMENT PROJECT AREA ENCOMPASSING THE CURRENTLY INACTIVE IRON MINE OPERATION WEST OF CEDAR CITY. 6. CONSIDERATION FOR ADOPTION OF ICCD&RA RESOLUTION 2015-2 AUTHORIZING THE PREPARATION OF A DRAFT COMMUNITY DEVELOPMENT PROJECT PLAN AREA AND RELATED MATTERS. ICCD&RA RESOLUTION 2015-2 WILL BE A RESOLUTION DESIGNATING THE PROPOSED FREEMONT SOLAR, GRANITE MOUNTAIN EAST SOLAR, GRANITE MOUNTAIN WEST SOLAR, IRON SPRINGS SOLAR, AND RUSH LAKE SOLAR COMMUNITY DEVELOPMENT PROJECT AREAS Requested by Danny Stewart, Iron County Economic Development Director. RECONVENE AS THE IRON COUNTY COMMISSION 7. DISCUSSION AND APPROVAL OF LEASE RENEWAL FOR FIFTH DISTRICT JUVENILE COURTS AND FIFTH DISTRICT GUARDIAN AD LITEM WITH THE STATE OF UTAH, ADMINISTRATIVE OFFICE OF THE COURTS, CONTRACT NO. 05-1997, AMENDMENT NO. 2. 8. RESOLUTION 2015-2 LIMITING TAX REFERRAL REQUESTS TO RESIDENTIAL ONLY. 9. COUNTY LOGO DISCUSSION AND DECISION. 10. PERSONNEL A. Justice Court 1. Maria Parker, Fulltime Justice Court Clerk. Backfill position left by Kaitlin Sorenson. B. Corrections 1. Pierce Robertson, has completed his Bachelor of Science and is eligible for the 5% additional pay per deputy retention policy. C. Approval of Rates for Utah Retirement System - fiscal year 7/1/2015 to 6/30/2016. 11. RESOLUTION 2015-3 SUPPORTING THE TRANSFER OF PUBLIC LANDS TO WILLING STATES AND AFFIRMING RIGHTS OF ASSOCIATION.
