• Review of Business Licenses: Rugged Rentals, Inc., 1264 W 12th, Shed Sales
Motion by Mr. Illum to approve business licenses, seconded by Mr. Smout. Vote called and passed unanimously.
• Presentation on Weber County Vote-By-Mail: Jennifer Morrell, County Elections.
Ms. Morrell gave a presentation on the Vote-By Mail process. The county and state are leaning towards Vote-By-Mail, and are hoping all of the cities will follow suit in order to maintain continuity. She went on to explain some of the pros and cons of doing this:
Pros:
The voting machines are aging and becoming more difficult and expensive to maintain. Their goal is to minimize the wear and tear on these machines and urge county voters to Vote-By-Mail.
She said they have fantastic poll workers, but some of them are aging and it is hard to find replacements or someone willing to take the day off from work to work the elections.
The turnout for voting is better because people do not have to leave their homes to vote. Some folks are unable to come to the polls independently due to health, lack of transportation, employment, etc.
Voting by mail also allows voters additional time to research candidates.
Cons:
It takes away our sense of community because people are not gathering to vote.
There is a perceived risk of fraud, although Utah has not had that problem. Most of the time the fraud occurs in voting registration, i.e. people registering for other family members. Once a vote has been cast, they cannot go to another voting place and try to vote again.
Another downside is that the cost increases, but it would actually be a small savings for our City to adopt that.
For the candidates, it will change the way they campaign. Ballots for military members are mailed out about 45 days prior to voting and residents are mailed out 30 days prior. This may result in less time for candidates to solicit votes.
• Discussion/action on residential solid waste recycling.
Beth Holbrook with Waste Management presented several options to the city for recycling. She said that there are no contracts to sign, no sorting and 70% of our waste is recyclable. The cost to residents would be $10.00 per month for a recycling can. Recyclable items include plastics, beverage and water bottles, metals, aluminum, steel and tin cans, paper, newspapers, magazines, catalogs, brochures and pamphlets. Also cardboard, paper bags, food, tissue boxes, and milk cartons. They do not accept items like motor oil, paint cans, cookware, utensils, paper towels, plates or tissue, pizza boxes, styrofoam, glass, diapers or pet food bags, auto parts, batteries or toner cartridges.
Beth mentioned a second option which would give the city an idea of how many residents are really interested in recycling. A recycling bin could be placed at the city office for residents to drop off there recycling items.
• Discussion/action on Ordinance 2015-01 amending the Zoning Map from A-1 (Agriculture) to C-2P (Commercial) at 1582 South 1200 West.
Mr. Morris indicated that the City received an Application to Amend the Zoning Map from Derrick Oman, and the proposed amendment is consistent with the General Plan. The area is now zoned A-1 (Agricultural) and the petitioner is requesting it be amended to C-2P (Commercial).
Mr. Morris proceeded to review the Zoning procedures. After publication of the required notice the Planning Commission held its public hearing on February 17, 2015, to take public comment on the proposed ordinance, after which the Planning Commission gave its recommendation to approve this Ordinance with the following stipulations:
• The site plan will be brought up to commercial standards
• All commercial related fees will be paid
• Site and buildings to be brought up to commercial specifications
• Other code and agency requirements be met as part of the Site Plan
Mr. Oman, property owner, addressed the Council and stated he is willing to comply with all requirements the City and the Council may have.
Motion by Mr. Slater to adopt Ordinance 2015-01 amending the Zoning Map from A-1 (Agriculture) to C-2P (Commercial) at 1582 South 1200 West, seconded by Mr. Illum.

7. Discussion/action on Resolution 2015-C setting 2015 legislative priorities.
Mr. Morris said the City looks forward to the ending of the 2015 general session of the Utah State Legislature. The City has an interest in the policy challenges facing our Nation, our State, our City, and other local governments; the City appreciates the partnership that has been developed over the years with our Weber County legislative delegation, other members of the State Legislature, the Executive Branch, the Utah League of Cities and Towns, and with local civic organizations. The City desires to support, when possible, the legislative positions
officially adopted by the Utah League of Cities and Towns through their legislative policy
committee.
The City Council and Mayor adopted the following position statements:
1. Water Rights Protection. The City supports ULCT’s resolution encouraging the support of impairment protection for existing water rights for units of local government.
2. Water Development. The City supports proactive legislation to protect water supply and build responsible water storage capability for future growth.
3. Air Quality. The City continues to support efforts to improve air quality and supports initiatives of the Weber-Morgan Health Department that promote and support clean air.
4.
5. Comprehensive Transportation Funding Strategy. The City supports the efforts of ULCT and the Utah Transportation Coalition encouraging the development of a comprehensive transportation funding strategy that will meet local transportation needs while also providing for future growth. Including potential strategies which includes adjustment of local option sales taxes, review of appropriate fuel taxes that are non-punitive to clean air technology, clean air vehicle incentives, investment in transit, expansion of alternative transportation for trails, bicycle lanes, pathways, and sidewalks.

9. Discussion on telecommunication franchise agreements and fees.
We are not receiving the 3.5% fees because we did not approve this procedure. Mr. Morris asked the Council if they want to adopt this ordinance so we can receive the fees. This applies to the fiber optics only. Mr. Morris will look into this.
10. Event planning: Easter Egg Hunt, Saturday, April 4, 2015, at Slaterville Park at 10:00 AM.
The Easter Egg Hunt will be held on April 4th at 10:00 am. Mr. Morris said that the restrooms will be open at the parks by then.
11. Officer reports and legislative oversight.
Mr. Slater asked about piping of the culvert. Trent Meyerhoffer was not at the meeting so Mr. Morris did not know if anything has been done.
Mr. Illum asked about indiscriminate landfilling and was told this can only occur within an approved Site Plan and a permit must be obtained. This allows the City to be aware of what is occurring. However, Mr. Slater feels the property owner has the right to do what he wants with his property. Mr. Illum thinks we need to look at all the issues and see if there are any stipulations the city can impose. He has had several citizens complain about so called “landfills”.
Mr. Illum commented on the number of trucks traveling on 1200 West, but has seen no law enforcement. Mayor Butler said he saw two trucks pulled over last week and told the Council that he brings this issue to Lt. Findlay’s attention on a continual basis.
Results of the recent traffic counts on 400 N and 1200 W were discussed. The results for both were comparable.
Mr. Morris reported that a large commercial development is proposed to be built behind Pilot. More information will be forthcoming and it will require extensive planning on the City’s part.
Mr. Morris also reported that the Planning Commission approved Jeremiah’s on 1200 S to expand the restaurant and hotel, along with a 120-bed Assisted Living Facility.
12. Adjourn until March 19, 2015.
Being no further business, Pres.Van Leeuwen adjourned the meeting at 7:50 p.m.
Motion by Mr. Smout, seconded by Mr. Illum to adjourn.
