COMMISSION BUSINESS/ACTION ITEMS
7. Chair’s Report – Verbal or written report including: Chair Bertelsen; Planes, Trains & Automobiles event at Spanish Fork Airport coming up (joint event w/Springville). Heritage Days will follow on week of September 20. Springville once had more contractors per capita than any other city in U.S.; these contractors and their families will be honored next week during Heritage Days; the park behind the library will also be dedicated and a monument installed there to honor them.
8. Staff Report – Heritage Days, December Event – Chuck Keeler – Heritage Days activities will include boat races at the splash pad/lazy river, 41 booths, a candy store, popcorn, root beer, chalk around the block, relays, wiggle bike races, coloring contest, Cinnamon Creek Folk Singers & The Flashback Brothers (music groups); they are anticipating at least 2500 people will be in attendance; Wednesday (Sept. 17): Dick Sumsion will give the historical lecture (history of construction in Springville); D. Sumsion volunteered to help raise money for the monument; the goal was 50K; 70K has been raised to date. Friday (Sept. 19): Library teen night (construction related activities); Saturday (Sept. 20): Park dedication, library display (each of the construction families will have a table in the library; they will display artifacts, photos, etc. There will also be a video display of photos (looping). Glenn Alleman’s book is at the publisher’s and will be available then.
Discussion about current Arts Commission Board: The A.C. consists of 5-15 members. They are appointed at large to 4 yr. alternating terms. Specific board assignments are not required. Board members aren’t required to have specific assignments, but traditionally are given responsibilities. Usually the chair and secretary positions are made annually by board member nomination & vote. There were 12 voting members of the Arts Commission Board. (7 required to attend to create a voting quorum.) As the city council is now allocating city budget to supplement the Art Museum and Library, those representatives who attend Commission meetings will do so as staff, not voting Commission members. Right now there are 10 voting members--6 need to be in attendance for a voting quorum. We have 2 nonfunctioning members and 1 on medical leave. In order to have a voting quorum, 6 of 8 active Commission members would need to be in attendance at each meeting. Some options: release those that don’t attend/function (this will need to be taken to mayor & city council for approval); we can add new members (we can consider appointing Ellen to the board – that would give us 9 members, then we would need 5 for a quorum); releasing inactive Commission members isn’t punitive--it’s to structure the Commission Board so that a quorum can be reached more easily, allowing the Commission to do business (vote on issues) more readily. A letter from the mayor will need to be sent to those inactive members thanking them for their service and releasing them from further obligation. Question: Has there ever been a youth representative on the board? Yes – there has been in the past. The City Youth Council used to send a representative in the past; they can attend as a guest, but not a voting member.
9. Evaluation of Grant Applications: - Review the grant applications received
and finalize funding recommendations to forward to City Council.
Historical Society: $1500; Musettes: $300; Playhouse: $5000; Folkfest: $3800; Arts in Education: $2000; Dance: $500; Talent Festival: $1500; Music series: $3600: Pioneer Museum: $500; Philharmonic: $1000 (plus gratis venue); they are scheduled to perform for the Concert Series in March; there is a potential for them to do a children’s concert at the library as part of the grant (they would use the money to purchase music). Heritage Days: $700; Piano: $1795; Administration: $200; Statues to Live By: $605; Total = $23,000. The Reflections program will receive $500 from the Arts in Education grant. The Arts Grants will be presented to the city council for final approval.

10. Commissioner Reports
a. Donna – Folkfest – Applications for next summer are coming in already; they are tossing around the idea of taking applications 18 mo. in advance; current applicants are: Jordan, Algeria (2), Chile, Columbia, Republic of Congo, France, Ghana (2), India (2), Indonesia, Ivory Coast, Nepal, Peru (2), Philippines, Poland, Senegal, Slovakia, Taiwan, Tanzania, Togo, Czech Republic
b. Daryl – Historical Society – The grant Amber Swanson applied for was approved for the digitization of back issues of the Daily Herald; the project will be done by a professional preservation group in Pleasant Grove; the database will be searchable. The Playhouse is currently performing Steel Magnolias
c. MariLee – Secretary – Has reached out to Dr. Trapnell a few times last month but has not been able to connect with him. Will follow up and try to make appointment for Delora discuss the possibility of installing his Gary Price children statues series in another location in the city
d. Debbie – Thayne Jasperson will be here conducting a workshop while he’s in the area; the Dance Co. recently got their pictures taken at the Carnegie library (DUP museum)
e. Julie – Arts in Education – She has contacted each school and asked for contact info for art and music specialists at each; she has emailed & sent hard copies to each school to get the word out about the grant money; schools have until Nov. 1 to apply
f. Ellen – Pioneer Museum – She will be attending a series of workshops put on by the state to learn the latest on preservation; the museum is having some trouble with their volunteers being able to access the building (most are older women who have trouble navigating the stairs); the building is not ADA compliant (grandfathered); the museum board is trying to find a solution; the city engineer may be able to help make recommendations; Question: what about a stair glider? There are some issues with batteries, getting the doors open at the top of the stairs, etc. Councilman Olsen will check with the city engineer to get some recommendations
g. Museum – Jessica – There are new exhibitions opening tomorrow (Sept. 10)--Fantasia for Fall; Spiritual & Religious show (including an interfaith symposium); they are amping up their public programming; upcoming events: Princess Tea (fundraiser), Junior Art Guild Halloween activity
h. Claudia – Library – There are having a celebration of Star Wars on October 10 instead of a Halloween party; upcoming events include a cooking class tomorrow night (Sept. 10), various classes for adults (computer, photo, cooking, etc.); Chuck presented the idea of doing a superhero Saturday at the library next year; September Family Night highlighted garbage trucks including garbage truck tour for patrons and included an interview by Gus the Garbage Monster puppet; it was very successful - over 200 people attended; watch interview here: https://www.facebook.com/video.php?v=10154685910930045&set=vb.37085600044&type=2&theater
i. Ginny – Concert Series acts are scheduled through May. Jessica will check to see if volunteers will be needed to help set up and take down chairs at the museum for the concert series and will report back to Ginny.
