6:30 – Briefing Meeting/Department Reports – No official action will be taken and the public will be welcomed. The briefing meeting will be held in the conference room in the Midway Community Center. 7:00 – City Council Meeting 1. Opening Remarks or Invocation; Pledge of Allegiance; Roll Call 2. General Consent Calendar Be it hereby moved that the following consent calendar items stand approved: a. Agenda for the 9 December 2009 City Council Work Meeting b. Warrants c. Minutes of the 10 November 2009 City Council Work Meeting d. Minutes of the 10 November 2009 City Council Executive Session e. Minutes of the 13 November 2009 City Council Special Meeting f. Minutes of the 19 November 2009 City Council Emergency Meeting g. Ordinance 2009-10 which Establishes and Implements Procedures for the Approval of Written Minutes h. Resolution 2009-21 Revising the Planning and Animal Control Fees Charged by Midway City i. Amendment to the Midway City Human Resources Policies and Procedures Manual Regarding an Employee’s Attitude and an Employee’s Return to Work after a Serious Injury or Illness j. Declare Various Recreational Equipment, Vehicles, and a Snow Blower Attachment for a Uniloader as Surplus Equipment k. Reappoint Mayor Connie Tatton as a Member of the Wasatch County Board of Health 3. Development Consent Calendar Be it hereby moved that the following consent calendar items stand approved: a. A One-Year Extension of the Two-Year Warrant Period for Phase I of The Cascades at Soldier Hollow Subdivision Located at 1300 West Wards Lane b. Resolution 2009-22 Approving a Slurry Seal Agreement for the Midway Valley Estates Subdivision Located at Main Street and Fox Den Road c. Release the Warranty Bond for the Midway Valley Estates Subdivision Located at Main Street and Fox Den Road 4. Off-Street Parking and Loading/Ordinance 2009-15 – Ordinance 2009-15 Amends the Midway City Municipal Code to Regulate Off-Street Parking and Loading (Recommended by the Midway City Planning Commission) a. Public Hearing – Receive Public Comment on the Proposed Ordinance b. Action – Discuss and Possibly Adopt the Ordinance 5. 2009 Audit Report (Ben Probst) – Receive the Fiscal Year 2009 Audit Report for Midway City 6. Heber Valley Business Development Bureau (County Council Members Steve Farrell and Mike Kohler) – Receive a Presentation Regarding the New Heber Valley Business Development Bureau 7. High Valley Ranch/Extension of Approval – Discuss and Possibly Grant a Second Extension for an Amendment Approval for the High Valley Ranch PUD Located at 700 South Center Street. 8. Scandia Investments Annexation Agreement/Resolution 2009-20 – Discuss and Possibly Approve Resolution 2009-20 which Adopts an Amended Agreement for the Scandia Investment Annexation Located at Approximately 1210 North Homestead Drive 9. Ice Rink Update – Receive an Update on the Midway City Ice Rink 10. Deer Ridge Estates Construction Approval – Discuss and Possibly Grant Final Construction Inspection Approval, Subject to a Warranty Bond of $81,740.29 being Accepted by the City, and Begin the Two Year Warranty Period for the Deer Ridge Estates Subdivision Located on Burgi Lane and East of Interlaken Road 11. Transient Rental Licensing – Receive an Update on Transient Rental Licensing in Midway City Recess (10 Minutes) 12. Department Reports 13. Closed Executive Session to Discuss an Individual 14.
