MEETING MINUTES
FEBRUARY 3, 2015
The Regular Meeting of the Board of the Washington County Commission was called to order by Chairman Alan D. Gardner at 4:00 p.m. on February 3, 2015, in the Commission Chambers, Washington County Administration Building, St. George, Utah. Those in attendance were Chairman Alan D. Gardner, Commissioner Victor Iverson, Commissioner Zachary Renstrom, County Administrator Dean Cox, Deputy County Attorney Eric Clarke, and Deputy County Clerk Nicholle M. Felshaw.
Chairman Gardner led the Pledge of Allegiance.
INTRODUCTION OF BOY SCOUTS
Chairman Gardner recognized the attendance of several Boy Scouts from Troop 1800 who were pursuing their Citizenship in the Community Merit Badge.
CONSENT AGENDA:
The Consent Agenda is a means of expediting routine matters which come before the Commission for approval. The Consent Portion of the agenda is approved by one (1) non-debatable motion. If any Commissioner wishes to remove an item from the Consent Portion of the agenda, then that item becomes the first order of business on the Regular Agenda.

MOTION: Motion by Commissioner Iverson to Approve the Consent Agenda as presented. Motion seconded by Commissioner Renstrom and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
REGULAR AGENDA ITEMS FOR CONSIDERATION:
VOLUNTEER OF THE MONTH: BONNIE HALLMAN
Retired Senior Volunteer Program (RSVP) Coordinator for Five County Association of Governments, Bonnie Hallman recognized Vietnam Veteran, Jerry Nowack who currently volunteers at the Veterans Community-Based Outpatient Clinic in St. George. Jerry enjoys greeting patients, assisting with the technology kiosks and helping veterans or their family members with paperwork. The Veterans Affairs (VA) Clinic serves over 3,500 veterans with primary care, mental health, and other health needs. In addition to his VA Clinic volunteer service, Jerry is a “Certified Peer Support Specialist.”
EMERGENCY SERVICES REPORT: UNDERSHERIFF BART BAILEY
Washington County Undersheriff Bart Bailey, reported on the fourteen Search and Rescue (SAR) activities that have taken place since October 2014. (See attached report for additional details.)
SEARCH AND RESCUE (SAR) YEAR-END REPORT: UNDERSHERIFF BART BAILEY
Bart Bailey stated that the Search and Rescue (SAR) 2014 year-end report is as follows:
• Fifty-three (53) calls received
• Forty-four (44) calls responded
• Two thousand sixty four (2,064) training man hours
• Two thousand two hundred forty nine (2,249) rescue man hours
• Four thousand three hundred thirteen (4,313) total man hours
Mr. Bailey also commented that SAR has responded to nine (9) calls thus far in 2015.

Washington County Purchasing Agent Mark Blanch explained that the Sheriff’s Office purchase request and the Road Department’s purchase request should cover expenses listed for the next three (3) months.
All purchases are budgeted, bonded, or paid for through grant funds.
MOTION: Motion by Commissioner Renstrom to Approve the Purchase Requests, as presented. Motion seconded by Commissioner Iverson and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
PRESENTATION: DISPATCH: JUSTIN GRENIER
Justin Grenier, Assistant Manager to the St. George Consolidated Dispatch Center, presented a year-end review presentation. Mr. Grenier spoke about the dispatch call volume and how the Center operates—mentioning that nothing goes untracked, unmonitored, or unmeasured.
Training Director Heather Halman, who is responsible for dispatch trainees, explained the process of hiring and training a dispatcher

