APPROVAL OF JANUARY 27 2015 MINUTES:
Councilmember Jeffrey Hearty made a motion to accept the minutes of January 27, 2015 as corrected. Councilmember Jonathan Jones made a second to that motion. The motion passed.

PLANNING AND ZONING:
Planning and Zoning Chair, Lynn Ingram told the council Zack Buck came in asking questions in regard to the subdivision ordinance and water. Ingram said Buck is in the business of development and financing; he requested a spreadsheet with the lots in the city with water attached. Ingram said I told him 'I would too.'
Ingram said Buck had quit a few questions and they tried to answer them the best they could.
They discussed building permit fees and different ways of assessing the fees for building permits. They ran some scenarios on the International Code that has been talked about adopting; Ingram said that seems to be the best way to go with them.
One thing they need to do Ingram said is to have a minimum fee for the building permit, having to keep the same base of just a minimum fee, then once it gets up to a certain point, the International Code would kick in and go from there, so there would be enough to cover the inspection fees and whatever else would need to be added.
It was decided by the council to set a fee schedule including the most current International Code Fee.
The city council decided to have six (6) inspections per residential and twenty five (25) inspections per commercial. If the inspection numbers run higher than set, the homeowner or business would pay the extra fee charges.
Ingram added, 'It is just a matter of coming up with what numbers we are comfortable with.'
After the discussion, Councilmember Molli Graham made a motion to amend the fee schedule to go by the International Building Code fee schedule, six (6) for residential and twenty-five (25) for

commercial. Councilmember Jeffrey Hearty made a second to that motion. The vote was unanimous. (2nd Motion)
A work session was conducted on Election of Commission Chair, Commission Member Review, and accessory Building Permits.

COUNCIL BUSINESS:
Councilmember Molli Graham made a proposal to purchase a golf cart for the caretaker at the cemetery, she recommended that it stay at the cemetery, the council agreed with her.
Graham said the golf cart would be a better choice to use at the cemetery rather than the big 4x4.
The recommended cart is a 2004 Yamaha G22 with an existing rear utility box and is in good condition. The cost for the cart is $2,250. It will also come with a 90 day parts and labor warranty and the seller will give it full service and make certain that it will work well when purchased.
Councilmember Jonathan Jones made a motion to purchase a golf cart for the cemetery at a purchase price of $2,250. Councilmember Jeffrey Smith made a second to that motion. The vote was unanimous. (3rdMotion).
Councilmember Graham asked how the sidewalk project is coming along; Mayor Newton said the contractor told him, there is too much frost in the ground to work on the project as this time.
Mayor Newton passed out copies of a Contract Proposal dated February 10, 2015 from Sunroc Corporation, Construction Division; Attention Greg Newton, Subject: Mona Waterline Pricing, From: Rhett Housley, copy to Jesse Ralphs of Sunrise Engineering Company.
The proposal reads in part; Attached is our pricing on the waterline based on Jesse's latest drawings this afternoon with the modified vault connection.
The bid total is: $193,090.
Bedding Sand, HDPE pipe, and all waterline fittings/fire hydrants are to be purchased and supplied by Mona City.
Excludes: Swappp/NOI permit/erosion control inspections, sweeping, vapor barrier, engineering, testing, layout, fees, permits, bonds, dewatering, footing over excavation, shoring, bracing, signage & striping, surveying, or any and all items not specifically stated in the proposal.
There were concerns on some of the issues that need negotiation; one example is the 90 degree angles that are planned for the line. In the opinion of the council, a 90 degree angle is not the best way to handle taking the line around a curve. Another issue the council questioned was the two ways to go under the freeway; one is to cut the roadway and the other is to drill under the freeway and pull the pipe through the bore. The two items on the bid had the council confused on the cost; 12' Directions Drill under the freeway; amount was $96,525.00 and the cost for the 12' HDPE open cut UDOT would be $172,800.00.
Planning & Zoning Chair Lynn Ingram said, 'It seems a little odd.' And he thought the cost should be in the reverse, that it would be more to drill than to open cut. Mayor Newton agreed with the assessment.
Mayor Newton said there is a 'no access zone' where the city planned to put the water line under the freeway, 'We will have to follow Houweling's water line.'
The council is also hopeful the cost of the project; $193,090.00 can be reduced.
A lengthy discussion developed with the concerns on the project. Mayor Newton told the council he will call Rhett and Jesse tomorrow and coordinate with them and let the council know what is decided and what they plan to do.

