PANGUITCH CITY COUNCIL MINUTES APRIL 28, 2015 CITY COUNCIL - 6:30 P.M. LIBRARY CONFERENCE ROOM 25 SOUTH 200 EAST PANGUITCH, UTAH 84759 Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, Council Members Trudi Owens, Rick Miller, Kim Soper and Alan Johnson, City Treasurer Carla Farnsworth and City Attorney Barry Huntington. Council Member Lloyd Brinkerhoff was absent. Others present were Randy Yard, Becky Yard, April Kramedas-Hookem, Nick Kramedas, Nathen Dennis, Cody Peterson, and Mark Cram. The meeting was called to order at 6:30 pm. OPENING CEREMONY Council member Rick Miller conducted the opening ceremony. ADOPTION OF THE AGENDA Trudi Owens moved, seconded by Kim Soper to adopt the agenda as outlined. The motion passed with all in favor. APPROVAL OF MINUTES Kim Soper moved, seconded by Rick Miller to approve the minutes as corrected. The motion passed with all in favor. ALBERTO VASQUEZ/HOSPITAL UPDATE Alberto Vasquez, Garfield Memorial Hospital Administrator passed around a flyer with some Garfield Memorial Hospital information. Garfield Memorial has receive the Pinnacle Quality Patient Care Service Award the last two years for the Long Term Care. The hospital has received 95% in patient satisfaction. Currently the Long Term Care is being upgraded with hopes to be done in June. There will be an open house July 3 for the new Long Term Care and to celebrate 20 years for the Long Term Care. Garfield Memorial is planning on buying a mobile unit to have more access in smaller communities. Currently they are working towards getting approval for the unit to have a pharmacy. Health care is changing its focus to prevention and keeping people well. CLINT BARNEY & GREG EXCELL/ BALLPARK UPDATE Clint Barney reported the he has had 180 kids sign up for bantam baseball this year and that does not include Kelly Holman's Fast Pitch Softball. Panguitch High School now has a Fast Pitch Softball team which has created some scheduling conflicts. Clint asked if there could be a master calendar kept, to schedule the ball fields. Greg Excell will be in charge of scheduling. This year to raise money for Babe Ruth and Cal Ripken on Wednesday nights there will be a Co-ed softball league. It will cost $200 a team. Clint asked for permission to have the Ball field lights on for these games. Greg Excell informed the City Council that the Annual Icebreaker Tournament will be the second weekend in May, and will bring 25 teams to Panguitch. The Pat Dix Tournament will be Father's Day weekend, and will bring twelve teams. Regionals will be July 19-25 and will bring 12-18 teams. Regional will be two age groups this year, 11U and 12U. Greg volunteered to do the master calendar for scheduling the ball fields. June 16 and 17 there will be a high school basketball tournament. The current nets are in bad shape. It was suggested that if one side of the nets was dropped in winter maybe they would last longer. SIEMENS/MARK CRAM Mark Cram provided a power point to the council. Options were discussed. The City Council felt going forward with Siemens without exploring other options is not in the City's best interest. Kim Soper moved, seconded by Alan Johnson to pay Siemen the audit cost of $18,500 and look into other options. The motion passed with all in favor. BRIAN BREMNER/GAS TAX Trudi Owens moved, seconded by Rick Miller to table Brain Bremner. The motion passed with all in favor. BUSINESS LICENSE/A MODERN HANDCART COMPANY Trudi Owens moved, seconded by Alan Johnson to approve A Modern Handcart Company's business license for a retail store selling pioneer handcrafts and food storage. The motion passed with all in favor. PENDING BUSINESS No changes were made to the pending business list. DEPARTMENT REPORTS Indian Hollow Springs Fence-Kim Soper has talked to Markay Englestead about getting the fence in before the cows are moved to the summer range. Prisoners may be needed to help with the slash piles. Speed limit at City limits-Now that the annexation is done, the City is working on what needs to be done to change the speed limits. Senior Pro Rodeo-$12,000 has been raised so far for the Senior Pro Rodeo. EXECUTIVE SESSION Kim Soper moved, seconded by Rick Miller to enter an executive session for possible litigation. The motion passed with all in favor. Those who were in attendance were Mayor Eric Houston, City Manager Lori Talbot, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members Trudi Owens, Rick Miller, Kim Soper, and Alan Johnson. Trudi Owens move, seconded by Kim Soper to exit executive session. The motion passed will all in favor. CURRENT BILLS The council reviewed the current bills to be paid. Rick Miller moved, seconded by Kim Soper to pay the current bills. The motion passed with all in favor. ADJOURNMENT Alan Johnson moved, seconded by Kim Soper to adjourn the meeting at 8:00 PM.
