Minutes of Elmo Town Council
04 March 2015
Attending: Casey Lofley, Dallen Skelley, Brent Hadfield, Stoney Jensen, Seth Allred and Delena Fish
Citizens: Jerald Schade
Meeting was called to order by Mayor Lofley. He welcomed those in attendance.
Citizen Concerns: Not was offered from the floor. Dallen stated that he had been contacted by Ben Brady concerning the present location of the dumpsters. He states that the garbage truck and others delivering items to the dumpster are using their private property as a turn around. They also states that they fear with the problems with the recent thefts in the area, those suspected are frequenting the dumpster. This is causing concerns for their widowed mother. The council discussed different possibilities that would allow better access. The council decided they would relocate the dumpster back to their previous location on 5th E between Main and 100 North. This provides the most accessibility. Dallen stated that he feels that since this continues to be a problem that the council proceed with developing a permanent location. The town owns property where the old water tanks sat. The town needs upgrade the previous attempts for access by contacting Nelson's to determine cost of gravel also the installation of a chain link fence to contain the area. The council agreed to proceed.
Community Service Hours - Daniel Johnson: Delena stated that he had been contacted by Mr. Johnson and he is unable to attend meeting tonight due to a court ordered IOP. She said he has 62 community hours that needs to be completed within 30 days. The council felt this would be a great opportunity to get the garbage location started. Delena is to contact Nelson Construction to see what a belly dump of gravel would cost. Mr. Johnson could spread this gravel out. Dallen stated he would be available to show where to have the gravel dumped.
Dog Licensing Clinic: Stoney stated that he has called 4 times, however, the Vet hasn't returned his call. He will try again in the morning to see if he has better luck. His intent is to have the clinic mid March or April.
Review of Zoning Ordinances - Mobile Home: The council reviewed the Zoning Ordinances on Mobile Homes and proposes the following changes :
Add to 02-0524 paragraph 7 & 8 and Change the heading of 02-0817 from Size of Dwelling to Size of Dwelling and Description. To add 02-0817 A to read:
A mobile home shall not be older than 10 years from present. Mobile Homes can not be attached to any existing dwelling or mobile home.
Next town meeting will be a public hearing to take comments on the proposed changes. Delena will post the proposed changes.
Town Jobs for 2015: Jerald Schade was present requesting the functions of Lawn and Park Care be awarded to him. He stated that his problem in the past is that there wasn't any communication as to what was expected of him. He didn't have one supervisor that communicated expectation. Dallen stated that he agreed with Jerald and that the council needed to appoint one councilmember that would be responsible over Jerald. He also stated that the majority of the decisions made as to duties and things that need to be accomplished are discussed in town meetings. He admonished Jerald to be in attendance at all meetings. Jerald was asked if he had enough time to do all that is required to complete the work. He stated that he works until 2:30 p.m. and is home by 3:00 p.m. He does have enough time. A copy of the job requirements were given to Jerald. Brent motioned that the positions of Cemetery and Park Care be awarded to Jerald. His pay would be $66.67 weekly for the Cemetery maintenance and $138.89 per week for Park maintenance. Also pay $12.00 per hour for the Maintenance person salary at not to exceed 6 hrs per week. This would include the responsibility of weed spraying three times be season. (before May 1, 2015; June 1, 2015; Oct 2015) Stoney seconded. Motion carried - all present voting yes by roll call.
Jerald stated that Pro Sweep was interested in sweeping gutters @ a quoted of $80 per hr 8-10 hrs per event (probably high). The council discussed that at 3 x per season, the cost would be within the $3000 set aside for street care. The extra would cover the weed spraying. Stoney motioned to accept Pro Sweeps bid for curb and gutter sweeping, Seth seconded. Motion carried - all present voting yes, by roll call.
Stoney nominated Seth to have supervisor over Jerald. Seth accepted.
Representative on Watershed Steering Committee: Brent stated that he would be willing. Mayor Lofley appointed him. Delena will notify Mistie Christianson.
Lawn Service 2015: Brent suggested this be placed out for bid. Jerald stated that he would contact several providers for bids.
Board Members Concerns: The council discussed the past due billing process. They recommended that to cut down on mailing costs, the past due notices not be mailed out until after the 25th of the next month.
Brent suggested that sidewalk construction be placed on agenda for the April meeting.
Stoney stated that the thermostat in the conference room is consistently being left up high after public use. The town is paying to heat an empty building. He is also concerned that the fire department is getting billed for it, which is eating up his budget. He suggested the town invest in a 2 - 3 override thermostat. The council agreed. Stoney will gather prices.
Stoney also stated that he has asked Rocky Mt Power to study the town hall for credits to change lighting to LED.
Mayor Lofley reviewed the public meeting act to councilmen
Delena's items: Delena reviewed the monthly budget with council. She provided them with the past months check and deposit register, as well as the budget vs current received report.
Stoney motioned to pay the March bills and accept the 04 February 2014 minutes. Dallen seconded. Motion carried per roll call - all present voting yes.