The Contract Proposal from Sunroc is attached and will become a permanent part of the minutes for public viewing.
Councilmember Jeffrey Smith told the council he had some questions to asked Sheriff Anderson who was not present at the meeting but was included on the agenda.
Councilmember Smith had nothing more to add.
Councilmember Jonathan Jones reminded the council about the Utah League of Cities and Town's annual conference to be held April 8th -10th in St George. Reservations need to be made as soon as possible for motel/hotel accommodations.
Jones asked where the city is on the 6th South issue. Mayor Newton said the city needs to come to a consensus on that, and address the issue. This also includes 2nd West.
Councilmember Jeffrey Hearty presented an RFP (Request For Proposal) to contract with a qualified individual or company for services which include, but are not limited to: excavating, installing, and repairing sewer and water lines in and around Mona City. This is to be a general contractor for services to be performed at the city's discretion for a set price. Interested individuals or companies can submit their qualifications and hourly rates for excavating/plumbing type work no later than March 15,
2015 to the Mona City Office building, at 50 West Center Street. Contractor must be licensed and insured.
Local contractors are encouraged to apply.
Councilmember Hearty asked for the proposal to be published in the newspaper and posted at three different businesses in the city, so it can be kept transparent for the public.
Councilmember Frank Riding said he is getting assignments for volunteers, and the theme for the upcoming July 24th Celebration. He added if anyone has preference for assignments let him know.
Riding would like it on the city's web site and encouraged the council to get the website going again. Riding is not in favor of Face Book to publish the celebration information. He also wants to have it posted in the newsletter.
The council would like to see the city's website consistently updated. They have elected to have Sara Samulson the city's Planning Commission Secretary assigned to do the web update.
DIRECTOR OF FINANCES:
Director of Finances Everd Squire presented The Mona City Disbursement Listing for checking dated 1/28/2015 to 2/10/2015; he asked if there were questions on the disbursement.
There were eight (8) checks over the allotted amount of $2,000.
The report has been initialed by each council member and attached to the minutes for public viewing.
Everd told the council there is still work to do; forms to fill out and get signatures before they can move forward on the Xpress Bill Pay. He will continue to keep the council updated.
Secretary/Treasurer Michelle Dalton told the council they have received seven applications for the city's gas shut off position. The majority of the applications are from local citizens.
Michelle said Kim Hall will continue to do the city's gas shut offs until the city can appoint someone to replace him.
City Recorder Lyla Spencer gave an update on the city's code book, she told them we are moving along slowly but getting there. Councilmember's Jeffrey Hearty and Jonathan Jones are working on Title 92B and should have that completed in a few weeks.
Spencer also gave an update on a recent Records Request she had in regard to water.

PAY FINANCES ADJOURNMENT:
Councilmember Jeffrey Hearty made a motion to pay the finances, adjourn, and go into executive session, council member Molli Graham made a second to that motion, all were in favor, and the vote was unanimous. (4TH Motion)
The city council meeting was then adjourned at 8:46 p.m., with no further comments and went into executive session.
EXECUTIVE SESSION, IF NECESSARY
An Executive Session was called, by Councilmember Jonathan Jones and conducted by Mayor Greg Newton at 8:51 p.m. The purpose for the session was to discuss Water Rights. Those in attendance were Mayor Greg Newton, City Recorder Lyla R Spencer, Water Superintendent Allen Pay, Planning &
Zoning Chair Lynn Ingram, Councilmember's, Molli Graham, Jeffery Smith, Jonathan Jones, Jeffrey Hearty and Frank Riding.
A motion was made by Councilmember Jonathan Jones, at 9:31 p.m. to adjourn the executive session and a second by Councilmember Molli Graham. The motion carried. The meeting was then adjourned with no further comments.