CONSIDERATION OF REVISION TO THE WASHINGTON COUNTY POLICIES AND PROCEDURES MANUAL; BENEFITS SECTION VIII, E (8)
County Administrator Dean Cox explained that this revision would allow County employees, who voluntarily work emergency shifts on holidays and who work in departments that do not normally schedule shifts on holidays, to receive both compensation for Personal Time Off (PTO) that would have otherwise been used had the employee not worked, and for the actual hours worked on the holiday. This incentive will keep roads and County residents safer by motivating employees to work emergency shifts during the holidays.
MOTION: Motion by Commissioner Renstrom to Approve the Revision to the Washington County Policies and Procedures Manual; Benefits Section VIII, E (8). Motion seconded by Commissioner Iverson and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
CONSIDERATION OF RESOLUTION NO. R-2015-1881, A RESOLUTION APPROVING THE INTERLOCAL COOPERATION AGREEMENT FOR JOINT AND COOPERATIVE ACTION FOR EXPLOSIVE DEVICES RESPONSE
Undersheriff Bart Bailey stated with recent changes to St. George City’s personnel it was resolved to update this agreement allowing Washington County to take more of a lead over the next five (5) years with the bomb squad.
MOTION: Motion by Commissioner Iverson to Adopt Resolution No. R-2015-1881, a Resolution Approving the Interlocal Cooperation Agreement for Joint and Cooperative Action for Explosive Devices Response. Motion seconded by Commissioner Renstrom and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
CONSIDERATION OF RESOLUTION NO. R-2015-1882, A RESOLUTION TO MODIFY THE MANNER OF SELECTING MEMBERS TO THE SPECIALLY FUNDED TRANSPORTATION SPECIAL SERVICE DISTRICT'S ADMINISTRATIVE CONTROL BOARD
Deputy County Attorney Eric Clarke stated that several years ago the County created the Specially Funded Transportation Special Service District (SFTSSD) for the purpose of receiving federal Secure Rural School Funds to be spent on transportation projects. This was initially set-up with a five (5) member board to administer tje SFTSSD; two (2) of those members were to be appointed by the County Commission and three (3) were to be elected by the County at-large.
Over the last few years it has been difficult to fill the elected positions with the work and time involved as a voluntary board member. This Resolution will allow all positions to be appointed so that the Commission can recruit and fill the terms as they expire.
MOTION: Motion by Commissioner Renstrom to Adopt Resolution No. R-2015-1882, a Resolution to Modify the Manner of Selecting Members to the Specially Funded Transportation Special Service District’s Administrative Control Board. Motion seconded by Commissioner Iverson and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
CONSIDERATION OF RESOLUTION NO. R-2015-1883, A RESOLUTION APPROVING DATA SHARING AGREEMENT BETWEEN THE USDOI BUREAU OF LAND MANAGEMENT ST. GEORGE FIELD OFFICE AND THE UTAH WASHINGTON COUNTY COMMISSION REGARDING CULTURAL RESOURCE DATA LOCATED ON BLM LANDS WITHIN WASHINGTON COUNTY, UTAH
Deputy County Attorney Eric Clarke explained that federal and state laws protect archeological information. This Resolution allows the U.S. Department of Interior (USDOI) Bureau of Land Management (BLM) to share archeological data with the County that has been gathered on parcels of land. This will be helpful in potential land.
MOTION: Motion by Commissioner Iverson to Adopt Resolution No. R-2015-1883, a Resolution Approving Data Sharing Agreement Between the USDOI Bureau of Land Management St. George Field Office and the Utah Washington County Commission Regarding Cultural Resource Data Located on BLM Lands Within Washington County, Utah. Motion seconded by Commissioner Renstrom and carried by unanimous vote, with Commissioners Gardner, Iverson, and Renstrom voting aye.
COMMISSIONERS' REPORT
Commissioner Gardner mentioned that the Legislature session is in its second (2nd) week.
PUBLIC WORKS OR ROAD BUSINESS
No items were presented today.
COUNTY DEVELOPMENT AND PLANNING BUSINESS
Washington County Planner Scott Messel explained the LDS Church has been working on improvements to the Mountain Meadow Massacre site by adding informational signs.
There being nothing further to come before the Commission, the meeting was adjourned at 4:46 p.m.
