Those present at the City Council meeting were Mayor Eric Houston, City Manager Lori Talbot, City Attorney Barry Huntington, City Recorder Tyrissa Howell, Council Members, Llyod Brinkerhoff, Trudi Owens, and Rick Miller. Council Member Kim Soper was absent.
Others present were Art Cooper, Slader Matthew, Randy and Becky Yard
The meeting was called to order at 6:35
OPENING CEREMONY
Council member Trudi Owens conducted the opening ceremony.
ADOPTION OF THE AGENDA
Rick Miller moved, seconded by Trudi Owens to adopt the agenda as outlined. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Lloyd Brinkerhoff moved, seconded by Trudi Owens to approve both 12/9/2014 and 12/16/2014 minutes. The motion passed with all in favor.
MASTER TRAIL PLAN
Lori Talbot advised the council that there were two bids for the Master Trail Plan. Bids submitted by Jviation and Sunrise Engineering, with Sunrise Engineering providing more benefit for the price.
The Bid was awarded to Sunrise Engineering upon the negotiation of Web application price.
Rick Miller moved, seconded by Trudi Owens to approve the bid with Sunrise with the contingent that the price for the Web application is negotiated up front. The motion passed with all in favor.

TOUGH KIDS GYMNASTICS
Annie Anderson approached the City asking if she can move her Gymnastics program from the Social Hall the BIC Building.
Rent in the BIC building is $300 per month, or $10 per day for one office space.
Lloyd Brinkerhoff moved, seconded by Rick Miller to rent the BIC gym for $10 a day. The motion passed with all in favor.
RURAL WATER CONFERENCE-DAVE, KORY AND TROY
Lloyd Brinkerhoff moved, seconded by Trudi Owens to approve sending Dave, Kory and Troy to the water conference. The motion passed with all in favor.
BECKY HENRIE- NEW YEARS EVE DECORATIONS
Becky has asked for 6 month water bill paid for her work decorating the Triple C for New Years Eve Party. In the past the city has given 4 months.
Lloyd stated Panguitch Main Street board has put in countless volunteer hours without compensation.
Becky Henrie did a really good job with the Decorations for the Party. The Decorations were excellent.
Rick Miller moved, seconded by Trudi Owens to pay 4 months of Becky Henries water bill for time spent on the New Years Eve Party. Next year turn it over to someone already on Panguitch City pay roll. The motion passed with all in favor.
COUNCIL VACANCY
Council member Tim Smith turned in his resignation letter.
The council vacancy needs to be advertised for 2 weeks in the news paper.
Lloyd Brinkerhoff moved, seconded by Trudi Owens to put the City Council vacancy in the news paper. The motion passed with all I n favor.

BUSINESS LICENSE-ZUBIA’S MEXICAN RESTRAUNT
Trudi Owens moved, seconded by Lloyd Brinkerhoff to approve the business license contingent upon payment. The motion passed approved by all.
COUNCIL MEMBERS BENEFITS
In the past council has received gift certificates for Christmas.
Rick Miller moved, seconded by Lloyd Brinkerhoff to put that into the scholarship fund in the future. The motion passed with all in favor.
J.P. FINES
Lloyd Brinkerhoff moved, seconded by Rick Miller to approve J.P. Fines. The motion passed with all in favor.
RE-ADOPT ORINANCE 2015-1
This ordinance pertains to the meeting times of the Panguitch City Council.
Lloyd Brinkerhoff moved, seconded by Trudi Owens Re-Adopt Ordinance 2015-1. The motion passed with all in favor.
RE-ADOPT ORDINACE 2015-2
This ordinance pertains to with Utah criminal code, the Utah motor vehicle act, and the Utah controlled substances act.
Trudi Owens moved, seconded by Rick Miller to Re-adopt Ordinance 2015-2. The motion passed with all in favor.
RE-ADOPT ORDINANCE 2015-3
This ordinance pertains to do with the Panguitch City water conservation.
Rick Miller moved, seconded by Lloyd Brinkerhoff to Re-adopt Ordinance 2015-3. The motion passes with all in favor.

This ordinance pertains to do with Drinking Water Source Protection Plan.
Lloyd Brinkerhoff moved, seconded by Rick Miller to Re-adopt Ordinance 2015-4. The motion passes with all in favor.
DISCLOSURE STATEMENTS FOR COUNCIL MEMBERS
All council members have signed the disclosure statement.
CITY COUNCIL MEETING DATES
Trudi Owens moved, seconded by Rick Miller to approve 2015 City Council Meeting Dates. The motion passed with all in favor.
COUNCIL MEMBER ASSIGNMENTS
Trudi Owens moved, seconded by Lloyd Brinkerhoff to approved City Council Member Assignments. The motion passed with all in favor.
2015 HOLIDAY SCHEDULE
Lloyd Brinkerhoff moved, seconded by Rick Miller to except the holiday schedule as listed, to be revaluated each year. The motion passes with all in favor.
DEPARTMENT REPORTS
District Court Trial- There is an upcoming Jury Trial.
Panguitch Main Street- Randy Yard resigned from the Panguitch Main Street Board. Randy has done a super job with the Main Street Board. His time has been greatly appreciated.
The Main Street Board is putting together a Fishing Derby at Panguitch Lake on Feb. 21.
Annexation- Plat maps almost finished.
Airport- We are still receiving a lot of complaints about the helicopters at the airport.
EXECUTIVE SESSION
The executive session was not needed.

CURRENT BILLS The council reviewed the current bills to be paid.
Trudi Owens moved, seconded by Lloyd Brinkerhoff to pay the current bills. The motion passed with all in favor.
